ENCINITAS, CALIF. (KGTV) -- The return to in-person instruction for some north county students appears to be in legal limbo.Friday, the California Teachers Association filed a legal petition on behalf of the union representing the teachers in the San Dieguito Union High School District. The union wants the district's reopening plan blocked, saying, among other things, it violates the state's public health rules concerning the pandemic.Last Tuesday, the school board voted to give students the option of returning to in-person instruction five days a week on January 27th. Previously, the board voted to return to campus one day a week beginning January 4th.Lori Laroque has two boys in eighth grade at Pacific Trails Middle School. She applauds the board's decision."I was elated, and this was something that should have happened a long time ago," said Laroque.Ann Cerny has been teaching U.S History at Earl Warren Middle School for twenty-seven years. She also has a high school daughter in the district.Cerny says she would love to see kids return to campus, but she says now is not the time."Yes, in-person learning is best, but it's not going to be that 2019 in-person situation, and people aren't seeming to accept that reality," said Cerny, who has been teaching remotely from her classroom.Union leaders estimate up to 20% of teachers won't return if the plan for five days a week in-person instruction goes through.Cerny says she has concerns about exposure to COVID-19, but that isn't her biggest fear."It's the academic chaos that we find ourselves heading towards. I'm just worried that it's not going to roll out well. I'm worried for equity for students. I'm worried for the many, many teachers going out on leave and having subs for classes," said Cerny.The school board president said the district is actively recruiting for teachers and substitutes.No one from the board was available to comment on camera, but President Maureen Muir sent 10News a lengthy statement explaining the reopening plan."The health and safety of our students and staff is the District's highest priority. The District's Safe Reopening Plan follows the guidance issued by the California Department of Public Health and includes detailed protocols for distancing and ventilation.Staff will be encouraged to maintain 6 feet of distancing, as practical, from one another at all times, and teacher desks will be at least six feet away from students. Students will maintain distancing as practicable and in compliance with guidance from CDPH, including arranging desks in a manner that minimizes face-to-face contact. We have evaluated all of our classroom spaces and planned to maximize distancing. We have also planned carefully to maximize distancing for students and staff outside of our classrooms, including before, after, and between classes.The District consulted with ventilation and filtration experts to determine the maximum efficiency our units can handle. MERV 8+ filters were installed in all of our units, which achieves MERV 11 efficiency. Additionally, we purchased and installed HEPA filters in our classrooms, common areas, and offices. We have CO2 sensors in our newer buildings that monitor indoor air quality and we are purchasing more for other spaces.To ensure the continuity of teaching and learning, the District is allowing teachers who are in a high-risk group, or who have a household member in a high-risk group, to teach from home for the remainder of the second quarter, which ends on January 22, 2021.We have also informed teachers who have childcare needs due to COVID-19 that they may also work from home during this same time period. The District has made every effort to work with our teachers to keep them safe and to address their concerns about returning to work. The District is continuing to evaluate potential staffing shortages and has been actively recruiting teachers and substitute teachers to address this issue.The District is aware that the San Dieguito Faculty Association filed a petition for a peremptory writ of mandate on Friday that seeks to prevent the District from providing in-person instruction to students in January. (KGTV) — Police have arrested a North County doctor accused of sexually assaulting a patient.On March 28, Escondido Police say a woman reported being sexually assaulted while unconscious by Dr. Leng Thai Ky, a 40-year-old anesthesiologist from Poway.EPD detectives investigated the woman's report over the weekend, and arrested Ky on Monday with the help of the U.S. Marshall’s Fugitive Task Force.Ky, a doctor for the last eight years, has associations with Palomar Hospital, North County Pain Institute, Sharp Community Medical Group, Graybill Medical Group, and the Desert Pain Clinic in Rancho Mirage, EPD says.Police believe there are more, unidentified victims of Ky and urge anyone with information to call EPD at 760-839-4790. 760
Facebook is launching a widespread effort to boost U.S. voter turnout and provide authoritative information about voting — just as it doubles down on its policy allowing politicians like President Donald Trump to post false information on the same subject.The social media giant is launching a “Voting Information Center” on Facebook and Instagram that will include details on registering to vote, polling places and voting by mail. It will draw the information from state election officials and local election authorities.The information hub, which will be prominently displayed on Facebook news feeds and on Instagram later in the summer — is similar to the coronavirus information center the company launched earlier this year in an attempt to elevate facts and authoritative sources of information on COVID-19.Facebook and its CEO, Mark Zuckerberg, continue to face criticism for not removing or labeling posts by Trump that that spread misinformation about voting by mail and, many said, encouraged violence against protesters.“I know many people are upset that we’ve left the President’s posts up, but our position is that we should enable as much expression as possible unless it will cause imminent risk of specific harms or dangers spelled out in clear policies,” Zuckerberg wrote earlier this month.In a USA Today opinion piece Tuesday, Zuckerberg reaffirmed that position.“Ultimately, I believe the best way to hold politicians accountable is through voting, and I believe we should trust voters to make judgments for themselves,” he wrote. “That’s why I think we should maintain as open a platform as possible, accompanied by ambitious efforts to boost voter participation.”Facebook’s free speech stance may have more to do with not wanting to alienate Trump and his supporters while keeping its business options open, critics suggest.Dipayan Ghosh, co-director of the Platform Accountability Project at Harvard Kennedy School, said Facebook “doesn’t want to tick off a whole swath of people who really believe the president and appreciate” his words.In addition to the voting hub, Facebook will also now let people turn off political and social issue ads that display the “paid for by” designation, meaning a politician or political entity paid for it. Elliot Kreitenberg and his dad started, as he says, "tinkering" with ultraviolet cleaning light back in 2011. They simply wanted to clean basketballs and volleyballs."There’s some concerns about handshakes before and after games in volleyball tournaments and we realized the ball itself can transmit germs from person to person,” Kreitenberg said.Now, their technology that was once used to clean all of those balls - and some hospitals too- is now being manufactured to sanitize airplanes. Back then, they called it the "Germ Ninja."“It looks like a BBQ and you drop a basketball or volleyball and it rolls through and in 15 seconds you can disinfect a ball during a time out,” Kreitenberg said.By the time Kreitenberg, 28, went off to college, he and his family realized something about the airline industry as they took family trips. The planes really needed that same technology.“We realized that airlines don’t have a good way to keep the planes sanitary and we thought maybe there was a way we could apply UV-C there,” Kreitenberg said.So, they re-designed it into the size of a beverage cart and decided to call it the "Germ Falcon." That was in 2014.“And (to) make it fit like a puzzle in the cabin, these wings go over the seats and under the overhead bins and the lights shine up and down and out toward the windows and you can push it up and down the aisle and disinfect all the commonly touched surfaces,” Kreitenberg said.It took them a while to make it fit all the different types and styles of planes. Back then, someone asked Kreitenberg what it would take for the business to take off.“My answer was I’m really not rooting for a pandemic but the experts think we’re overdue for one and we want to work with the airlines to get out in front of it we’re prepared and hopefully we can limit the impact.,” Kreitenberg said.The Kreitenbergs then decided to use it in hospitals. They were in the process of making it work for healthcare when the pandemic he predicted happened.“And then COVID hit and the airlines were in huge demand for our Germ Falcon product line and that’s what this company started on and airlines played a huge role in the way disease spreads around the world and we’re seeing that today,” Kreitenberg said.They started getting flooded with requests from airlines. Which is where Honeywell comes in. They're now partners with the Kreitenbergs and own the manufacturing and sales rights.“We’re taking proven hospital technology that’s been utilized for decades to clean hospitals and we’re now taking that through this product into the aerospace environment and giving the airlines a tool that’s been proven for reducing viruses for years,” Kreitenberg said.Brian Wenig, a general manager within Honeywell's Phoenix based Aerospace component says they're working to get passengers back in the air. The Ultraviolet Cleaning System cleans the aircraft in under 10 minutes.“It has the ability to not only clean the seats and high touch surfaces in the cabin, it also has the ability to clean the aircraft lavatories and the galleys where the crews are working,” Wenig said.They're already in negotiations with airlines and international demos are coming soon. They plan to have 50 available by the end of July and manufacturing 100 per month through the summer. The airlines say one machine can serve five gates to meet the turnaround times between takeoff and landing.The Kreitenbergs say NASA is next. They're working on a zero gravity drone now, like a Roomba for the International Space Station.“I expect you’ll see these in airports and hotels and schools and gyms, athletic facilities and more by the end of 2020 for sure,” Kreitenberg said.He also said it'll be a global household name, or as he says, "The apple of hygiene in the post COVID era." 3792
