SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. Quach is scheduled to be sentenced on August 24. 1182

SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. RELATED: Man accused of slamming into Raytheon building federally chargedA complaint filed in federal court says surveillance video shows a Toyota Prius drive into the side of the building before a man can be seen in the back of the car. Authorities say the man then opened the back hatch when a fireball shot from the side of the vehicle and the man fled. According to the complaint, two empty magazine cartridges and remnants of a melted gas container were found inside the car. The Prius also had two different stolen California license plates. According to court documents, he was driving a Buick with stolen license plates. 1278

SAN DIEGO (KGTV) -- The city is backing state legislation that would change when police can use lethal force. The bill would authorize officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death. Currently, police can shoot to kill when an objectively reasonable officer would do the same.Democratic Assemblywoman Shirley Weber, who represents the South Bay, co-authored the legislation."The current standard hits communities of color especially hard," she said. "Young black men are 20 times as likely to be killed by police as their white peers." More than 100 people spoke in favor of the bill Tuesday as dozens of officers looked on.San Diego Police Chief David Nisleit called the bill well-intentioned but based on flawed data. He noted while officers killed 172 people in 2017 and only half had guns, more than 90 percent had other potentially lethal weapons. "Officers must make the best call they can with the information available to them at a critical time, and sometimes factors like human limitations in processing information will cause them to make decisions that turn out to be wrong," he said. The bill's now in the assembly.The council voted 6-2, with Scott Sherman and Mark Kersey opposed. Councilman Chris Cate abstained. 1299

  

SAN DIEGO (KGTV) -- The County Board of Supervisors voted to temporarily ban the sale of flavored e-cigarettes and combustible tobacco product in unincorporated areas of San Diego.Supervisors Nathan Fletcher and Dianne Jacob, first proposed the ordinance in October in response to the nationwide epidemic of serious lung injuries linked to "electronic smoking devices, the alarming uptake in e-cigarette use by teens, and the terrible toll of combustible tobacco (cigarettes, cigars, little cigars) on San Diegans."There have been a reported 43 cases of vaping-related lung injuries in San Diego County. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.As stewards of public health, the County has a responsibility to act in the interest of the public health. The ordinances the Board passed today to restrict the sale and use of smoking and vaping products in unincorporated areas of the County will save lives," said Supervisor Fletcher after the ordinances passed. "These actions are a necessary and critical step to protect public health."RELATED: San Diego woman hospitalized with vaping illness warns othersThe ordinance prohibits the sale or distribution in unincorporated parts of the county of e-cigarette devices and flavored smoking products, including bubblegum, mango, creme brulee, vanilla, menthol and mint. “It’s critical that we do all we can now to address this nationwide crisis as health experts work overtime to find out what’s behind it,” said Chairwoman Jacob. “With lives hanging in the balance, doing nothing is not an option.”The board also passed a ban on the sale of flavored tobacco products and a ban on outdoor smoking at restaurants. The proposed policy aims to curb secondhand smoke exposure for restaurant patrons, as well as the service industry employees, by restricting smoking at outdoor areas in unincorporated parts of the county.San Diego is now among the several dozen counties across the state that have passed ordinances prohibiting or restricting the sale of flavored tobacco products.A second meeting on the ordinances will be held on Jan. 28. If the ordinances pass, they will go into effect July 1. 2265

  

SAN DIEGO (KGTV) -- The days of free parking at the Westfield UTC Mall are numbered and it could cost some employees. Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out. Mall officials referred 10News to their website regarding the parking plan and said they could not answer additional questions at this time. 1586
