(KGTV) — San Marcos City Council leaders Tuesday approved a temporary moratorium against evictions during the coronavirus pandemic.Under the measure, landlords will not be able to evict tenants who have experienced personal or business income loss caused by layoffs or loss of hours, or out-of-pocket medical expenses due to the COVID-19. SANTEE, Calif. (CNS) - Authorities asked for the public's help in finding the driver of a minivan suspected of following a nine-year-old boy along a street in Santee and trying to entice him to get into the van.The boy told San Diego County Sheriff's Department deputies he was walking alone on Trailridge Avenue, between Hightail Drive and Weston Road, about 5 p.m. Wednesday when the driver asked him to get into the van and go to a community pool with him. The boy refused and walked away and the driver left the area, according to Sgt. Joseph Jarjura.The driver was described as a white man, between 18-20 years old with short black hair, wearing a light-colored T-shirt, Jarjura said, adding a woman may have been in the passenger seat, but no description was available.The minivan was possibly a black Dodge Caravan with tinted windows and black rims.Anyone with information was asked to call the department at 858-565-5200. 938

SAN YSIDRO, Calif. (KGTV) -- Four juveniles were taken into custody early Wednesday morning after police said they sprayed a 7-Eleven clerk with a fire extinguisher and then proceeded to steal several items from the store.San Diego police said the incident happened at around 3:30 a.m. at a store on Cottonwood Road, near San Ysidro Boulevard, in San Ysidro.According to police, four juveniles entered the store and sprayed the clerk with a fire extinguisher before grabbing items such as alcohol and food.Officers responding to the incident spotted the group and pursued them on foot. The juveniles were eventually caught and taken into custody.Officers recovered the fire extinguisher and some of the items that were taken down the street from the store. 764

(KGTV) - Customs and Border Protection closed three lanes of traffic heading into the United States from Mexico Tuesday morning.In a statement, CBP said it was “to install and pre-position port hardening infrastructure equipment in preparation for the migrant caravan.”One lane of traffic was also closed at the Otay Mesa port of entry.It comes as active-duty troops have been working to add barricades and fencing as part of “Operation Secure Line.”On Tuesday, troops could be seen moving barriers covered with barbed wire along the border, periodically closing the southbound lanes into Mexico.In their statement, CBP officials warned “persons traveling northbound to the U.S. anticipate possible increased wait times because of the lane closures.”Even before the lanes were closed, wait times of six to seven hours had been reported at peak times in the standard lanes. Part of that was due to traffic control by authorities on the Mexican side.Travel as a pedestrian, however, has not appeared to be affected.Rebecca Fodor walked across Tuesday night and said it only took a few minutes. She said she did notice armed troops in camouflage uniforms.“It didn’t really change anything. I think they were just watching for anything suspicious,” she said.The lane closures will remain in effect indefinitely. Sears has won some more time to save itself. But not a lot more time.At a bankruptcy court hearing Thursday, Judge Robert Drain approved Sears' plan to auction off about 500 stores. The auction is central to the company's mission to remain in business. Sears intends to use funds from the sale for its operations, and it will pay rent to the stores' buyers so they can stay open.A committee of Sears' creditors had objected to the plan and argued that the company should immediately start the process of going out of business to limit its ongoing losses.Judge Drain said he will hold another hearing a week before Christmas to consider whether to go ahead with Sears' effort to stay in business or start the process to close all its remaining stores. Drain said it wasn't realistic to start a liquidation process immediately."You can't do a GOB [going out of business] plan for a company this big by snapping your fingers," he said. "Let's come back to court [in December] and see what the lay of the land is."Sears' attorneys conceded was a chance the company might not be able to survive."We recognize we have a tough path ahead of us to save the company," said Sears attorney Ray Schrock.
