CHULA VISTA, Calif. (KGTV) - Loved ones are grieving the COVID-19 death of a South Bay great-grandfather, while his wife fights for her life on a ventilator.George Torres, 67, first started feeling sick in early November."He had a headache, diarrhea, and shortness of breath," said his daughter Rachel Cedillos.Cedillos says his symptoms got worse and in mid-November. George was taken to the ER, tested positive for COVID-19 and placed on a ventilator one day later.Several days later, his wife of 49 years, Alma came down with her own symptoms. By the end of the month, both of Cedillos' parents were on a ventilator. On December 3, George Torres, a grandfather of nine and a great-grandfather, passed away."Oddly enough, I felt panic. Didn't know what to do. All I could do was just cry," said a tearful Cedillos.Cedillos says her father was always joking and laughing, and made everyone feel comfortable."The friendliest man. The greatest man to talk to about anything ... He was silly almost all the time ... He loved, loved his grandchildren," said Cedillos. He worked as a part-time handyman and Lyft driver seven days a week. Cedillos isn't sure how her father contracted the virus, but says he was diligent about masks, for himself, and his passengers."If they refused, he would refuse to give them a ride," said Cedillos. As COVID-19 cases continue to grow, Cedillos makes this urgent appeal."Please, please be careful. Be responsible. Wear a mask," said Cedillos. As for Cedillo's mother, Cedillos says she's performed well on recent breathing tests, and is hopeful she'll recover. Alma does not yet know her husband has passed."It’s extremely painful knowing we have to tell her weren’t she wakes up," said Cedillos.George did not have any underlying conditions. Alma suffers from high blood pressure.A Gofundme campaign has been set up to help the family with funeral and medical expenses. 1906

CHULA VISTA, Calif. (KGTV) -- The Port of San Diego and City of Chula Vista reached a milestone today, approving the financial agreement for the Chula Vista Bayfront resort hotel and convention center project."It's taken us 30 years to get to this day, and it's certainly worth it," Chula Vista Mayor, Mary Casillas Salas said. Officials also authorized a revenue-sharing agreement between the two agencies. The entire project will cost .1 billion. Of that, RIDA Developement will invest 5 million. The city and the port authority will pay for a combined 0+ million. Port commissioners said it is a large investment for an even larger long-term reward. "As far as what we'll get back, we will see an immediate impact by the fact that it's going to create 10,000 construction jobs, and it's going to put about a billion dollars in the local and regional economy," Moore said. RELATED: South Bay residents get an idea of massive bayfront developmentIn August of 2017, the City gave residents a better idea of what the Bayfront will look like in the next 20 years. The anchor for the Bayfront is set to be a .1 billion resort hotel and convention center that the city says will be built by Houston-based RIDA Development. The current Chula Vista RV Park will also move roughly a mile away to make room for construction. The Port of San Diego is also finalizing plans to replace it with a new RV park.RELATED: First new development in decades expected on Chula Vista's Bayfront?According to the city, the project is entitled for 600,000 square feet of restaurant, retail and marina use and nearly 3,000 hotel rooms. The city says the Bayfront is also designed to create new public parks. Planned improvements include 70 acres of new parks, 120 acres of open space and shoreline promenade.Watch a video of the planned development in the player below:Check out the timeline below to see some of the big events in the history of the proposed development:  2007

CINCINNATI -- Kroger Co. has joined Dick's Sporting Goods and Walmart in tightening its policy on gun sales after a school shooting killed 17 in Parkland, Florida. The Wall Street Journal reports the Cincinnati-based grocery chain will stop selling guns to anybody under 21 at 43 Fred Meyer locations, mostly located in western states."Recent events demonstrate the need for additional action on the part of responsible gun retailers," the company wrote in a statement to CNBC. "We believe these are common sense steps we can take immediately that are in line with our values and our vision." On Wednesday morning, Dick's Sporting Goods, the nation's largest sporting goods retailer, announced it would?stop selling assault-style weapons and raise its minimum age for gun purchases to 21. Walmart quickly followed, also raising its minimum age to 21.Read the full statement from Kroger below.Kroger's vision is to serve America through food inspiration and uplift. In response to the tragic events in Parkland and elsewhere, we've taken a hard look at our policies and procedures for firearm sales. We follow all state and local laws regulating the sales of sporting-related firearms at our select general-merchandise Fred Meyer stores.Recent events demonstrate the need for additional action on the part of responsible gun retailers. We are raising the minimum age to 21 to purchase firearms and ammunition in all of our Fred Meyer locations that sell firearms. We stopped selling assault-style rifles in our Oregon, Washington and Idaho Fred Meyer stores several years ago and we will no longer accept any special-orders of these weapons in Alaska. Through Restock Kroger, we have a robust space optimization effort underway in many of our stores, including Fred Meyer locations. As we refresh stores we are often transitioning gun departments due to softer demand and changing customer preferences. We believe these are common sense steps we can take immediately that are in line with our values and our vision. 2030

CHULA VISTA, Calif. (KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. Syed is hopeful that he doesn't become a part of that statistic. Hurricane Grill in Wings is located at 2040 Birch Road, Suit M101 in Chula Vista. 1098
