SAN DIEGO (KGTV) - As President Trump continues his call for a wall along the U.S. border with Mexico, experts say the one already in place is doing an excellent job at deterring illegal immigration.San Diego has had some form of a "wall" for decades. On a tour in June with 10News Anchor Steve Atkinson, Rodney Scott, the Chief of the Customs and Border Protection San Diego Sector, said a lot has changed in the last 20 years."I would argue during the 90s the extreme was total lawlessness," Scott said. "The fence behind me was chain link, riddled with holes."Scott described working as an agent and watching large crowds of people gather near the fence at twilight. They would then run across en masse once it got dark."There was a green flag to come out, and they would all rush when the sun went down," he said.That started to change in the later part of the decade.In 1993, then-President Bill Clinton signed Operation Gatekeeper into law. It was one of three operations to add infrastructure and technology to the border to help curb illegal immigration. Gatekeeper led to the start of the fence that's in place now.CBP says it led to a 75% drop in illegal immigration arrests over the next few years.But Scott said he still saw people making their way across, primarily through the area of the Tijuana River Estuary."Even up until the early 2000s, if you were standing here at night you would have seen little bonfires all over this area," he said. "There were trails as wide as cars, and that was purely from foot traffic."The next wave of border security started in 2006 when President George W. Bush signed the Secure Fences Act. It called for nearly 700 miles of physical fencing along the southern border.Government numbers show the flow of illegal immigrants peaked in the U.S. in 2006, with more than 1,000,000 arrests. In 2018, that number had gone down to around 396,000."That basically started closing the border," said Dr. Alejandra Castaneda, a leading researcher on immigration and the border for El Colegio de la Frontera Norte in Tijuana."Clinton started it, but it was really the Bush administration, especially after 9/11. And then the Obama Administration simply continued that project and finished it," she said.Castaneda said the wall built during that time was meant to be imposing."I think a lot of people in the U.S. that don't live at the border don't know that there is already a wall," she said.Because of Gatekeeper and Secure Fences, right now the U.S.-Mexico border in San Diego has 12 miles of double fencing that stretches from the coast to the Otay Mesa Port of Entry. After that, there are another 43 miles of "primary" fencing into and through the mountains in the eastern part of the county.Scott said the San Diego Sector has become the blueprint for the rest of the border."I call this our proof of concept," he says. "We've proved that border security works. And this is, by far, the most secure part of the U.S. border anywhere in the country." 3000

SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) -- Armed private security guards - and others with nonlethal ways to defend themselves - could soon patrol iconic San Diego locations like Balboa Park and the downtown Central Library.The city of San Diego is officially seeking proposals from security firms that would authorize armed or enhanced safety personnel outside more than 50 places, including community parks, skate parks, and library branches. The guards could either carry guns or non-lethal weapons, such as mace or hand restraints, depending on the arrangement. The city currently has very few armed guards - mostly stationed around public bathrooms downtown. RELATED: City may seek armed guards at Central Library, other parksA firm called Able Patrol and Guard patrols city parks and libraries, However, those guards are unarmed and essentially observe and report. The change comes after guards reported being threatened, spit on, and harassed, namely by a growing homeless population outside the Central Library. The city is now aiming to increase their ability to defend themselves. The details emerged under a new city request for proposals obtained by 10News. The document says guards are still required to defer to police unless the situation calls for self-defense.“Reasonable force is to be used only if Guards are physically threatened or if they feel another person’s safety is in jeopardy,” the document says. “If necessary, Guards are to call the San Diego Police for assistance.”RELATED: City of San Diego adds more armed guards to patrol downtown public restroomsThe document says guards who carry guns must have permanent licenses from the state of California and five years experience in the sector. They can also qualify with substitutes such as two years of military experience or two years as a police officer. "The City is releasing a comprehensive RFP that allows the City to potentially utilize a variety of security services should the need arise," city spokesman Tim Graham said in a statement. "The goal of the RFP is to provide the proper level of security for City facilities as determined by City departments."Graham said a San Diego Police expert reviewed the document for technical soundness. He said the police chief would always be notified in the event of armed security dispatched. The city is seeking responses by Sept. 7. Mayor Kevin Faulconer was not available for an interview. SAN DIEGO (KGTV) -- County health officials are notifying people who may have been exposed to tuberculosis at locations throughout San Diego County. According to County News Center, three unrelated cases of the disease were reported in San Diego County between August 20 and October 18. Two of the cases were reported at San Diego County Sheriff’s detention facilities. RELATED: Tuberculosis case confirmed at San Diego Airport, exposure risk extremely lowThe third case was found in a person who arrived from out of town after being diagnosed with TB and spent time at one of the city’s bridge shelters. Investigators believe the individual arrived in San Diego after leaving a Long Beach hospital without permission. The third person died from “co-occurring medical conditions” at a local hospital on October 6. The periods of exposure are listed below: Aug. 20 to Sept. 6, 2019 at the San Diego Central Jail Detention FacilitySept. 6 to Sept. 15, 2019 at the George Bailey Detention FacilityOct. 16 to Oct. 18, 2019 at the Las Colinas Detention and Reentry FacilityAug. 20, 2019 to Sept. 9, 2019 at the 16th St. and Newton Ave. bridge shelterThe sheriff’s department is offering free testing for its staff and all identified people in custody while the County Health and Human Services Agency is offering free tests to those who may have been exposed and have no medical provider. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with the infected person.
