The US-backed Syrian Democratic Forces have detained a US citizen who had been fighting with ISIS in Syria, a US military official told CNN Thursday.The official added that it appeared that the American citizen surrendered to Kurdish elements of the Syrian Democratic Forces.A spokesperson for the US-led coalition fighting ISIS would not confirm that a US citizen was in the custody of the SDF, referring questions to the US State Department."We have seen those same reports and the SDF as our partner has taken an oath to make sure that any fighters that they capture that they maintain them and bring them to the proper authorities. The U.S. Supreme Court has declined to weigh in on the battle over pension reform in the city of San Diego. The decision leaves in place a California Supreme Court decision from last year that called pension reform into question and required a lower court to come up with a remedy. It could end up costing the city billions. In 2012, San Diego voters approved Proposition B with 65 percent in-favor. The measure ended pensions for nearly all new city hires, instead switching them to 401(k) type plans. Around the time, the city faced a billion pension liability, comprising 20 percent of the budget. "It is saving us, literally, hundreds of millions of dollars," Mayor Kevin Faulconer said Monday. "That's why it's important, so we can invest dollars back into neighborhoods."The city, however, is now on the legal defensive. Back in 2012, then-mayor Jerry Sanders campaigned on behalf of the measure. Labor unions argued Sanders' involvement required the city to meet and confer with unions before changing their terms of employment. The city argued that Sanders was exercising his First Amendment right to endorse the measure, which got to the ballot via a citizens initiative. The state Public Employee Retirement Board sided with the unions. So did the California Supreme Court, which last year ordered lower courts to decide a remedy. "There is not even a breath of a suggestion in this case that any public officials First Amendment rights have been violated," said Ann Smith, the attorney representing the labor unions. The winds were so strong on July 26 in Redding, California, authorities say they uprooted trees, ripped roofs off houses and downed power lines.The fast-moving Carr Fire took three family members from Ed Bledsoe that day -- his wife and two great-grandchildren."The tornado was hovering over the house," Amanda Woodley, Bledsoe's granddaughter, told CNN. "It was just a tornado fire over the house."Bledsoe had left the house earlier to go to the doctor's office, and was on the phone with his family members as the flames closed in. They believed they were safe from the fire and knew nothing of the approaching hellscape that was like nothing any of them had ever seen before.He said his son drove toward the flames in the hope of rescuing his family members. "(There was) a loud disturbing deep growling noise as it spun around in a spiral. The Statesman Journal reported that 13-year-old Wyatt Tofte of Lyons, Oregon, and his 71-year-old grandmother Peggy Mosso are among the six reported fatalities in the state from the ongoing fires.
