SAN YSIDRO, Calif. (KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. "Tamez said it's the people working the hardest who will suffer the most."I find it to be very cruel, these people already, before would have to get up 3 hours early just to get to a job here," said Tamez.Similar measures are in place in Tucson, El Paso, and Laredo Texas. SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. (AP) — The U.S. Geological Survey says a magnitude 5.5 earthquake has hit near the Pacific coast of Northern California.The agency says the earthquake struck at 8:53 p.m. at a spot 17.3 miles (27.9 kilometers) southwest of Scotia, a town of 850 people.The earthquake had a depth of 5.6 miles (9 kilometers.)Media reports says the earthquake was felt in the region.
