BEIJING, May 6 (Xinhua) -- Beijing police have refuted a rumor that a school attack occurred Thursday morning at a primary school in the city.An Internet post said an attack was carried out at Xiwang Primary School at around 9 a.m. in Sibozi of Beijing's Changping District and the police evacuated all the students on campus."There is no such school in Sibozi. And we never received a report of a school attack," said a spokesman with the Beijing Municipal Public Security Bureau Thursday afternoon.The police have launched an investigation into the source of the rumor, said the spokesman.The rumor came after a series of recent school attacks in China's Fujian, Guangdong, Jiangsu and Shandong provinces.

BEIJING, May 15 -- China is planning to raise the proportion of profits it collects from major State-owned enterprises (SOEs) in a move to balance income distribution, but analysts said the move should be bolder and the collected profits used to improve public well-being.The Ministry of Finance said on Tuesday that it might raise the ratio of profits of SOEs to be submitted to the State coffers.According to existing rules, monopoly enterprises under the administration of the central government in sectors like tobacco, oil, petrochemicals, power, telecommunications and coal mining should submit 10 percent of their post-tax profits, while the ratio for those in the iron and steel, transportation, electronics and trade sectors should be 5 percent.Financial corporations and companies in sectors like railways, transportation, education, culture, science and technology and agriculture are not included in the profit submission framework.The Ministry of Finance did not reveal by how much the ratio would be raised."It should be raised properly, and even if it were raised by 10 percentage points, it doesn't matter too much for those central enterprises, given their high profit level," said Zhang Wenkui, researcher with the State Council's Development Research Center.Central enterprises have been criticized by the public for having taken advantage of their monopoly or market predominance to make excessive profits. Some of them have further fueled public anger as they bid to purchase land at high prices, which is believed to have pushed up home prices.The central government collected profits of 14 billion yuan ( billion), 44.4 billion yuan and 98.9 billion yuan respectively in 2007, 2008 and last year from SOEs. In 2009 alone, however, the enterprises made profits totaling 965.6 billion yuan.

MOSCOW, April 23 (Xinhua) -- Russia will give humanitarian aid to quake-stricken China, a source at the Emergency Situations Ministry told Russian media on Friday."Under the Russian president's order, the ministry will deliver tents, blankets, diesel generators and food to China, about 40 tons of cargo in total," the ministry said, quoted by the Itar- Tass news agency.The flight is scheduled for Saturday, the source said."An Ilyushin Il-76 cargo plane of the ministry will bring the aid to the Qinghai province, which sustained the heaviest damage in the recent quake," the ministry said.Another plane will bring more aid to China in the near future.Last Wednesday, a 7.1-magnitude earthquake rocked the Tibetan Autonomous Prefecture of Yushu, in Qinghai province, killing over 2,000 people and injuring 10,000 others.

UNITED NATIONS, May 4 (Xinhua) -- "China has consistently stood for the complete prohibition and thorough destruction of nuclear weapons," and "it is firmly committed to a nuclear strategy of self-defense and its nuclear weapons pose no threat to other countries," a senior Chinese diplomat said here Tuesday.Li Baodong, head of the Chinese delegation to the conference to review the Nuclear Non-Proliferation Treaty (NPT), made the statement when he was taking the floor at the conference, which entered its second day here Tuesday."We have adhered to the policy of no-first-use of nuclear weapons at any time or under any circumstances, and made the unequivocal commitment that we will unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon-free zones," said Li, who is also the Chinese permanent representative to the United Nations."This open, explicit and transparent nuclear policy makes China unique among all nuclear-weapon states. "As countries with largest nuclear arsenals, the two should continue to make drastic reductions in their nuclear arsenals in a verifiable and irreversible manner, which will contribute to creating conditions for the ultimate realization of complete and thorough nuclear disarmament.""Nuclear-weapon states should earnestly reduce the role of nuclear weapons in their respective national security policy, unequivocally undertake not to be the first to use nuclear weapons, and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon states and nuclear-weapon-free zones," he said.
