U.S. Postmaster General Louis DeJoy said Tuesday that the USPS will not implement operational changes to mail delivery until after the 2020 election."...there are some longstanding operational initiatives — efforts that predate my arrival at the Postal Service — that have been raised as areas of concern as the nation prepares to hold an election in the midst of a devastating pandemic," DeJoy said in a statement. "To avoid even the appearance of any impact on election mail, I am suspending these initiatives until after the election is concluded."DeJoy also said that the USPS would not remove any mail processing equipment or mailboxes and would not close any mail processing facilities between now and the election. The statement did not address whether the agency would restore services or equipment that had been cut prior to Tuesday.DeJoy, a longtime ally and donor to President Donald Trump took over as Postmaster General in June. Since that time, he's instituted several changes that customers and workers have said have led to delays in mail delivery, including the elimination of overtime. VALLEY CENTER, Calif. (KGTV) — A crash victim is hoping to track down the roadside "angel" who went above and beyond.On Friday afternoon just east of the I-15 on Old Castle Road in Valley Center, Sarah Rozenko says she was in her Volvo sedan, driving back from the grocery store and squarely in her lane. "It was like being hit with a dump truck full force," said Rozenko.It wasn't a dump truck, but a car, that hit the side of her car. It sent her spinning into a rocky embankment. She climbed out, bruised and dazed."She came out of nowhere and pulled up," said Rozenko.'She' was a passerby who told Rozenko she was an EMT. The woman, believed in her 40s or 50s, can be seen her in a photo snapped by Rozenko of the crash scene."Immediately took over calming me down, checking me out. Took over phone conversation with 9-1-1, as I was so shook up. She covered me with a blanket," said Rozenko.Rozeno says in her shock, she kept telling the woman about the surprise dinner she had planned for her husband. The stranger listened, and calmed her down."Just reassuring. I believe I would have had a panic attack had she not been there," said Rozenko.About 15 minutes after the stranger arrived, so did the firefighters and paramedics. There was a hurried exchange. "She yelled, 'What's your address?' as I am being loaded into the ambulance. I shouted it to her," said Rozenko.Some nine hours later, after Rozenko returned home from the hospital, she learned the mystery woman had collected her belongings from the car - along with all the groceries - and dropped it all off at her home with her landlord. "I was blown away. It's not every day that somebody goes out of their way to do something for you. She's my road accident angel for sure," said Rozenko.Now she's on a mission to find her angel."I really want to thank you thank you, thank you, thank you. Universal Orlando has updated its face mask policy after reopening amid the coronavirus pandemic.When the Florida theme park reopened on June 3, the resort said guests could remove their masks while eating and drinking.But this week, the park updated its mask policy saying guests must be "actively eating or drinking" and socially distance themselves before removing their masks."Guests must wear face coverings at all times, unless they are actively eating or drinking, and they must also be socially distanced from other travel parties while consuming their food or beverage," the policy states. Tropical Storm Michael formed near the Yucatan Peninsula on Sunday, and it's on track to wallop the United States."The current forecast indicates the storm entering the Gulf of Mexico by Monday morning, strengthening to a hurricane by early Wednesday and likely targeting the Florida panhandle by late Wednesday," CNN meteorologist Gene Norman said.As of 4 p.m. Sunday, Tropical Storm Michael was centered about 130 miles southeast of Cozumel, Mexico, the National Hurricane Center said.But it's so big, people 200 miles away from the center are getting hit with tropical-storm-force winds (which have increased to at least 50 mph)."Strengthening is forecast during the next several days," the hurricane center said.Track the stormBefore Michael hits the United States, it's expected to dump 3 to 7 inches of rain on western Cuba."Isolated maximum amounts of 12 inches are possible in western Cuba," the hurricane center said. "This rainfall could lead to life-threatening flash floods and mudslides in areas of mountainous terrain."Michael's path to the Gulf is also affecting politics in Florida.Democratic gubernatorial nominee Andrew Gillum was scheduled to campaign in South Florida on Monday and Tuesday, but said he is suspending his campaign activity to address preparations for the storm, his campaign said. UPDATE: Tuesday's meeting was canceled due to an illness.SAN DIEGO (KGTV) - On Tuesday night, the City of San Diego's Parks and Recreation Department will present two options for redeveloping the De Anza area to the Mission Bay Park Committee.The meeting is open to the public and begins at 6 p.m. at Mission Bay High School.The two plans were released to the public over the summer. Both feature improvements to sports fields, the Mission Bay Golf Course, green space, walking paths, playgrounds and beaches. Both also have new wildlife habitat areas included, although they vary on how many acres (27 or 38). A more detailed look at the plans can be found here.But wildlife preservations groups like the San Diego Audubon Society and ReWild Mission Bay say they don't go far enough to preserve the habitat or protect wildlife.They're calling for up to 200 acres of land set aside. They say it can also provide a buffer against sea level rises from global warming.They've put forth three other alternative plans that have limited amenities for people, but focus on open habitat space."I don't think being able to use an area for cycling, walking or jogging and conservation of the bay are mutually exclusive," says Linda Conser, who walks along the bay every week.
