SAN DIEGO (KGTV) -- Morrissey was attacked Saturday night while performing at a concert in San Diego, TMZ reports.The incident happened at San Diego Symphony Hall as the singer prepared for an encore. A concertgoer who rushed onto the stage hit Morrissey, according to TMZ.Seconds later, the singer was ushered off the stage by security at the concert.Video posted on Twitter appears to show more attendees rush onto the stage to fight after the incident.Watch the video below: 490

SAN DIEGO (KGTV) - The threat of a major lawsuit has led to several San Diego County cities changing how they are holding elections. As voters in those districts head to the polls or get their mail-in ballots, they will notice a big change in their options on who to vote for.15 jurisdictions in the county are switching from at-large elections to district elections. This means those jurisdictions have been carved up into districts. In those races voters will only be able to vote for someone who lives in that same district."It's going to create some confusion at the ballot box," Encinitas City Councilmember Tony Kranz told 10News. "You're going to wonder why you can't vote for some of those folks."Encinitas made the change for 2018, along with Carlsbad, El Cajon, Oceanside, Poway, San Marcos, Santee and Vista. School Districts using the new voting system are Cajon Valley Union, Carlsbad Unified, Oceanside Unified, Poway Unified, San Dieguito Union High School, and San Marcos Unified.In most cases, the change is a response to a threatened lawsuit. Attorney Kevin Shenkman, who works in Malibu, has threatened lawsuits challenging the legality of at-large elections across California. He says at-large elections are a violation of California's Voter's Rights Act of 2001."It's just a fundamentally unfair election system that freezes out minorities," Shenkman told 10News.Shenkman says at-large elections make it easier for the majority, even a slim majority, to take full control city councils, school boards, and other elected bodies. He says studies have shown that leaves minority groups without a voice.In an interview with 10News, he pointed out examples, including a claim that Hispanic voters did not have enough representation in Encintas, and a claim that voters in the southern portion of Poway have disproportionally less power than those in other parts of Poway."District elections are just a more fair system," Shenkman says. 1974

SAN DIEGO (KGTV) -- While the visible reminders of local wildfires may be gone, San Diego fire officials say what’s left over can still cause a lot of problems especially as the region expects to get rain this weekend.After an intense wildfire happens, the burned vegetation and charred soil forms a water repellant layer that blocks water absorption -- which means the next time it rains, there’s potential for flooding.Cal Fire wants to remind residents to prepare before the rain arrives.Thomas Shoots, a spokesperson for Cal Fire, said, “Anyone near the Valley Fire needs to be prepared for any type of debris or mud flows. They need to have sandbags and the area around their home prepped so that everything looks OK.”In September, the county gave residents free supplies to make sandbags so people could begin their preps for the rainy season.County information on free sandbag availability can be found here.The City of San Diego is also offering sandbags for residents. SAN DIEGO (KGTV)- Across California, a record-breaking 3.7 million acres have already burned in more than 8-thousand wildfires this year.Both Cal Fire San Diego and the San Diego Fire-Rescue Department are preparing to respond to potential fire disasters, as dangerous weather conditions return to San Diego County.“We know the potential is there,” said Thomas Shoots, a public information officer for Cal Fire. “We’re holding all our firefighters on duty, and we’re staffing on every piece of equipment to make sure we’re covered, we’ve brought on contract dozers. We’ve asked that the other agencies that we work with here in the county provide resources, and they stepped up, and we’re very appreciative of that.”San Diego Fire-Rescue has also increased staffing and equipment.The National Weather Service extended a Red Flag Warning to Tuesday at 5 p.m. for the inland valleys and mountains.A heat advisory will also be in effect Tuesday through Thursday.Just weeks ago, the Valley Fire destroyed homes and charred more than 16 thousand acres in the East County.With similar weather conditions, fire crews hope community members will try to reduce the possibility of a fire sparking.“If everybody could do their part, anything they can think of that can start a fire, whether its dragging chains down the highway, clearing brush with metal motors, please be extra cautious,” said Shoots.SDG&E warned 700 customers in the backcountry of the possibility of Public Safety Power Shutoffs (PSPS) but sent the all-clear to most customers by Monday afternoon.However, 19 customers in Descanso may still be impacted by PSPS overnight into Tuesday. 1651
