SAN DIEGO (KGTV) — A local organization headed to Washington D.C. Thursday to talk about food insecurity among our nation’s military and veterans.San Diego County has the largest concentration of military and veterans in the world. The CEO of the company shared the group’s mission with lawmakers and how they can feed military families who don’t have enough to eat. Feeding San Diego works to serve thousands of people through food rescue. The organization gathers quality food that would typically go to waste. “Last year we rescued 24 million pounds of food that was going to leave the food system, and go to the waste system, from stores, farms, manufacturers and other sources,” says CEO Vince Hall. The hearing examined the U.S. Department of Agriculture and Veterans Affairs programs that provide nutrition assistance to nearly 20 million veterans across the country. According to the San Diego County Office of Military and Veterans Affairs, 1.2 million residents are associated with the military. That’s 37 percent of the population. Feeding San Diego serves local veterans and military members through an initiative called “Feeding Heroes.” It reaches local families and veterans on or near base, in military housing, and public schools serving students of military families. Dana Henderson, with Feeding San Diego, says the high cost of living in the county is a big reason for food insecurity. “What they are receiving is just not enough to make ends meet.” She goes on to say, “People on a daily basis are having to make those tough decisions between a nutritious meal or paying other types of expenses.”Over 2.3 million meals were distributed to veteran and military families through Feeding San Diego last year. 1818
SAN DIEGO (KGTV) - A San Diego insurance agent who cheated 15 victims out of nearly .5 million was sentenced Wednesday to nine years in prison.Shawn Heffernan, 43, pleaded guilty in February to 29 felony counts of fraud and other charges, according to the San Diego County District Attorney’s Office.Heffernan would often convince clients to surrender existing life insurance policies and purchase new ones. The practice, known as “churning” or “twisting”, led to hefty commissions for Heffernan and steep penalties for clients, prosecutors said. Heffernan also collected investment funds and spent them on personal items including a Maserati, jewelry, and a lavish wedding, according to the District Attorney. Eight of Heffernan’s victims were senior citizens.“Stealing money from investors, and defrauding them out of their hard-earned savings, especially when some of the victims are senior citizens, is disgraceful and will not be tolerated,” District Attorney Summer Stephan said. 1011
SAN DIEGO (KGTV) -- A man was stabbed to death in a Pacific Beach bathroom Sunday, and a man possibly linked to the incident was arrested, according to San Diego Police.SDPD officials said the stabbing was reported just after 7:30 p.m. in the 700 block of Grand Avenue as an assault with a deadly weapon with an injured man.Firefighters and lifeguards were the first arrive, and they found a 39-year-old white male bleeding from the upper torso in a men's bathroom, according to police. First aid was given within minutes and the man was taken to a hospital, but he died from his injuries.Police said witnesses reported seeing a man riding away from the scene on a bicycle immediately following the incident. A man matching witness descriptions was detained about a quarter-mile away from the scene and was questioned, according to SDPD officials.On Monday, officials announced 33-year-old Martin Alvarez was arrested and booked into County Jail on suspicion of murder.Police are not aware of any relationship between the victim and the suspect.Police are looking into whether cameras at nearby businesses have any video of the events surrounding the stabbing. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. Subsequently, the late fee and assessment were waived. (Stacy) will receive a refund check for in approximately 30 days." 3235
SAN DIEGO (KGTV) — A new SANDAG report found that when it compared to the region's Caucasian population, Black and Hispanic communities are more than four times as likely to live in an area impacted by COVID-19 and unemployment.The report says more than two-thirds of the county's Black (67%) and Hispanic (70%) populations live in zip codes with higher than average unemployment rates. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county.
