SAN DIEGO (KGTV) - San Diego area fire agencies are boosting staffing levels ahead of what may be the worst Santa Ana wind event this year. The intense weather situation, due to start Tuesday night and last through Thursday, has crews working extra shifts. Cal Fire San Diego has nearly all of its 500 firefighters on duty to staff equipment and fill support roles, an agency spokesperson said on behalf of Chief Tony Mecham. Cal Fire also brought 150 out-of-state fire engines to California. San Diego County has an additional 15 fire engines, five patrols, six water tenders, and support elements including a Cal Fire communications unit. The California Office of Emergency Services also announced Tuesday it was coordinating to pre-position fire equipment and personnel ahead of Santa Ana conditions. Two strike teams consisting of five engines are staged in San Diego County, along with a helicopter. The San Diego Fire-Rescue department said staffing would be increased Wednesday morning at 7 a.m. due to the wind event.Two firefighting helicopters are available around the clock, according to spokesperson Mónica Mu?oz. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Still, an expert from UC San Diego says it's "entirely impossible" that it would succeed.On Jan. 6, both houses of Congress will meet to vote on the Electoral College results. It's a Constitutional formality that gives Congress the ultimate, final say in who will be the next president."Normally, this is what marks an election as over," says UC San Diego Political Science Department Chair Thad Kousser. "But with this year, everything is different."If one Representative and one Senator object to the Electoral College results during that vote, both houses have to go to their separate chambers and vote on the objection. If both agree to the objection, electoral votes can be thrown out.Alabama Republican Rep. Mo Brooks has already said he will object. He's looking for a Senator to join him."In my judgment, if only lawful votes cast by eligible American citizens are counted, President Trump handily won the electoral college and a second term as president," Brooks said in a speech to the House of Representatives on Dec 3.In that speech, he claimed, without presenting evidence, that millions of non-citizens voted in the election in several states."As such, it is my duty, under the U.S. Constitution, on January 6th, if the required one Senator will join me, to object to and later vote to reject electoral college submissions from states whose election systems are so badly flawed as to render their vote submissions unreliable, untrustworthy, and unworthy of acceptance," he said.Even if he files the objection, Kousser says it's just a political stunt."It's entirely impossible that the Democratic-controlled House will object to (electoral votes)," says Kousser.
