Ronald “Khalis” Bell, a co-founder and singer of the group Kool & the Gang, has died. He was 68. Publicist Sujata Murthy says Bell died Wednesday morning at his home in the U.S. Virgin Islands with his wife by his side. The cause of death has not been released. Kool & the Gang grew from jazz roots in the 1960s to become one of the major groups of the 1970s, blending jazz, funk, R&B and pop. After a brief downturn, the group enjoyed a return to stardom in the ’80s. The group won a Grammy in 1978 for their work on the soundtrack for “Saturday Night Fever.”In addition to vocals, Bell also played the sax for the band. SACRAMENTO, Calif. (AP and KGTV) — A bill that would end California's bail system and replace it with a risk assessment system is headed to Gov. Jerry Brown's desk. State Senate approved the bill with a vote of 26-12 Tuesday afternoon. If signed into law, it would make California the first state to completely end bail for suspects waiting for trial. Senators who support the bill say it would end a system that discriminates against low income people. Those in opposition argue that the measure would make communities less safe. If signed into law, the plan calls for the release of most suspects arrested for nonviolent misdemeanors within 12 hours. Those accused of serious, violent felonies wouldn't be released before their trials. Courts and California's Judicial Council would have discretion to determine whether or not to release other suspects based on the likelihood they will return to court and the danger they pose to the public.   999

That's why most social media companies, including Facebook, already ban children under 13 from creating accounts.Democratic Sen. Henry Stern says the bill will protect children. But Democratic Sen. ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit. Maverik Lowe, 11, was hospitalized. His family said he "continues to improve."A pretrial conference for Shepherd has been scheduled for Feb. 5, 2019, ABC 57 reported. 1218

  

SACRAMENTO, Calif. (AP) — A new report says California, which has a declining prison population, could save more than billion by closing eight lockups. The Legislative Analyst’s Office released a report Thursday saying the state has seen a reduction in its inmate population because of early releases and other actions linked to the COVID-19 pandemic. The report also says parole and sentencing law changes may flatten the prison population in the next few years. The report says the population changes, coupled with closing five adult prisons and three juvenile facilities, could save the corrections system .5 billion a year by 2025."The administration has indicated it plans to close one prison in 2021?22 and another in 2022?23 in order to accommodate the ongoing decline in the inmate population, primarily resulting from Proposition 57 (2016)" the analysis reads. "The budget package includes legislation requiring CDCR to inform the Legislature of the specific prisons to be closed by January 10, 2021 and January 10, 2022. The administration estimates the closures will result in 0 million in ongoing savings annually within a few years." 1162
