SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) -- San Diego is one of the least affordable cities for renters, according to a new report by WalletHub. The new report looked at 182 cities around the United States and ranked them based on rental affordability and quality of life. According to the report, San Diego is the 177th least affordable place to rent out of the 182 cities. Only five cities in the U.S., most of them in California, are less affordable than San Diego. Those cities are Santa Ana, Santa Rosa, Bridgeport, Connecticut, Oceanside, California and Hialeah, Florida. However, when it comes to quality of life, San Diego placed 2nd, only topped by Scottsdale, Arizona. Overall, America’s Finest City placed 44th on the list. Although San Diego is expensive, it may be more affordable to buy a home than rent is some areas. A new report found that it is actually more affordable to buy than it is to rent in Chula Vista. A new program also vows to help teachers buy homes. 967

SAN DIEGO (KGTV) — San Diego International Airport is reporting an increase in travelers as coronavirus restrictions continue to lift.New numbers from the San Diego Airport Authority showed that from June 18 to 21, an average of 8,679 daily travelers went through the TSA Checkpoint. That's a drop off of 80 percent from the same time last year. However, during the height of the coronavirus restrictions in April, the drop off was as much as 95 percent compared to the same time in 2019. "From what we are seeing and based on our conversations with airlines, leisure travel is coming back faster than business travel, and this is consistent with nationwide trends and reports," said Airport Authority spokeswoman Sabrina LoPiccolo. LoPiccolo says the airport has taken numerous steps to help stop the spread of COVID-19, including plexiglass sneeze guards in some areas, increased cleaning and floor markers to encourage social distancing. The large drop off in travel has taken a toll on businesses that depend on travelers to survive.Across the runway at Park, Shuttle, and Fly, owner Al Cruz says the lack of air travel forced his family to temporarily lay off the lots 15 workers."We were very scared," Cruz said. "We moved real quick, we have to survive. We're family-owned and we're not a big corporation. We don't have a lot of money to sustain us.During the height of the shutdown, Cruz rented hundreds of spots to a rental car company to store excess cars, but it was a revenue cut. In June, he received a Paycheck Protection Program loan and reopened, hiring back the 15 workers. There are now about 45 cars owned by travelers in the lot. Cruz said he needs the trend of increased flying to continue to make it. "If it does not, it flattens out like it was three months ago, we can't survive on that," he said. The Auto Club of Southern California is reporting a surge in people inquiring about road trips as their preferred form of summer travel. It will release its formal projections Thursday. 2016

Many of their top spots offer a view from up high of rolling hillsides in Ramona, wildlife in its natural habitat near Julian, and unique vegetation surrounding Pala.All one needs is their phone and a joy for the outdoors (in addition to hiking essentials).Here's where you can find park rangers' picks and why each trek is a favorite:Wilderness Gardens (14209 Hwy 76, Pala, Calif.): "Take the Upper Meadow Trail 3.2 miles to a large grassy expanse with seasonal wildflowers. Also, look for the foundation of an old grist mill on the County Historic Resource Board’s list of historic places. The foundation is about 0.8 miles into the hike."Agua Caliente (39555 Great Southern Overland Stage Route of 1849, Julian, Calif.): "Keep your eyes open for bighorn sheep as you walk along the Marsh Trail, and snap a selfie about a half a mile in at a palm grove. SAN DIEGO (KGTV) — Regulators at the Food and Drug Administration said they found no red flags that would stand in the way of authorizing Pfizer’s COVID-19 vaccine on an emergency basis.FDA scientists independently confirmed Pfizer’s claim that its vaccine is 95 percent effective after two doses and said they found no serious safety concerns, according to documents released Tuesday.The FDA released the 53-page review ahead of a meeting this week by an outside group of vaccine experts that will advise the agency and vote on whether to recommend an emergency use authorization for the drug in people 16 and older. A San Diego doctor will be among the 30 voting members.Government regulators examined the vaccine’s efficacy in subgroups and found it remained highly effective regardless of age, gender, race and risk factors. The vaccine scored 91 percent or better in nearly every way the agency sliced the data.“The news is really outstandingly good in terms of efficacy,” said Dr. Christian Ramers of Family Health Centers of San Diego. “It’s kind of almost a dream come true to have something that's 90 percent efficacious. If you recall, the FDA was shooting for better than 50 percent.”Among adults who were aged 65 or older and obese, one of the highest risk groups for severe COVID-19, the vaccine was 100 percent effective. That means no one who got the vaccine got sick, only volunteers in the placebo arm who got salt water.Dr. Peter Chin-Hong, an infectious disease expert at UC San Francisco, noted that most influenza vaccines are between 40 and 60 percent effective. “So getting 90 percent and above in some groups is just staggering,” he said.Pfizer’s vaccine is administered in two doses staggered three weeks apart. The FDA’s review began providing protection after 10 days, and just one dose reduced cases by 52 percent.That could spark discussion about how to allocate scarce doses in countries with limited access; however, Dr. Chin-Hong said there are too many unknowns to skip the second shot.“We don't know how long that protection would last,” he said. “Given the history and experience with other vaccines, we know that you get a more durable level of antibodies after a second shot.”The FDA also examined side effects in detail. Regulators found the majority of people who got the vaccine experienced some kind of mild to moderate side effect that resolved within a few days. A moderate side effect interferes with, but does not prevent, daily activity.According to the data, 84 percent of recipients had a reaction at the injection site, 63 percent felt fatigue, 55 percent had a headache, 38 percent experienced muscle pain, 32 percent had chills, 23 percent had joint pain and 14 percent had a fever.“These are things you expect from a vaccine. It actually means that it's working,” Dr. Ramers said. “That’s your immune system learning from that vaccine how to fight that bad virus.”Because of the mechanics of how Pfizer’s mRNA vaccine trains the body to build an immune response, there is no way the vaccine can cause COVID-19, he noted. The vaccine does not contain actual virus or viral particles.The FDA also looked for signs of any serious side effects in the trial of 44,000 volunteers. The agency noted there were four cases of temporary facial paralysis called Bell’s palsy in the vaccine group and none in the placebo group.Despite the apparent imbalance, the FDA scientists noted the numbers were so small the cases could have been caused by something other than the vaccine. In a large group of people, a certain number of cases of Bell’s palsy are expected to occur because the disorder can be caused by several pathogens.The number of cases in the vaccine group did not exceed what regulators call the background rate, meaning the number of cases that would be expected to occur in the general public.Bell’s palsy is temporary and treatable. Actress Angelina Jolie announced in 2017 she experienced a bout of Bell’s palsy and fully recovered. 3997
