OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests. There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days. The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248

Now more than ever, the impact of not having enough minority schoolteachers is part of the conversation, with efforts focused on undoing systemic disparities.“For so long, I think people have been uncomfortable having discussions about race and how that influences not only students but teachers in a school setting, where you are learning about what society is supposed to look like,” said Eric Duncan, Senior Data and Policy Analyst at The Education Trust.Duncan is part of The Education Trust’s Education Diversity Team, a group that advocates for higher achievement of all students, particularly those of color or living in poverty.Research in Sage Journals found minority students have more favorable perceptions of minority teachers, which can translate to better academic outcomes. Yet, teachers of color make up just 20% of the workforce. Close to 40% of all schools don't have a single teacher of color.Meanwhile, racial and ethnic minority students now make up a majority of the public-school population.Schools have made gains recently hiring more teachers of color, but retention is an issue because they leave the workforce at a higher rate than white teachers. The Education Trust found that's in part due to working conditions.Minority teachers often take on additional roles outside of teaching that they are not paid or even recognized for.School culture is another significant factor.“Discipline policies that educators of color are frankly tired of seeing and our country is tired of seeing the way that students are over disciplined, are misunderstood, particularly students of color, are driven out of school, are suspended for minor misconducts,” said Duncan. The Education Trust has recommendations on how schools can retain teachers of color, starting with collecting data by race and ethnicity on recruitment, hiring and retention. And also, providing scholarships, loan forgiveness or repayment, and relocation incentives. The group also suggests developing leaders that promote positive working conditions for a diverse workforce, and ensuring curriculum, learning and work environments are inclusive of all racial ethnic groups. 2162

One day after President Donald Trump signed a 0 billion stimulus bill into law, the House of Representatives voted to increase direct payments to most Americans from 0 to ,000 per person. The bill had wide Democratic support, but failed to capture a majority of Republicans. The bill passed with just over two thirds of the House voting in approval. The vote won the Democratic caucus by a 231-2 margin, Republicans voted 44-130 and independents voted 0-2.The legislation now goes to the US Senate, where its future is in question. Senate Majority Leader Mitch McConnell, who largely controls what legislation gets to the floor, has been mum on whether he’ll allow the CASH Act to get a vote. Some Republicans in the Senate appear ready to back the proposal.“I share many of my colleagues’ concern about the long-term effects of additional spending, but we cannot ignore the fact that millions of working class families across the nation are still in dire need of relief,” Sen. Marco Rubio, R-Fla., said. “Congress should quickly pass legislation to increase direct payments to Americans to ,000.”Last week, Trump originally hinted he would not be supportive of signing the stimulus bill without changes. But with millions losing unemployment benefits and a number of hard-hit industries suffering, Trump signed the bill.Meanwhile, Democrats pounced on the opportunity to increase stimulus payments to ,000, a proposal that some Democrats called for early on in the pandemic. As it stands now, most Americans making less than ,000 a year will receive a 0 check (,200 for couples making under 0,000 a year)."Republicans repeatedly refused to say what amount the President wanted for direct checks," House Speaker Nancy Pelosi tweeted minutes after Trump’s call for ,000 checks. "At last, the President has agreed to ,000 — Democrats are ready to bring this to the Floor this week by unanimous consent. Let’s do it!"Senate Minority Leader Chuck Schumer similarly took aim at the president on Twitter."We spent months trying to secure ,000 checks but Republicans blocked it," Schumer tweeted. A group of progressive senators, led by Sens. Ed Markey, Bernie Sanders and Kamala Harris weighed ,000 per month payments to Americans amid the pandemic. That plan ultimately went no where.Until two weeks ago, direct payments were not part of the stimulus plan. Treasury Secretary Steven Mnuchin said at the time direct payments were "dead," and was focused on getting funds for the Paycheck Protection Program and enhanced unemployment passed. The varying levels of support for direct payments were enigmatic of the quarrels between the White House, House Democrats and Senate Republicans. If the proposal to increase stimulus checks to ,000 is signed, the overall cost of the stimulus bill would go from 0 billion to .36 trillion, according to House data released on Monday. 2910
