SAN DIEGO (KGTV) -- The California Tower at San Diego’s Museum of Man has finally reopened following a months-long upgrade. The tower closed on February 18 of 2019 for a seismic retrofit to protect against earthquakes. The upgrade was done using funds from the City of San Diego and FEMA. It cost ,748,550. SAN DIEGO (KGTV) - The mountain lion euthanized by California Department of Fish and Wildlife wardens is the same animal responsible for attacking a boy at Los Pe?asquitos Canyon Preserve, CDFW announced Friday. The 4-year-old boy was among 11 people hiking the North San Diego County trail Memorial Day when the 80-pound female mountain lion attacked him. Wardens who went to the scene found the animal’s tracks and encountered it moments later. The mountain lion appeared to have little fear of humans: an abnormal behavior, CDFW said. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

Rent hikes and slow income growth are making it more difficult for new grads to afford rental homes, according to a HotPads report. A typical college graduate in the U.S. spends 45.3 percent of his or her income on the median rent of ,740, up from 40.5 percent for the Class of 2009. The rent burden has grown by 22 percent as early-career median incomes have dropped 14.5 percent, HotPads analysts say. In San Diego, the median rent is more than the entire income for new graduates with degrees including biology and business management, at ,000 per year, and nearly the entire income for those with degrees in psychology, at roughly ,000 per year, HotPads reports. The top-earning degrees nationwide were primarily in engineering fields, with mining and mineral engineers earning a median ,854 after college. “As rent prices and student debts rise, affordability concerns for recent college graduates have garnered attention on the national stage,” said Joshua Clark, economist at HotPads. “Graduating from college still typically pays off in the long run, but slower wage growth for college graduates and rising costs have dampened the immediate financial benefits associated with a four-year degree. SAN DIEGO (KGTV) -- The City of San Diego is trying to stop people from driving onto the Ocean Beach Pier, recently installing plastic pylons. The city recently installed the pylons at the foot of the pier after a car sped onto the structure, hitting two people and a police cruiser in June. The pylons are the first step, but the city says it’s still considering additional options to discourage people from driving onto the pier.
