(KGTV) - The owners of the Cottonwood Golf Club in El Cajon have filed an application with the county to convert the property into a sand mine.Details were revealed at the Valle del Oro community planning group meeting earlier this month.The proposal calls for a three-phase mining operation over 10 years.The first phase would take place on the course west of the Steele Canyon bridge, which has already been closed to golfers.Sand is needed as a component of concrete, which has become scarcer during the construction boom of the past decade.The mine would produce a maximum of 570,000 tons a year, creating an estimated 170 heavy truck round trips a day from the site.The property is owned by Beverly Hills real estate agent Michael Schlesinger, who also owns the shuttered golf courses at Stoneridge Country Club and Escondido Country Club.10News reached out to EnviroMine, the consulting company involved in the plan. They said they would comment at a later date.Nearby residents have already created an opposition group called “Stop Cottonwood Sand Mine.”Barry Jantz is one of the organizers who argues a sand mine is not compatible with the neighborhood.“The character of the neighborhood would be impacted,” said Jantz.More specifically, he says they are worried about the noise and traffic from the trucks, as well as pollution, environmental impacts and the potential to decrease property values. During Frontier flight 1397 from Cleveland to Tampa this afternoon, six passengers became ill. The aircraft was met by local emergency medical services upon arrival in Tampa. Those passengers displaying symptoms were evaluated by medical staff before being released. All other passengers were released after a brief holding period. (KGTV) - An upset burglary victim says she didn't get emotional when she saw the surveillance video, until she heard what the intruders did.Just off Applewood Drive around 4 p.m. Sunday, Michele returned home from grocery shopping with her 7-year-old daughter."I saw the bedroom was in complete disarray, grabbed my daughter and said, 'Let's get out of the house right now,'" said Michele.Ring doorbell video shows what happened: three men cased the home, then approached and hopped over her fence. Moments later, the three bag-toting men ripped off the screen of a back window and climbed in.The sound of Michele's dog, a 10-year-old Miniature Schnauzer named Trixie, is heard barking and then there is another noise: a pained whimpering lasting more than five seconds."Something was done to her to cause her pain. It brought me to more tears than knowing we'd been violated," said Michele.About half an hour later, two of the men are seen leaving through the window, swatting at and toppling a camera on the way out.They would make off with electronics, a handgun and dozens of pieces of jewelry, including some priceless family heirlooms. Also gone was Michele's diamond and platinum wedding ring set."There was sentimental value for sure," said Michele.But Michele says she's thankful Trixie wasn't hurt badly. She also says missing the burglars by minutes was a literal blessing because she had stopped at church for a few minutes before coming home. (KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. So while police won't respond to complaints like who is or is not wearing a mask or whether a restaurant has too many people inside, they will focus on more egregious violations, like large parties or businesses being fully opened.RELATED: El Cajon Mayor calls for police to stop enforcing county COVID-19 measuresHowever, after California implemented new guidance on Friday that allows San Diego County to reopen several businesses indoors with modifications starting Monday, Wells said no major action by the city was needed.Thursday, Wells told ABC 10News that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance, but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. I'm not telling people not to social distance. EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019.
