SAN DIEGO (KGTV) - Neighbors said the officer-involved-shooting in the South Crest area of San Diego, all started with a machete attack between acquaintances. It was a frightening scene on Boston Avenue Wednesday afternoon. A man was seen lying on the street, clutching his bloody head. Neighbors said he was beaten over the head with a machete. According to San Diego Police, the first 911 call came in at around 5:15 pm.RELATED: Police investigating fatal officer-involved shooting in Southcrest10News spoke to a man who lives at the home where the attack happened. He said the attacker is his sister's boyfriend. He said the boyfriend came over to the house and got into an argument with a family friend over a dog chain. The boyfriend then grabbed a machete and began striking the victim over the head, then to the rest of his body. First responders soon took the victim to the hospital for non-life-threatening injuries.After the attack, witnesses said they saw the attacker run westbound on Boston Ave., then north onto 40th street. That is where a San Diego Police officer confronted him. The officer first fired a taser to try to mitigate the situation. However, the department spokesperson said the taser was deemed "ineffective." The officer then shot the attacker at least once. He was pronounced dead at the hospital.Those who know the machete-wielding man said he is usually a nice person. But he had been acting up lately. Neighbors said they saw him swinging around a bat a day before the attack. While they knew he had violent tendencies, no one thought it would escalate to this level.  1631

SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. SAN DIEGO (KGTV) — On Friday, there was confusion and frustration with Poway Unified School District's reopening plans this fall from parents like Mark Meadows. “I think they should make their decisions based on the facts. Not based on something that they made up or something that they misinterpreted,” Meadows said.In a letter sent out earlier this week, PUSD reported, in part, that it planned for the possibility to resume classes in-person after the county was off the state's monitoring list for 14 consecutive days. The letter reads, "However, the new metrics announced to San Diego County superintendents [Tuesday], require our county to be off the monitoring list for two 14-day cycles (a total of 28 consecutive days)."That 28-day part is incorrect, county officials said Friday.PUSD reported to parents that the district would continue with virtual learning through December.On Thursday night, Superintendent Dr. Marian Kim-Phelps told ABC10 News, “The reason why we chose going to December was that after talking to our district administrators and staff, we wanted some continuity of learning for our children to ensure that so that we could finish whatever option we started with like finish a whole entire quarter or trimester.”“[If this goes through December] it would require us a lot of schedule shifting and possibly paying for some type of tutor or nanny to watch our child while they're at their virtual class during the day,” added Meadows.Dr. Kim-Phelps said she sent the letter after getting new guidelines during a tele-briefing on Tuesday with the county but the county confirmed Friday that PUSD's information is incorrect.Friday afternoon, PUSD reported that was no misunderstanding on its part and directed ABC10 News to a county slide that reads, in part, that on Day 28, schools can reopen for in-person instruction.PUSD added on Friday, “There's no change in our plans." 1909

SAN DIEGO (KGTV) - On the edge of Balboa Park, parkgoers arrived Wednesday to a fresh layer of graffiti across a popular playground area.Joanne Schara leads a boot camp class at Bird Park at Upas three times a week. After a year of working out there, the things that drew her are now awash in graffiti. "It's just sad to see. You come here because you want a happy space. People bring their kids. People bring their pets. Its beautiful," said Schara.The tagging is everywhere, from the tables and benches and the wall wrapping around the playground area to utility boxes and graffiti on the ground."Doesn't give a good image at all," said Schara.Cathy Lea has lived in the neighborhood for 40 years and takes her dogs to the park twice a day."When I see the graffiti, it's disheartening," said Schara.Lea says every few days, there is more graffiti. On the concrete wall that surrounds the park, there are countless layers of tagging that have been painted over, only to be tagged again."That's not what this park is about," said Lea.On the Nextdoor app, some longtime neighbors posted the current graffiti is the "worst they've ever seen." Lately the graffiti has started to creep into areas previously untouched, including the playground set and the nearby rocks. As the tagging spreads, so does the frustration."It's not the kind of message we want to be sending in North Park," said Lea.Several neighbors have posted on the city's Get It Done app to get it cleaned up.
