MINERAL WELLS, Texas – A young bull rider has died after being bucked off a bull during a competition in Texas.Rowdy Lee Swanson of Duncan, Oklahoma, passed away Thursday due to injuries sustained while competing at the Palo Pinto County Livestock Association’s PRCA Rodeo in Mineral Wells, according to the Professional Rodeo Cowboys Association.“We are deeply saddened by the passing of Rowdy Swanson at the ProRodeo in Mineral Wells, Texas,” PRCA CEO George Taylor said. “The hearts of the entire rodeo community go out to Rowdy’s family in this tragic time. The lawsuit, filed by the family of Earl McNeil, names National City as well as several officers and deputies. McNeil showed up at the National City Police Department in 2018 seeking help. According to the medical examiner, McNeil had high levels of methamphetamine in his system when he died. The lawsuit claims officers used excessive force and failed to give him proper medical care. She claims the village is trying to "skirt the law" by declaring her property as a blighted area on the development site."This area doesn't qualify for the new definition of blight that the Wisconsin Legislature put in Chapter 32 that says the properties are dilapidated or deteriorated, or run down, or are a safety or health risk," said Mahoney."I don't think its fair to characterize it that we are skirting any laws," said DeGroot. "We are being very upfront, very forthright, very transparent with how we are going about this process.
