NEW ORLEANS (AP) — Louisiana is suing the state of California over its decision to ban the import and sale of alligator products, saying the ban will hurt an important Louisiana industry and ultimately could hurt the state’s wetlands. In a lawsuit filed Thursday, Louisiana said the economy surrounding alligators has played a key role in bringing back the American alligator population and is an important factor in protecting wetlands and other species besides alligators that depend on the wetlands.“California has nevertheless attempted to destroy the market for American alligator products notwithstanding the fact that no such alligators live in California,” the lawsuit says.According to The Times-Picayune/the New Orleans Advocate, California banned alligator skins and meats in the 1970s but repeatedly issued exceptions that allowed sales. The newspaper reports that the most recent exemption expires on Jan. 1 of next year, and this time California’s legislature did not pass another exemption. The newspaper reports the alligator ban was backed by a coalition of animal rights and environmental groups.Louisiana said in its lawsuit that because most of the state’s coastal habitat is privately owned, the state does not have direct control over how it is managed. But the alligator industry provides economic incentives for landowners to take steps to protect marshlands that serve as habitat for the alligators. The state argues that if California’s ban goes into effect, “landowners will be forced to greatly reduce or cease their erosion control efforts because they will be unable to economically sustain those efforts, resulting in irreparable harm to their property as well as harm to Louisiana’s sovereign environmental interests in wetland preservation.”According to the lawsuit, California’s large economy often means that their product standards become de facto national standards so California’s alligator ban will have effects in other states. Louisiana says the upcoming ban is already having effects up and down the supply chain with the price of alligator hides decreasing, and alligator farmers reducing their investments.According to Louisiana Wildlife & Fisheries, over 300,000 alligators are harvested every year from both farm and wild sources. 2282

NEW YORK — Governor Andrew Cuomo announced the passage of legislation that prohibits domestic abusers from possessing handguns and long guns as part of his 2018 Women's Agenda.Previously, there was a loophole in which domestic abusers only had to surrender handguns, they must now surrender all firearms."The recent wave of mass shootings is horrifying, and the federal government's failure to act on any form of meaningful gun safety laws is unconscionable," Governor Cuomo said. "New York is once again leading the way to prevent gun violence, and with this common sense reform, break the inextricable link between gun violence and domestic violence. This legislation builds on our gun laws -- already the strongest in the nation-- to make New York safer and stronger." New York law previously prohibited the possession of firearms for those convicted of a felony or a limited number of misdemeanor "serious" offenses. This legislation expands the list of "serious" crimes, which will lead to the loss of a gun license and the surrender of all firearms for those who are convicted. This legislation will also restrict any individual with an arrest warrant from obtaining or renewing a firearm license which was previously not the case.Governor Cuomo cites the fact that in nine of the last 10 mass shootings, the shooter had an existing record of committing or threatening violence against women or harassing them. 1447

NEW YORK (AP) — Chuck E Cheese, the restaurant chain that became a Mecca for children and a crucible for many of their parents, is filing for bankruptcy protection. Parent company CEC Entertainment has reopened 266 of its 612 company-operated Chuck E Cheese and Peter Piper Pizza restaurants. It did not elaborate on how willing parents are to again host birthday parties and other gatherings with so many cities still under tight restrictions on crowds. CEO David McKillips said Thursday in press release that it has been "the most challenging event in our company's history."“The Chapter 11 process will allow us to strengthen our financial structure as we recover from what has undoubtedly been the most challenging event in our Company’s history and get back to the business of delivering memories, entertainment, and pizzas for another 40 years and beyond,” said McKiilips in the release. “I am incredibly proud of what the CEC team has achieved over the past year as we launched the All You Can Play value gaming platform, expanded our remodel program, and found new ways to engage with families while our venues were closed. I’m confident in the strength of our team and our world-class brands and look forward to more fully implementing our strategic plan as we put these financial challenges behind us.”The cases will be heard in the United States Bankruptcy Court for the Southern District of Texas, officials said. 1433

New research suggests that antibodies the immune system makes to fight the new coronavirus may only last a few months in people with mild illness, but that doesn’t mean protection also is gone or that it won’t be possible to develop an effective vaccine.“Infection with this coronavirus does not necessarily generate lifetime immunity,” but antibodies are only part of the story, said Dr. Buddy Creech, an infectious disease specialist at Vanderbilt University. He had no role in the work, published Tuesday in the New England Journal of Medicine. The immune system remembers how to make fresh antibodies if needed and other parts of it also can mount an attack, he said.Antibodies are proteins that white blood cells called B cells make to bind to the virus and help eliminate it. The earliest ones are fairly crude but as infection goes on, the immune system becomes trained to focus its attack and to make more precise antibodies.Dr. Otto Yang and others at the University of California, Los Angeles, measured these more precise antibodies in 30 patients diagnosed with COVID-19 and four housemates presumed to have the disease. Their average age was 43 and most had mild symptoms.Researchers found that the antibodies had a half-life of 73 days, which means that half of them would be gone after that much time. It dovetails with a previous report from China also suggesting antibodies quickly fade. The results “call for caution regarding antibody-based ‘immunity passports,’ herd immunity, and perhaps vaccine durability,” the California authors write. That’s true, Creech said, but other parts of the immune system also help confer protection. Besides churning out antibodies, B cells develop a memory so they know how to do that again if needed.“They would get called into action very quickly when there’s a new exposure to the virus. It’s as if they lie dormant, just waiting,” he said.Other white blood cells called T cells also are better able to attack the virus the next time they see it, Creech said.Although circulating antibodies may not last long, what we need to know is if and how people remake antibodies if exposed to the coronavirus again and if they protect against another infection, Alison Criss, an immunologist at the University of Virginia, wrote in an email. “We also need to know if there is a protective T cell response” that reappears.Vaccines, which provoke the immune system to make antibodies, might give longer-lasting protection than natural infection because they use purified versions of what stimulates that response, she noted.Creech agreed.“This shouldn’t dissuade us from pursuing a vaccine,” he said. “Antibodies are only a part of the story.”___Marilynn Marchione can be followed on Twitter at http://twitter.com/MMarchioneAP___The Associated Press Health and Science Department receives support from the Howard Hughes Medical Institute’s Department of Science Education.
