TAIPEI, March 31 (Xinhua) -- Experts from the Chinese mainland and Taiwan Wednesday started their second round of talks in Taipei to pave the way for a long-awaited economic deal that is expected to boost cross-Strait economic ties.The two-day meeting in Tashi, Taoyuan county, is expected to speed up the consultation process of the Economic Cooperation Framework Agreement (ECFA), which is intended to normalize mainland-Taiwan economic ties and bring the two economies closer.The two sides are expected to exchange views on operational and technological topics including the main content of the agreement and consultation arrangements in the future.The mainland side is composed of directors of the mainland's Association for Relations Across the Taiwan Straits (ARATS), experts and economic affairs officials.Tang Wei, director-general of the Ministry of Commerce's Taiwan, Hong Kong and Macao affairs department, said such an agreement would further cross-Strait economic cooperation, and help the two sides cope with the impact of possible economic crises in the future and the increasingly competitive international market.

BEIJING, June 7 (Xinhua) -- China's central authorities have set down a more open policy to attract top-notch foreign talents to help promote the economic and social development and global competitiveness of the nation.According to the newly unveiled National Medium and Long-term Talent Development Plan (2010-2020), the government will work out favorable policies in terms of taxation, insurance, housing, children and spouse settlement, career development, research projects, and government awards for high-calibre overseas talents who are willing to work in China.Furthermore, the government will also improve the system for giving permanent residence rights to foreigners, explore the potential of a skilled migration program, and work out measures to ensure a talent supply, discovery and appraisal system.The national plan, a blueprint for creating a highly skilled national work force over the next decade, aims to transform the country from being "labor-rich to talent-intensive."Wang Huiyao, vice chairman of Beijing-based China Western Returned Scholars Association, said, "The measures outlined are very attractive. CHIFENG, Inner Mongolia, April 10 (Xinhua) -- As a massive drought is plaguing most parts of southwest China, the dry spell is also spreading to many areas of the country's north.More than 250,000 people are short of drinking water in the sparsely populated Chifeng City of north China's Inner Mongolia Autonomous Region.More than 272,800 cattle also lack drinking water, an official with the municipal water conservancy bureau told Xinhua Saturday.The nine major reservoirs in the city of 90,000 square kiloters in territory just hold 91.75 million cubic meters of water, down 73.7 percent from the same time last year.Adding to the woe, 62 percent of the city's mid- and small-sized reservoirs have dried up, the official said.Major rivers also see a decrease of 77.4 percent in water volume.Even though Chifeng city has suffered from successive years of drought since 1999, this year's has been the gravest in the past decade, the official said.The government has mobilized more than 626,300 people in the drought relief work, with more than 30.33 million yuan (about 4.46 million U.S. dollars) of special-use fund, the official said.
