SAN DIEGO (KGTV) — San Diego County reported 634 new coronavirus cases on Friday, the highest number of new cases reported over one day thus far.The new cases were out of 9,224 tests reported to the county on Friday — a 7% positive result — and bring the region's COVID-19 case total to 22,489 cases.County health leaders also reported seven more deaths due to the virus on Friday. The victims died between July 7 and July 15 and include three women and four men, whose ages ranged from early 50s to mid-90s. All had existing chronic conditions. The county's death toll is now at 472 deaths. Two new community setting outbreaks were also reported, both traced to restaurants, the county says. The county does not name the businesses that community outbreaks are traced to, officials have previously said. In the past week, there have been 13 community outbreaks — nearly double the county's trigger of seven outbreaks in seven days.RELATED: Gov. Newsom: Counties not on state watch list will be allowed to start fall school year in-personOf the county's total cases, 2,154 (or 9.6%) have needed hospitalization, while 2.5% of all cases and 26.1% of hospitalized cases have been admitted to intensive care. The county's current rolling 14-day average is 6.1% positive tests. Officials say the county's target rate is under 8%.But the county says it's still falling short on its case rate (154.3) and case investigation (24%) triggers. San Diego's case rate trigger is greater than 100 cases per 100,000 people over 14 days, while the trigger for investigations is 70% or less within 24 hours of notification over seven days. The county is also still well above the state's case rate threshold of no more than 100 cases per 100,000 people, or more than 25 cases per 100,000 people and higher than 8% positivity. The new numbers come as California announces that counties that are on the state's watch list for 14 consecutive days will not be allowed to reopen for in-person school in the fall. San Diego County was placed on the monitoring list on July 3. 2057

SAN DIEGO (KGTV) — San Diego Police have released bodycam footage of an officer-involved shooting that ended with one man dead in City Heights on Thursday. The video shows SDPD officers responding to the 4200 block of Menlo Ave. at about 4 p.m. SDPD said officers were called after reports of a man with a handgun confronting two women."The man manipulated the slide of the gun as if he were loading it and pointed the gun towards the women," according to an SDPD news release. The women drove away and then called 911.The video, which includes bodycam video from two officers and witness video, shows officers arrive to the scene and begin to yell to the man to drop the gun and step away. (SDPD has posted the full video here.)Police can be heard in the video telling the man not to pick the gun up after putting it on the ground, but that he was not complying.RELATED: Man dies after officer-involved shooting in City Heights“The male initially complied and raised his hands, at which point a firearm fell from his clothing onto the ground near him, they continued giving him directions to back away from the weapon, but he refused to comply," SDPD Lt. Matt Dobbs said Thursday.Police say the man picked the gun back up and pointed it at officers. That's when several officers shot at the man, according to Dobbs. The man was hit at least once. SDPD said the man was still moving and in control of the gun, and pointed it in officers' direction, prompting police to fire again.Police continued to yell to the man to get away from the gun, before SDPD says officers used a combination of non-lethal options, including a bean bag round and canine, to take him into custody.SDPD says the man was given medical aid, but he was pronounced dead at the scene. His name has not been released, but police say he appears to be a Hispanic or light-skinned African-American man in this 30s or 40s.A weapon was recovered at the scene, according to police, but it isn't known if the weapon was real or operational. SDPD said a witness provided cell phone video showing the man picking the gun back up and pointing it at officers.SDPD says seven officers fired shots. They are not being identified. As with all officer-involved shootings, the officers will be placed on administrative duty. No officers were reportedly injured. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2919

SAN DIEGO (KGTV) - Ricardo Silva, a Chula Vista native, has it in his blood to both serve his country and join the medical field. He had multiple family members join the military and as a San Diego local, he grew up around the Navy, so he became a sailor about ten years ago. Growing up with a mother who was a nurse, it makes sense that he and his sister followed her lead. His sister now works for the Public Health Department and he’s working at Naval Hospital Bremerton in Washington with the preventative medicine team as a contact tracer for COVID-19 patients. He and his team have worked days as long as 18 hours since the start of the pandemic, figuring out where patients contracted the virus.“It’s very very detailed, trying to figure out where they got it and how to try to prevent that from happening for the next person,” he said.Naval Hospital Bremerton has screened more than 35,000 patients as of July 30.“As I do this work, as tough as it is, when this is all over I just want to be able to say I did my part to help get through this,” he said. 1067

SAN DIEGO (KGTV) – San Diego County leaders and members of the San Diego Foundation on Thursday announced the start of a new initiative that invests in community-led efforts looking to increase racial equity and generational wealth for Black San Diegans. The Black Community Investment Fund already has more than million attached to it -- funding community leaders are looking to share with organizations within the Black community.Mark Stuart, president and CEO of the San Diego Foundation, said, “Decades and decades the Black community has been held back in San Diego and not of their own doing, it’s by others.”To be considered for a grant, a nonprofit organization must meet one of four pillars. The first being education, as they are looking for projects that address systemic educational challenges in schools. Some of this funding will be used for scholarship opportunities. The second pillar is employment. Grants will be given to projects that support workforce training programs and help pay for paid internships. They want to help drive diversity in different career fields. The third pillar is entrepreneurship, as they’re looking for organizations that will help mentor and financially support new businesses. The last pillar is housing, with the hopes that money will go to organizations that will help members of the Black community buy homes.“Redlining in San Diego happened in 1936. It was outlawed decades later, but families are still feeling those effects of where they live and where they can apply for mortgages and put down their roots. All of those we hope to fix through the Black Community Investment funding,” Stuart said. For any nonprofit groups interested in applying or for information on how to donate to the fund, visit SDFoundation.org. 1776

SAN DIEGO (KGTV) — San Diegans could be in store to begin receiving checks from the federal government in April, according to a proposal released Wednesday. The proposal, from Treasury Secretary Steve Mnuchin, is part of a plan to stimulate the economy as the coronavirus outbreak continues to lead the nation toward a recession. The checks, which could be upwards of ,000 or more, could come in April and May. The money could help San Diego workers who are seeing their hours reduced or jobs eliminated get by while efforts continue to flatten the curve. RELATED:California COVID-19 Tracker: San Diego coronavirus updatesSan Diego County leaders set up community response fund amid coronavirusMore than 350,000 workers in the county are in the leisure, hospitality and retail fields, which have been hit hard as consumers stay home, businesses close and conferences are canceled. "It's not going to solve the problem, but the whole strategy here is to get over the hump and hope that like China and like South Korea and some of the other Asian countries, this virus will hang around for only two to three months," said Lynn Reaser, chief economist at Point Loma Nazarene University. The federal government last issued stimulus checks during the Great Recession of 2008, after the housing market crashed. The Bush Administration sent checks of up to 0 to individuals and up to ,200 to married couples at a time when businesses were open, unlike during this era where there are very few places to spend the money. RELATED:Trump signs coronavirus relief bill after getting Congress' approvalList: San Diego school districts offering free meals amid COVID-19"One of the problems is that people are approaching this using the tools and mindset that they had in previous downturns, whereas this situation now is completely different," said Alan Gin, an economist at the University of San Diego. Gin said a good use of stimulus money would be for expanded unemployment benefits and for people who are most in need amid lost wages. The proposal also includes billion for the airline industry, and 0 billion in loans to allow small businesses to keep operating during this time. 2194
