OAKLAND COUNTY, Mich. — A Michigan judge has ruled a 15-year-old girl will stay in a juvenile detention center for violating probation after not completing online coursework.Grace had gotten into legal trouble last year, and as one of the conditions of her probation, she had to attend school and complete classwork, which her mother tells ProPublica her daughter was doing until the pandemic hit.ProPublica, a nonprofit publication, brought attention to Grace's story."This is a student with disabilities who was struggling with remote learning situation and ended up in detention because of that," said Jodi Cohen, a reporter with ProPublica Chicago."In school the student gets one-on-one support from teachers and is allowed extra time to complete assignments because of (ADHD) and other disabilities," Cohen said. 825

OTAY MESA (CNS) - Authorities Tuesday released the names of a 70-year- old man and the two San Diego police officers who shot him in Otay Valley Regional Park in Otay Mesa when he allegedly pulled out a handgun that turned out to be a replica.Around 6 a.m. Thursday, Officers Jeremy Huff and Filip Perry from the Neighborhood Policing Division were in the park, near the 500 block of Beyer Way, to conduct an outreach and cleanup operation in conjunction with other city agencies when they encountered Carlos Soto, who was staying in an illegal encampment, according to Lt. Andra Brown of the San Diego Police Department."When officers approached the man, he produced a handgun," Brown said. "Officers gave the man commands to get on the ground. (KGTV) -- A man was hit and killed by a train while crossing the tracks in Oceanside Saturday night.According to the San Diego County Sheriff’s Department, the man was hit around 11:20 p.m. on the 200 block of Surfrider Way. Deputies say the southbound train was traveling 55 miles per hour when the engineer spotted a man duck under the pedestrian crossing guard and try to run across the track. In 2016, Oregon officials say he violated his parole, not updated them on his change of address. OCEANSIDE, Calif. (KGTV) - The City of Oceanside is taking control of its water destiny, investing in a facility to purify recycled water from homes.“It’s not being used, it’s really a waste. A lot of that water is going out to the ocean and it’s really a precious resource," said Cari Dale, Water Utilities Director for the city. This Fall they'll break ground on the Pure Water Oceanside facility, which will sit right next to the San Luis Rey Water Reclamation Facility.The process uses state-of-the-art water purification steps that replicate and accelerate nature's natural recycling process. The facility will create between 3 and 5 million gallons per day of high-quality drinking water for the Oceanside community.Currently, the city gets most of its water from outside sources, which is costly and subject to drought and environmental disasters.Pure Water Oceanside will be able to provide 30 percent of the city's water supply.“It’s important because it’s controlling our own destiny, we’re really reusing something that would otherwise would be thrown away, so really it’s being a good environmental steward," said Dale.Orange County has been using a similar system for years.Funding for the million project will come from the city, as well as federal and state grants. Dale says residents will also see small increases in their bills.They hope to have the new facility running by the end of 2021.
