CINCINNATI — Matt Moeddel worked tirelessly to comfort and care for his COVID-19 patients, insisting on staying by their sides as they battled a disease so contagious and deadly that most patients who die from it must do so alone. The 43-year-old nurse wouldn't let that happen and held his patients' hands for as long as he could -- until he became infected with COVID-19 himself.His former patients still send his family thank you letters."He wouldn't let somebody die without somebody there with them," said Bethany Moeddel, Matt's sister.Matt was the director of nursing at Bridgeway Pointe in Arlington Heights, Ohio, and won awards for the job he did. For Bethany Moeddel, he was a big brother, the middle child and her Reds game day partner. She said he dreamed of one day buying a cabin in the Smoky Mountains."All he worried about was 'my patients, I need to be there, I need to take care of them,'" said Bethany.He'd just adopted a dog, Wilson, and was settling into his new townhouse when COVID-19 began infecting his patients."He said, 'nobody wants to die without having like a human contact or somebody there,'" said Bethany. "So he would go into the rooms and hold their hands."By May, Matt tested positive for COVID-19 and his Type 2 diabetes made him vulnerable to complications from the illness. Bethany said she suggested her brother go to the hospital, but he hesitated, reluctant to leave his dog alone.Then, 21 days later, family found Matt dead in his home."He was sitting on the stairs with his shoes on and his keys in his pocket," said Bethany. CHULA VISTA (KGTV) - After a series of fires, Chula Vista Police have begun the process of clearing people out of the Otay Mesa River Valley. Tuesday morning, members of the CVPD Homeless Outreach Team handed out vacate notices to people living in the area. Several fires have broken out in the river bed recently, requiring large responses from local fire agencies. Chula Vista Police said after people have been moved out, they will begin clearing brush. CHULA VISTA, Calif. (KGTV) -- As a plume of smoke from a 350-acre blaze spiraled over the South Bay on Thursday night, Chula Vista’s City Council leaders met to review a report that signals a potentially dark cloud in its future.Members of the city’s Growth Management Oversight Commission presented its 2018 compliance scorecard that assesses how well Chula Vista is prepared to face the anticipated rapid growth trend across the county's second-largest city.According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.GMOC chair Duaine Hooker emphasized that police staffing levels is a major concern.The report shows there is not enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.“It’s been twenty-two years in a row,” Hooker said about the police department’s failure to meet the threshold. Hooker also warned that he isn’t very optimistic about its 5- to 12-year plan.“They [police staff] did not think they could [accommodate] the growth of the city, it’s not there yet," Hooker said. Hooker and members of the GMOC toured the police department and surveyed officers.Councilmember Stephen C. Padilla, representing District 3, offered the most critical commentary on the rapid growth issues the city is facing."We know we're going to grow, and we know that we're constrained financially," said Padilla."We also know a scary statistic, and that is even with all the money from Measure A and even with reasonable growth we are a long ways off from getting even close to staffing up our public safety to the level, particularly on the police side, that it's going to make an impact," said Padilla."I just think we need to acknowledge that out loud," he added. Measure A is the half-cent tax approved by voters in 2018 to secure funding for additional officers and firefighters, provide faster responses to 9-1-1 emergency calls, and increase police patrols. A plan is in place to hire 43 officers over the next 10 years. So far, nine officers have been sworn in this year. 12 more "sworn and civilian staff" are budgeted in 2020. The current pace falls short of the GMOC's threshold and is way off of the county average. To get to the county average of 1.29 police officers per 1,000 residents by 2023, Chula Vista will have to hire 148 more officers.Padilla recommended to adopt a qualitative method of measuring the city's progress alongside the current GMOC standards.Mayor Mary Casillas Salas followed up Padilla's comments by highlighting Chula Vista's public safety record -- Chula Vista is listed among the safest cities in the state."A look back at the way we have been measuring things, I think an important component of that is outcomes, not just throwing numbers out there but the actual outcomes and what it means to the quality of life for our community," Salas said.The city's "rate of growth is projected to continue or increase over the next five years," the GMOC reported, citing Chula Vista’s 2018 Residential Growth Forecast. CHULA VISTA (KGTV) - Chula Vista police are searching for a possible arsonist after two brush fires burned part of Otay river bottom Friday afternoon. Fire crews responded around 2 in the afternoon to the area south of Main Street and east of Broadway. While crews were working to put out the fire, they received a call of a second fire in the same location. The second fire presented more difficulties because of its location. Batallion Chief David Albright tells 10News, "it was kind of down in the slough, in the river bottom, so we were able to bring in a helicopter and make some water drops". Multiple water drops were made and fire crews had both fires out within an hour. Chula Vista police are continuing their search for a possible arsonist. They believe there could be a connection to one of the homeless individuals living near the Otay River bottom. San Diego County sheriffs also sent up their helicopter to look for a suspect in the brush but were unsuccessful. 985
CINCINNATI -- Family members and friends said their final goodbyes to 16-year-old Kyle Plush at his funeral Monday.The teen died trapped inside his van at Seven Hills School last Tuesday, even after he pleaded with 911 operators to send help. Two Cincinnati police officers and a Hamilton County sheriff's deputy who searched near the school never found him. A Cincinnati City Council committee has a special meeting Tuesday afternoon to look into what happened.After Plush's death, the Cincinnati Police Department released a?computer-aided dispatch report,?Plush's calls and some dispatch traffic. It later released an internal review of the incident?after it was leaked to multiple news outlets.But the department has yet to explain exactly where its officers looked and what they did during their search for Plush. Nearly a week after the teen suffocated, numerous questions remain about what went wrong that day.The first 911 operatorStephane MaGee took the first 911 call from Plush. She couldn't communicate back and forth with him, because he said he could not hear her.MaGee indicated the caller was a female trapped in a van at the Seven Hills parking lot in "unknown trouble."Using latitude/longitude coordinates, she found Plush may be across the street from the school. She noted that location may be a thrift store parking lot in the dispatch report. Officers were dispatched to 5471 Red Bank Road, which is the parking lot across from the school where Plush was suffocating inside his Honda Odyssey. MaGee noted she used "Phase II" to find the location; "Phase II" is shorthand for a requirement, from the Federal Communications Commission, that wireless providers have to give 911 centers the latitude/longitude coordinates of cellphone calls.The latitude/longitude coordinates MaGee obtained were within feet of where Plush would be found dead later that night. Even though MaGee had almost the exact location of where Plush was found, a supervisor later wrote she should've used the school's name -- which would've sent officers to a less-exact location, at 5400 Red Bank.The officersRecords show Cincinnati Police Officers Edsel Osborn and Brian Brazile, riding double as Unit 2232, responded to the school to investigate Plush's first call. It's unclear if they ever came back on the radio to ask for clarification about the caller or vehicle.The officers noted they tried calling Plush back but didn't get an answer. Less than 11 minutes after arriving, they marked the assignment complete and were ready for a different assignment.Later that night, when Plush was found dead, another call went out for police to respond to Seven Hills School. Officers didn't yet know Plush was dead. Brazile and Osborn's unit, 2232, came on the radio to say they'd been there earlier in the day and found nothing."I think somebody's playing pranks. It was something about they were locked in a vehicle across from the school, we never found anything. But we'll respond and see what else we can find," one of them said in the radio transmission that night.That's what we know about the two Cincinnati police officers' actions. WCPO has requested numerous records, which have not yet been provided.Chief Eliot Isaac has not gone into detail about what the officers did at the school that afternoon.
