BEIJING, Oct. 21 (Xinhua) -- China's national political advisors Thursday offered suggestions on the national development plan for 2011 to 2015, at a meeting of the Chinese People's Political Consultative Conference (CPPCC) in Beijing.Jia Qinglin, chairman of the CPPCC National Committee, the top political advisory body, attended the meeting.At the gathering, 15 CPPCC members made speeches in which they advised the government on issues such as improving education, adjusting income distribution, developing the western regions, enhancing China's innovative abilities and public welfare.The Communist Party of China Central Committee outlined the key objectives of the 12th five-year development plan in a four-day meeting that ended on Monday.The plan will be drawn up by the State Council, or the Cabinet. China's top legislature, the National People's Congress, will vote on the plan at its annual plenary session early next year.

TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. Guangxi University was chosen at the time to be its Chinese partner.The Confucius Institute at Tallinn University will offer the public three-month-long courses that teach both the Chinese language and the Chinese culture.The first set of those courses has been overbooked by Estonians, as more and more people in the country become interested in the language and culture of a booming China.Li, while talking with students majoring in Chinese at Tallinn University, encouraged them to study hard and learn more about the Chinese culture."I hope you can be ambassadors of cultural exchanges between China and Estonia, proponents of bilateral economic and trade cooperation and even Sinologists," he said.He added that cultural exchanges are meaningful projects which can "sow the seeds of friendship between China and Estonia" and play an important role in the overall bilateral relationship."The steady development of state-to-state relations is based on favorable public opinions toward each other, which can be nurtured through cultural exchanges," he said.Raud said the establishment of the Confucius Institute at the university was a landmark event in Chinese language learning and the spread of the Chinese culture in Estonia.He pledged to work closely with Guangxi University to build the Confucius Institute into a center for spreading the Chinese culture in the Baltic region.Earlier in the day, Li met with a senior Estonian parliament member on bilateral relations.He also paid a visit to the Port of Tallinn and was briefed on its latest development plans. The port has been trying to build itself into a regional maritime transportation center by seeking support from Chinese partners.Li arrived in Tallinn on Tuesday for a three-day official goodwill visit. Estonia is the first leg of his four-nation tour which will also take him to Montenegro, Ireland and Iran.

SHANGHAI, Oct. 18 (Xinhua) -- Wang Lihua sent her son to a Shanghai rehabilitation center for the disabled when he was three years old. Now about to turn six, her son, who has cerebral palsy, a neurological disorder that permanently affect body movement and muscle coordination, has regained use of some parts of his body."When he first came to the center, he was not able to crawl, kneel, or stand. Now he has not only learned these abilities, but also learned to walk, even just for a short distance," Wang said.Opened in 1999, the Shanghai Rehabilitation and Vocational Training Center for the Disabled specializes in medical, educational, engineering, and vocational rehabilitation for the disabled.Feeling timid and afraid of the strange new environment at first, Wang's son now very much likes the therapists at the center."The therapists here work very hard, since they provide training to children with cerebral palsy one at a time from dawn to dusk. The children have a busy day as well. My son spends his day either having meals or training," Wang said.The hard work has paid off. Her son has learned by heart many lines of a nursery rhyme and Chinese poem, as well as addition and subtraction.Largely satisfied with the results of the rehabilitation, Wang said she was thinking about sending her son to a regular primary school next year.According to Xu Shenglin, the center's vice director, the center treats children suffering from cerebral palsy or autism with a combination of therapies such as acupuncture, massage and sports, and every child with cerebral palsy is treated in a one-on-one rehabilitation program which has an effective rate of 95 percent.The center also runs a course for parents of children with cerebral palsy to teach them about home rehabilitation.Monthly fees for each child with cerebral palsy at the center is 3,000 yuan (495 U.S. Dollars), with 60 percent covered by health insurance. Families with children with cerebral palsy receive an annual subsidy of 10,000 yuan from the Shanghai municipal government.In Shanghai, the economic center of China, there are 942,000 disabled people, accounting for 5.29 of the city's population. The city's government has spent about 4.4 billion yuan in aid programs for the disabled since 2007, which has helped set up over 2,000 aid institutions and allows 100,000 disabled people to receive subsistence and other kinds of government subsidies.Under a program that offers health and medical services at home, some 130,000 disabled people have received basic rehabilitation services and 160,000 have received health check-up service.The government in Shanghai has also financed at-home care for 15,000 unemployed and severely disabled people who are not committed to any institutions or do not receive any subsidy for day care.In China, the rights of the disabled have always been a priority of the government. A national human rights action plan for 2009 and 2010 specifies targets about guaranteeing the rights of the disabled.The Chinese government's efforts to guarantee these rights are evident at the ongoing Shanghai World Expo. Some 1.86 million people have visited the first-ever pavilion dedicated to the disabled in the history of the World Expo, as of the middle of October."The number of visitors far surpassed our expectations. I think this shows more and more people have concern for the disabled," said Cao Ziping, the director of the pavilion.

UNITED NATIONS, Oct. 22 (Xinhua) -- China on Friday voiced its hope that the upcoming summit of the Group of 20 largest economies (G20) will help achieve positive efforts that include the efforts to strengthen the institution building, enhance market confidence around the world and accelerate the recovery of the world economy.The statement came as Li Baodong, the Chinese permanent representative to the United Nations, was speaking at the informal meeting of the UN General Assembly on the upcoming G20 summit in Seoul, the capital of the Republic of Korea (ROK)."China hopes that the Seoul summit will, in the spirit of mutual benefit and win-win outcome on the basis of implementation of the outcomes of previous G20 summit, achieve the following positive results: First, strengthen the institution building of the G20, enhance market confidence around the world, and accelerate the recovery of the world economy," Li said."Second, complete the IMF's share reform before the summit and fulfill the commitments made by the G20 leaders," he said. "Third, address the imbalance in development issues, so as to provide political support to the early realization of the MDGs," the eight anti-poverty targets to be reached by 2015. BEIJING, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday arrived in northeast China's port city of Dalian, the first stop of his three-day China visit.This is Medvedev's second state visit to the country since he assumed presidency in May 2008.On Sunday, Medvedev will visit a memorial to the Soviet Union war dead and meet with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945).During his stay in the city, the Russian president will stop by the Dalian Institute of Foreign Languages, where he will have brief discussions with Russian language professors and students. He is also slated for a meeting with leaders of northeast China's Liaoning Province.More important meetings are scheduled for Monday when the Russian leader visits Beijing. He will hold talks with Chinese President Hu Jintao and call on other Chinese leaders, including top legislator Wu Bangguo and Premier Wen Jiabao.On Monday evening, Medvedev will travel to east China's metropolis of Shanghai, where, on the next day, he will meet with Chinese Vice President Xi Jinping and attend events marking the Russia Day at the ongoing World Expo, which runs from May 1 to Oct. 31.
