SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. SOLANA BEACH (KGTV) - The heat wave is creating a stomach-turning sight at some of San Diego's North County Beaches.Water temperatures near 80 degrees are keeping local beaches packed. Lili Waters spends a lot of time at Table Top Beach, just north of Fletcher Cove, in Solana Beach. Tuesday was not the perfect beach day she expected."Normally, this is a really nice beach, but it's been absolutely horrible today," said Waters.She noticed an unusual amount of kelp and flies along the shoreline."Then, I looked down and I was like, hey, kids there's maggots all over the ground and they're like what, I said look down there's maggots and then they started running," said Waters.Seagulls are feeding on the maggots which are all over the beach near the piles of kelp."It's pretty disgusting," said Waters.What's disgusting to beachgoers is actually important to the marine life."As the kelp breaks down, the flies create larvae, and then the birds eat the larvae, the larvae is washed into the ocean, the fish eat the larvae it creates nutrients and food for shore birds," said San Diego Lifeguard Captain Jason Shook.Shook said the heat is killing the kelp which is attracting flies. Beaches from Torrey Pines to Carlsbad may see large piles of kelp wash up during the summer months."Those large reefs trap the kelp and then the kelp washes a shore in that area," said Captain Shook.Some visitors complained to lifeguards, but there's little they can do."It happens generally in the warmer months and it usually coincides with the grunion season, which is March through the end of August. So, then we are restricted on our beach-raking areas. We are not allowed to rake the beach along the high tide line so the kelp will build up a little bit," said Captain Shook."There's a ton of seaweed. It's all wrapping around your feet when you're in there, like I said, it's horrible," said Waters.Although it's unpleasant for visitors, it's important to the food chain."Some people don't want to be bothered by the kelp when they go to the beach. They don't like the smell, and the stuff that it brings along like the larvae, but it is a natural occurrence," said Captain Shook. "It's a really fragile ecosystem that we need to respect." 2275

PETERSBURG, Fla. — A toddler lovingly known as the "Baby Shark Girl" is making big strides.When WFTS first met Harper Mae Comparin, the then-2-year-old girl born with spina bifida was learning how to walk via a very unique method: the "Baby Shark" song.Her physical therapist at Johns Hopkins All Children's Hospital used the syncopation of the love-it-or-hate-it kids jingle to get Harper Mae to move. And it worked.Now, a year and a half later, her team of medical workers and family members continue to use inventive methods to help her deal with complications related to the birth defect in which the spinal cord fails to develop properly.She needed therapy to walk and to talk.Physical therapist assistant Nick Hamilton, who works at Johns Hopkins All Children's Hospital, recently helped Harper Mae when she was scared of getting her leg cast sawed off."I'm a big kid, so I fit right in here," Hamilton said.So, he improvised. He made a cast for Harper Mae's Elsa doll. And it worked."Having her baby doll that she carries with her everywhere get a cast just like hers has helped her feel better about it," said mom Erica Comparin.Hamilton says a big part of Harper Mae's therapy is "improvisation." SOUTHPORT, Ind. -- The health department is investigating, and an employee has been fired after a customer received raw chicken from a Dairy Queen in Southport, Indiana.Zach Cruse said he picked up some food at the drive-thru at the Dairy Queen off Southport Road just before the restaurant closed around 10 p.m. Friday night.When he got home, he realized he didn’t exactly get what he had ordered.“I got a couple bites in and was like, this doesn’t taste right,” said Cruse. “I looked at it – ripped it open and realized it was completely raw.”Dairy Queen says after receiving the complaint from Cruse they immediately contacted the Marion County Health Department. They also fired the employee involved because they say they failed to check the temperature of the cooking chicken before serving it.The Marion County Health Department said they investigate every complaint they receive, and they plan to go out and check the restaurant’s procedures to see if there are any issues with their food preparation process.“I just don’t want somebody else to eat raw chicken and I don’t want to eat raw chicken,” said Cruse. “If it happened at Dairy Queen, how much gross food have I eaten that I’m not aware of because I just have trusted that the food I’m going to get is going to be safe?” 1304

Spotify confirmed to Billboard Thursday that it will no longer promote R. Kelly's music on its editorial and algorithm-based playlists due to sexual misconduct allegations against the singer.In a statement to Billboard, the streaming service said it would no longer actively promote the singer's music under a new "Hateful Conduct" policy."We don’t censor content because of an artist’s or creator’s behavior, but we want our editorial decisions -- what we choose to program -- to reflect our values. When an artist or creator does something that is especially harmful or hateful, it may affect the ways we work with or support that artist or creator," Spotify's policy states.Spotify users can still access Kelly's music by going directly to his page, and users can still add his music to playlists they curate themselves.Kelly has been accused of sexual assault and statutory rape multiple times over the past 20 years. In 2001, a sex tape emerged that prosecutors alleged featured Kelly and an underaged girl. Kelly was found not guilty on 14 counts of child pornography in 2008 in connection with the tape.A number of women came told BuzzFeed in 2017 that Kelly was "brainwashing" victims into joining a sex "cult."
