 BEIJING, Jan. 7 (Xinhua) -- China hopes to work with the United States to maintain a healthy and stable relationship which benefits the people of both countries and the world, said Chinese State Councilor Dai Bingguo on Wednesday.     "Sino-U.S. relations are at a crucial point linking the past to the future," Dai told the U.S. Deputy Secretary of State John D. Negroponte, who was here to honor the 30th anniversary of Sino-U.S. relations.     Dai said China and the U.S. shared common interests and consolidated a strategic foundation. This paved the way for further development of the relationship.     He summarized four achievements in Sino-U.S. relations made during the Bush administration.     --The two countries confirmed the relationship as stakeholders and constructive cooperators.     --The two heads of state maintained frequent contacts.     --High-level strategic dialogues were institutionalized to promote mutual trust and cooperation.     --Cooperation in all areas deepened such as major international and regional issues.     "Sino-U.S. relations have made remarkable progress over the past three decades and this linked the two countries closely," Dai said.     Negroponte said both the U.S. and China were important countries in the world and needed more dialogue and cooperation to safeguard global security and stability.     The strategic dialogue and the strategic and economic dialogue were two effective mechanisms and should be continued, he said.

BEIJING, Nov. 5 (Xinhua) -- Chinese industry faced a grim situation, as the global financial crisis would have a deep impact on the industrial and information technology sectors, a senior official warned on Wednesday.     Zhu Hongren, an official with the Ministry of Industry and Information Technology, said the country needed to increase investment in key areas and weak points of the industrial economy. The government should maintain a reasonable investment scale and step up technical innovation.     He said the imbalance between weakening demand and expanding capacity would become more problematic as the crisis spread. Labor-intensive and export-oriented businesses would be hurt as prices of energy and raw materials would continue fluctuating.     Among others, the electricity, textile and non-ferrous metal industries had already sustained heavy losses, with 18.3 percent of large industrial companies losing money during the first eight months of the year.     Industrial output growth fell to 11.4 percent in September, the lowest since April 2002. Power generation and oil production grew a mere 3.4 percent and 3.7 percent, respectively, while steel output fell 9.1 percent year-on-year.     In the first three quarters, the value of industrial exports rose 15.7 percent, which was 6.1 percentage points less than a year earlier.

ALGIERS, Nov. 4 (Xinhua) -- Visiting top Chinese legislator Wu Bangguo held talks Wednesday with Abdelaziz Ziari, speaker of the Algerian National Assembly, on issues of common concern and they agreed to boost bilateral relations and cement cooperation between the two parliaments.     China and Algeria always handle the bilateral relations from a strategic perspective, said Wu, chairman of the Standing Committee of China's National People's Congress (NPC), highlighting that the relations have endured the test of time since the two countries established diplomatic relations 50 years ago.     Wu expressed his appreciation of Algeria's adherence to the one-China policy, noting that China respects the choice Algerian people have made on path to develop their own nation.     China feels satisfied with the current bilateral cooperation especially with the two-way collaboration at multilateral occasions on issues of UN reform, human rights and anti-terrorism, he said.     Wu offered a four-point proposal to promote China-Algeria relations: firstly, maintain high-level exchange and increase political mutual trust; secondly, expand the substantial cooperation especially in infrastructure, agriculture and energy for mutual benefit; thirdly, intensify the exchange on humanitarian issues to carry out the traditional friendship; and lastly, strengthen coordination with an aim to safeguard the common interests.     Ziari, for his part, called Wu's visit to Algeria "a big event "for the bilateral relations and "a symbol" marking a higher level of the inter-parliamentary cooperation.     The speaker agreed with Wu's views on the bilateral relations and recalled the fact that China was the first non-Arab country who recognized Algeria's independence and forged the diplomatic relations with it, while expressing his gratitude to China's assistance to Algeria's national development. Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue.
