SAN DIEGO (KGTV) — Speaking from the charred landscape ravaged by one of California's largest current wildfires, Gov. Gavin Newsom strongly asserted that more has to be done to battle the "climate emergency."Newsom toured the devastation at a park in Oroville, Calif., that was burned by the North Complex fire. Since the fire began on Aug. 18, the fire has burned 252,534 acres through Plumas, Butte, and Yuba counties and is 23% contained. It's one of 28 major wildfires burning across California, according to CAL FIRE.During his tour, the governor shot back at the debate over climate change and pledge to continue the state's efforts at lower carbon emissions. Newsom cited August being the state's hottest month in state history and annual drought conditions throughout the state."I'm a little exhausted that we have to continue to debate this issue. This is a climate, damn, emergency. This is real. And it's happening," Newsom said on Friday. "This is the perfect storm. It is happening in unprecedented ways. Year in and year out. "And you can exhaust yourself with your ideological 'BS' by saying, 'well, 100 years ago, we should've done this or that.' All that may be true. And I'm not going to suggest for a second that the forest management practices in the state of California over a century-plus have been ideal. But that's one point. But it's not 'the' point."Newsom said the current "mega-fires" are fueled by "mega-droughts" that have impacted the state."There's something else going on, not just bad practices over the last century related to forestry," Newsom said.Friday, Newsom signed AB2147 into law, which will allow inmates from the state's inmate firefighter program to become firefighters after completing their prison time. CAL FIRE trains minimum-security prison inmates who volunteer to perform the same work as their crews. Volunteer inmates also perform conservation and community service projects while not fighting fires, according to CAL FIRE. According to the Associated Press, inmates are paid per hour while on the frontlines and per day when they're not on duty. Inmates normally have their sentences reduces while participating in the program, the AP says.Previously, volunteer inmates were not eligible to become firefighters after serving time. 2299

SAN DIEGO (KGTV) -- Scooter riders near the beach are checking their rides a little closer following reports of a group of vandals cutting the brake lines on Byrd scooters in Pacific Beach. "That actually happened to me once in Key West. I had rented scooters and somebody had cut the gas line and we had to walk several miles,” said Jamie Gustine. It was a gas line then, but Jamie says now she’s forced to worry about cut brake lines when she rides. "My kids have ridden them, I have an 8 year old and a 12 year old who was riding the scooter as well, so that's where it scares me the most," she continued. Several people took to social media after the holiday weekend reporting a group of people cutting brake lines on Byrd scooters in Pacific Beach. "It's always something you're thinking about as a parent,” said Michael Cole. Michael Cole, thinking about it as he teaches his 7-year-old daughter to ride. "Somebody is eventually going to get hurt when you're doing something like that, especially down here by the beach, you grab a scooter, you're not thinking that someone cut the break lines."San Diego Police say you should contact the scooter company directly so they can remove the damaged scooters from the streets. The companies would have to file a vandalism report with police. 10News reached out to Byrd for comment, they sent us the following statement: 1379

SAN DIEGO (KGTV) - Some business owners in downtown San Diego claim a new bike lane on 6th Avenue is hurting their ability to operate.“We’re having a lot of issues with loading,” said Bon Pinak, the general manager of Thosakan, a Thai restaurant on 6th Ave.The new protected bike lane was placed along the curb. All the parking on the east side of the street was removed, as well as most of the loading zone.Only two spots were left for vehicles. Posted signs say they can be used for 20 minutes for commercial loading until 6 p.m. After 6 p.m., it turns into three-minute passenger loading.“I got a ticket three days ago,” said Remzi Kaval, owner of the Coffee and Talk cafe on 6th.He said he was unloading some supplies in one of the spaces, but it was after 6 p.m.“We don’t have any space where we can park.”The new protected bike lanes have been installed in various places across the City recently. Both as an attempt to make biking safer but also to meet the City’s climate action goals.“It’s great. I don’t have to worry about getting hit,” said Jordan Green, who bikes through the area regularly.“Protected bikeways provide a safe, designated space for cyclists, keeping sidewalks clear for pedestrians,” wrote a spokesperson for the City of San Diego. As for the particular block between B Street and C Street, the City did not indicate any interest in changing the layout.“A small number of curbside loading zone spaces were removed from this block on the east side of 6th Avenue, but there are yellow loading zones available farther up and down 6th Avenue and on adjacent streets. Drivers are encouraged to follow posted signage,” wrote the City. 1664

SAN DIEGO (KGTV) - Saturday, San Diego's crown jewel, Balboa Park, turns 150 years old.San Diego will celebrate the founding of the iconic park on May 26 during the second annual Fiesta Botanica. The historic day will be marked with a parade, kids activities, park tours, butterfly and ladybug releases, and much more.Live performances are also planned at the park's Botanical Garden and Spreckels Organ Pavilion. In 1868, the City of San Diego moved to set aside 1,400 acres of land for the area then known as "City Park." For more than 20 years, the land sat undeveloped but with its spectacular view of downtown San Diego.RELATED: 'Dr. Beach' names Coronado Beach among best in the U.S.Soon, the park would see the first steps that have led to its scenic beauty. In 1892, Kate Sessions, the "Mother of Balboa Park," offered to plant 100 trees a year within the park in exchange for 32 acres of the land to be used for a commercial nursery. As the park came into its own, water systems, roads, and more plants were added. In the decades since it was established, Balboa Park has seen the San Diego Natural History Museum, Museum of Man, Spreckels Organ Pavilion, and many other attractions added, transforming the parcel of land into an art and culture destination. 1292
