SAN DIEGO (KGTV) - Some local leaders believe a significant number of homes that could help ease the housing shortage are actually vacant, and it may be time to consider a 'vacancy tax.'On any given night, amid the bright lights of the downtown skyline, are the not-so-bright, 41-story towers of the Harbor Club condominiums. Aaron Howe lives two blocks away."Just kind of empty and lonely. You see a few lights, but it's mostly dark," said Howe.Sources tells 10News, at various times in the past decade, as many as half the units have been vacant, meaning they are not a primary residence. I'm concerned you have people making investments in their fourth, fifth and sixth homes. To tackle the housing crisis, you can't just build something you call housing. It has to be something that actually houses people," said Fletcher. But just how many local homes stand empty? According to the the real estate tracker CoStar, San Diego's vacancy rate is about 4.5 percent. A healthy market is around 7 or 8 percent, but those numbers generally account for apartments, not single family homes and condos. Months ago, the San Diego Housing Commission directed staff to look into more accurate vacancy numbers, a first step that could lead to the proposal of a vacancy tax, similar to one enacted in Vancouver, British Columbia in 2017. "Housing prices were going up far faster than local incomes were. While some homeowners cried foul, the city pressed on, including audits on homes to confirm they were inhabited. So far, city leaders have called the results of the tax encouraging. SAN DIEGO (KGTV) - San Diego State Students created public service announcements, as part of a competition, to encourage their peers to take precautions and stop the spread of the coronavirus. Thursday the university announced two more students tested positive for the virus, making the total four since move in.The County of San Diego and SDSU will use the PSAs online as part of a new ad campaign, according to the county.The university came to the county amid a spike in cases among young people age 20-29. San Diego County reported 25% of positive cases belong to that age group."We're asking people of your generation of your age group to do the right thing," Dr. Hala Madanat, Director of the School of Public Health at SDSU, said. She led the charge to create the competition."I really was hoping that we would hear from the age group where we were struggling to get adherence to the guidelines and be the ones to encourage their peers," to follow the guidelines she said.One of the three winners, Senior JakeBryan Bonifacio, said he felt an obligation to use his skills to help. "It [the pandemic] is very concerning so that’s why I felt compelled to share this opportunity, share my video."Bonifacio is a Marketing major and already had the tools to create a video. He said he used his own camera and editing software.He said it was most important to create an impact using levity and positivity. SAN DIEGO (KGTV) — San Diego's Maritime Museum is giving families the chance to spend the night on the seas — but stay in San Diego.The museum's "Family Overnight" program offers a stay aboard the Star of India, the oldest active sailing ship in the world. Families will embark on imaginary voyage learning about the lives and times of the India's passengers in the 19th century.Instructors will be in character and in costume, as they teach various ship-centric tasks like moving cargo and raising sails. SAN DIEGO (KGTV) — SeaWorld San Diego welcomed several adorable birds to the flock this week, well, "flamboyance."The park welcomed seven Caribbean flamingo chicks to the mix, ranging from 2 to 11 days old, recently.The birds have entered breeding season, SeaWorld says, and cute gray, fluffy newborns will be available to see at Flamingo Cove.RELATED: SeaWorld offers Inside Look as additional experienceFlamingo eggs incubate for about 28 days before hatching, according to the park. Both the male and female take turns sitting on top of the nest to incubate the egg.Once hatched, both parents feed the chick by producing a secretion called, "crop milk."While flamingos are known for the bright pink feathers, they are born with gray or white down feathers. The pink feathers' color occurs from the carotenoid proteins in their diet.
