CHENGDU, Aug. 22 (Xinhua) -- Rescuers Sunday reopened a key road leading to a mudslide-hit county in southwest China's Sichuan Province, which local officials called an important step in speeding up relief and rescue efforts.Traffic resumed on National Highway 213, linking the provincial capital Chengdu to Wenchuan County, on Sunday afternoon after emergency crews worked for nine days to clear the mudslide sludge and debris on the highway.On August 13, mudslides struck parts of Wenchuan, cutting a section of the highway after torrential downpours pelted the Tibetan and Qiang Autonomous Prefecture of Aba.At least 15 people have been killed and 31 remain missing, according to the latest available government figures.Wenchuan was the epicenter of the 8.0-magnitude earthquake that jolted Sichuan and neighboring provinces in May 2008. The quake left some 87,000 people dead or missing.Heavy precipitation is particularly dangerous in terrains once shaken by earthquakes, which then become more vulnerable to geological disasters, said Hao Liping, the head of the provincial meteorological bureau.

BEIJING, June 12 (Xinhua) -- China's top economic planner Saturday forecast a "mild" year-on-year rise in the consumer price index (CPI), a main gauge of inflation, in June, resulting in an average CPI increase of around 2.6 percent in the first half.The projection by the National Development and Reform Commission (NDRC) came one day after China released its latest economic data.The latest estimate was revised up from a 2.5-percent CPI rise the NDRC projected on May 18.China's CPI hit a 19-month high with a 3.1 percent year-on-year increase in May, surpassing the central government's targeted 3 percent annual inflation limit.During the January-May period, China's CPI rose 2.5 percent year on year.According to the NDRC's projection posted on its website, China's June CPI will dip slightly month on month, but still post a "mild year-on-year increase" due to the low comparison basis in the same month last year.The NDRC said positive factors for basic price stability were on the increase, citing sharp falls in international commodities prices, the government's macro control policies and a crack-down on farm produce speculation as well as a possible good grain harvest this summer.Sheng Laiyun, spokesman for the National Bureau of Statistics, said Friday at a press conference that China had the basics for keeping prices under control this year."Although China faces quite a lot of pressure, the 3-percent target (for the whole year) is still possible with effort," he said.

SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday.The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. BEIJING, Aug. 12 (Xinhua) -- Urban residents who expect home prices to fall in first-tier Chinese cities in the second quarter outnumber those who anticipate further price hikes, according to a report by the China Economic Monitoring and Analysis Center released here Thursday.About 41 percent of those surveyed in the second quarter expected house prices to fall in popular first-tier cities like Beijing, Shanghai, Guangzhou and Shenzhen -- 18 percentage points higher than the proportion in the first quarter, according to the center which is under the National Bureau of Statistics.Meanwhile, only 36 percent of those surveyed in the second quarter anticipated house prices to continue to rise in those first-tier cities -- 24 basis points lower than the first quarter.In the second quarter, more people are expecting house prices to decline in cities at various levels, even as the proportions vary in different cities, according to the report.About 30 percent of consumers in provincial capital cities anticipated home prices to weaken in the second quarter, compared with 15 percent in the first quarter.In other small- and medium-sized cities, 28 percent of consumers surveyed foresaw house price falling in the future, up more than 11 basis points from the first quarter."The result show government measures to tighten the housing market since mid April have begun to have an effect on urban consumers' expectations," said Pan Jiancheng, deputy director of the China Economic Monitoring and Analysis Center.In spite of the rising proportions, the number of those who anticipated house price declines, however, still fell short of those who expected further price hikes in cities, except for consumers in the first-tier cities, according to the report.Housing prices in major Chinese cities rose 10.3 percent year on year in July, compared with 11.4 percent growth in June, according to NBS data released Tuesday.Property prices in 70 large and medium-sized cities grew 12.4 percent in May and 12.8 percent in April, the highest growth rate since July 2005 when the government started publishing the data.

BEIJING,July 11 (Xinhua) -- China issued a new anti-corruption regulation Sunday to require officials to report changes in their marital status, the whereabouts of their spouses and children if they have moved abroad, personal incomes, housing as well as their family' s investments.The new regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.The regulation defines "officials" as those leaders holding official ranks of and above county level in government agencies, democratic parties, public institutions, state owned enterprises and state holding enterprises.The new regulation requires officials to report changes in their marital status and the location of their spouses and children if they have moved abroad, within 30 days after such a change takes place.Specifically, officials should report their ownership of passports or visas and their children's marital status if they are married to foreigners or residents of Hong Kong, Macau, and Taiwan.Officials should also report any businesses their spouses and children are involved in, both within China and abroad.The new regulation also requires officials to report their ownership of property, including property in their spouses' or children's names, their family's investment in financial assets and in enterprises.According to the regulation, if officials fail to report honestly or in a timely fashion, they would face punishment to various degrees, even as harsh as removal of official ranks.The regulation also ordered party organizations at all levels to strengthen management and supervision over officials to guarantee the implementation of the regulation.This regulation is considered an important measure to ensure strict self-discipline for Party and government officials and to improve the intra-Party supervision system.
