SAN DIEGO (KGTV) - Employment Development Department services are temporarily closed to in-person services at San Diego Workforce Partnership Career Centers. According to officials with the Workforce Partnership, walk-ins won’t be accepted, however some services will be available by appointment only.“Our resources have always been available online, and actually the number one way people file for unemployment in or out of a public health emergency is online,” said Andrew Picard, chief program Officer at the San Diego Workforce Partnership.Picard said if people don't have a computer or internet access, don't worry, the phone still works. Career agents and advisors with the organization can walk you through a job search or the unemployment process.“We have teams of career agents and advisors standing by over the phone and with online tools to do virtual meetings,” Picard said. “A great deal of resources and programs that are still in operation and still available to the community.”Unemployment assistance isn’t just for people who recently lost their job.According to the Employment Development Department, “You are encouraged to apply for Unemployment Insurance (UI) benefits if you are unemployed, which includes reasons such as, your hours are reduced due to the quarantine, you were separated from your employer during the quarantine, you are subject to a quarantine required by a medical professional or state or local health officer.”Last week Governor Gavin Newsom sped up the time it takes to get financial assistance. SAN DIEGO (KGTV) -- Details are beginning to emerge about the woman who was shot and killed inside a Church’s Chicken in the South Bay Wednesday night. Maribel Merino-Iba?ez, 28, was killed while working her shift at the Otay Mesa West restaurant. “I believe in God and I believe that one day justice will come his way and that won’t bring my daughter back, but I know that there will be justice for her,” said Emma Karla Merino, the victim’s mother. "I just want justice, because nobody can bring my sister back. Her body is gone, but she is here in my heart and she’s never going away,” said Gabriela Merino, the victim’s sister. Someone who knew Merino-Iba?ez told 10News she had worked at the Church’s Chicken for nine years and was a shift manager. A vigil is set to take place at the restaurant Friday at 6 p.m. Another victim was identified as Mario Rojas. He was taken to Scripps Mercy Hospital where he underwent surgery and is now in stable condition. SAN DIEGO (KGTV) - Families with children in the county's largest school district will have to wait until next year to have their kids return to the classroom.Today San Diego Unified School District leaders and School Board members announced that the goal for phase 2 of their reopening plan is January.Elementary school students would return on January 4th, after winter break. Middle and high school kids would return on January 25th.School officials say virus spread in the community could jeopardize that plan."We actually anticipate that San Diego County will move into the purple tier sometime in the next few weeks. We know that once the county moves into the purple tier we can continue with phase 1, not phase 2," said Richard Barrera, school board vice-president.Under phase 2, pre-k to fifth grade would return to campus four days a week. They'd be split up into an am or pm session. Fridays would be online. Middle and high school students would be on campus two days a week, also split into two groups, with Fridays on line. Families can still opt for remote learning."I think it's a start, I think it's a plan that should've been implemented on day one, it's just surprising that eight weeks into the school year we're just coming up with this plan," said parent Gina Smith.Smith is a family therapist and mom of an eight-year-old boy. She started a group with other parents pushing for schools to reopen. They've been holding rallies outside the school district offices. She believes the district hasn't done enough to get kids back to class."Absolutely poorly, all the way around, they've had seven months to prepare up until now, and we've had no communication up until the point that we started these rallies," said Smith.The district has been working with UCSD scientists on the reopening plan. School leaders said they've spent more than million on PPE, sanitation, social distancing measures, ventilation, and other precautions.Berrara said it's the district's goal to have a robust testing plan that would regularly test everyone who comes on campus."I don't think there is a single district in this county, or frankly in this country, that can make the claim right now that they know that if somebody comes onto one of their campuses with the virus that they are able to prevent the spread, because we don't have the testing," said Berrera.Smith said she isn't overly concerned about the virus."Our concerns are, should be on par with any normal flu season, and we should take the necessary precautions, but I think we are going to see more cases, obviously, as we have more tests," said Smith.The district implemented phase 1 of its reopening on October 13th. Since that time, there have been more than 4,000 appointments for in-person learning across 106 schools. SAN DIEGO (KGTV) — Four people who were arrested during a border demonstration in 2018 celebrated a not guilty verdict Monday.Demonstrators gathered downtown Monday to support two clergy members and two female Army combat veterans who were arrested during the "Love Knows No Borders" event in December 2018. Faith leaders at the U.S.-Mexico border near Friendship Park and some 400 people were calling for an end to detaining and deporting immigrants and showing support for asylum seekers.The four arrested argued they were exercising their religious freedom and first amendment right to assemble and speak out against injustice. Combat veteran Brittany Ramos Debarros, who's standing trial, spoke to 10News following the verdict. "Took an oath to protect this constitution and I take that seriously. And what I see all around me is a disregard for what's right. A disregard for people's rights, including the right to protest peacefully on our own land, the land I supposedly defended," Debarros said.But federal agents showed video of the demonstration, arguing there were numerous no trespassing signs and they made numerous demands and warnings to stay out of the restricted areas or face arrest.One demonstrator, who was not in court Monday, was arrested for assaulting an officer at the rally. 1308
