SAN DIEGO (CNS) - The Metropolitan Transit System is increasing bus and trolley services as the economy continues to reopen.MTS will increase weekday midday service on the UC San Diego Blue Line beginning Monday, June 15, followed by service increases on dozens of bus routes in late June."As we continue the regional reopening of our economy, we know more people will need the services that MTS provides. We want people to know that San Diego's transit system will continue to be a safe and reliable option as possible," said MTS Board Chair Nathan Fletcher. "We've strengthened our already-enhanced sanitizing protocols on vehicles and at stations and implemented policies to better protect our passengers and employees. We are now increasing service to help reliability and allow for greater physical distancing of passengers."Beginning Monday, the UC San Diego Blue Line trolley -- which connects the San Ysidro international border to downtown San Diego -- will increase its service frequency to every 7 1/2 minutes from 4:30 a.m. until 7 p.m., and keep 15-minute frequencies until 9 p.m., followed by every 30 minutes until the end of the service day.Weekday ridership on the Blue Line plummeted 69% between February 24 and April 20, from 63,715 daily riders to just 19,787. Since April 20, average weekday ridership has increased 28%, topping out at 25,367 the week of June 1. More frequency will give more opportunity for passengers to practice social distancing on board and on platforms when possible. Service on the Orange Line and Sycuan Green Line will remain unchanged.While trolley service will first be increasing to closely mirror pre- COVID-19 levels, MTS is also making preparations to increase bus service in the coming weeks. Schedules and routes are being finalized. The goal is to provide service increases that meet market demands. MTS reduced weekday service levels approximately 25% on April 13 to address record-low ridership while still providing critical service for essential workers and trips.In addition to service increases, MTS says it also continues to improve its already-strict safety and sanitizing protocols. The latest development on that front is retrofitting buses with germ barriers to better protect bus operators. Barriers will also allow the agency to return to front- door boarding, which gives passengers more room in which to spread out. MTS has only allowed rear-door boarding since April 1 to protect the health of bus operators.MTS continues to operate about 95 bus routes and three trolley lines. Frequencies and spans have been modified due to COVID-19. Updated schedules can be accessed on the MTS website. SAN DIEGO (CNS) - The San Diego City Council today approved an emergency ordinance requiring hotels, event centers and commercial property businesses to recall employees by seniority when businesses begin to recover and to retain employees if the business changes ownership after the worst of the COVID-19 pandemic abates.The local ordinance applies to hotels with more than 200 rooms, janitorial, maintenance and security companies with more than 25 employees and gives recalled employees three days to decide whether to accept an offer to return.The ordinance, which was approved on a 7-2 vote, will remain in effect for six months or until Dec. 31, depending on Gov. Gavin Newsom and whether he signs Assembly Bill 3216 into law statewide. The state legislation has a significantly lower bar, requiring hotels with 50 or more rooms and event centers with 50,000 square feet or 1,000 seats or more to employ retain and recall rules by seniority.Derrick Robinson, of the Center on Policy Initiatives, said the ordinance is a good step toward protecting older workers and Black and Latino workers.``A recall by seniority protects against discrimination and favoritism,'' he said. ``And a retention protects workers when a business changes ownership.''Robinson said more than 90,000 hospitality and food service workers had lost their jobs since March, with less than half returning to work. Councilman Chris Ward drafted the ordinance for service and hospitality workers.``Council's action to approve my Emergency Recall and Retention Ordinance will ensure the most experienced San Diegans, in our most critical sectors, are rehired first to promote efficiency and safety as we re-open and rebuild our economy,'' he said. ``For months, we've heard from San Diegans who are at risk of losing their careers after decades of service. This heavy- handed ordinance drafted by union bosses could result in the closure of several hotels already struggling to survive.''Council President Georgette Gomez saw the ordinance as a win for the tourism industry, but more specifically for the workers laboring in that industry, particularly coming off Labor Day weekend.Several dozen San Diegans called in to voice thoughts and concerns about the emergency ordinance.Among them were workers, some of whom have been in the hospitality industry for decades, who urged the council to help them and their families, while multiple business organizations and hotel owners decried the ordinance as union heavy-handiness which could sink their struggling businesses. 3353

SAN DIEGO (CNS) - San Diego County public health officials Saturday reported 529 newly confirmed cases and four additional deaths from COVID-19, bringing the county's totals to 29,577 cases and 565 deaths.Three new community outbreaks of COVID-19 were identified Friday, raising the number of outbreaks in the past week to 40. One outbreak was in a restaurant/bar, another in a gym, the other in a government setting.The number of outbreaks far exceeds the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households.Of the 9,161 tests reported Friday, 6% were positive. The 14-day rolling average percentage of positive cases is 5.4%. The state's target is fewer than 8% of tests returning positive.Of the total positive cases, 2,551 -- or 8.6% -- required hospitalization and 650 -- or 2.2% -- were admitted to an intensive care unit.The four people whose deaths were reported Friday were men who died between July 24 and July 31. Their ages ranged from 55 to 82. All had underlying medical conditions, as have 95% of those who have died from the illness.According to county data, 57% of adult San Diego County residents have underlying medical conditions such as high blood pressure, heart and lung disease, cancer, diabetes and obesity. These conditions put such people at higher risk for serious illness should they contract COVID-19.Of the total hospitalized during the pandemic due to the illness, 71% have been 50 or older. The highest age group testing positive for the illness are those 20-29, and that group is also least likely to take precautionary measures to avoid spreading the illness, a county statement said."Some San Diegans think they're not going to get sick and therefore are not following the public health guidance," said Dr. Wilma Wooten, the county's public health officer. "What they don't realize is that they could get infected and pass the virus to others who are vulnerable."An amendment to the county's public health order, which went into effect Wednesday morning, now requires all employers to inform employees of any COVID-19 outbreaks or cases at a place of business. Previously, the county recommended employers disclose outbreak information but did not require it."We are continually adjusting and making refinements," Fletcher said. "We believe most entities are acting responsibly, but this will ensure employers inform their employees."Speaking at the county's daily coronavirus briefing on Wednesday, Fletcher and county Supervisor Greg Cox said the county is rapidly attempting to recruit more Spanish-speaking contact tracers and investigators and increase testing in the South Bay, where communities are reporting the highest rates of COVID-19 in the county. The percentage of Latino contact tracers and investigators hired by the county is currently 25%.The head of the Chicano Federation of San Diego County was critical of the county's response, saying it had not taken actions to reflect its demographics in contact tracers -- an inaction that could be exacerbating cases and reporting in the county's Latino population."We were told repeatedly that the county was working diligently to hire people from the community to serve as contact tracers, and that they were being intentional about making sure contract tracers and investigators were representative of the community. They lied," Chicano Federation CEO Nancy Maldonado said in a statement Wednesday."The County of San Diego has failed Latinos at every step of this pandemic," she said. "Lives have been destroyed because of failed leadership. The response from the county has been irresponsible -- and San Diego County's Latino community is paying the price."Latinos make up 61% of those hospitalized in the county from the virus and 45% of the deaths. They compose around 35% of the county's population.Cox and Fletcher also said they would bring a plan for a safe reopening compliance team before the full Board of Supervisors. The team would supplement health order enforcement, including investigating egregious violations, outbreaks and conducting regular checks of the county's more than 7,500 food facilities.New enforcement could include a compliance hotline for tips, additional staff for investigations and outbreaks and coordination with cities to send a team to conduct investigations. 4430

  

SAN DIEGO (CNS) - San Diego County public health officials reported 490 new COVID-19 cases and 12 deaths related to the illness, raising the region's totals to 26,098 cases and 524 deaths.Four women and eight men died between June 15 and July 22, and their ages ranged from 44 to 88. All had underlying medical conditions.The county reported 6,974 tests Friday, 7% of which returned positive. The 14-day rolling average of positive tests is 6.1%. Wednesday was the deadliest day due to COVID-19 yet reported in the pandemic.Cal State San Marcos sent an advisory to students and staff Thursday evening notifying them that two employees who were working on campus have tested positive for COVID-19."One individual was last on campus on July 16 and the other individual on July 17," the advisory said. "Both are in self-isolation following public health protocols, as are people with whom they have had close personal contact."As a result of numbers that continue to rise, Supervisor Greg Cox announced Wednesday that San Diego County was starting a Safe Reopening Compliance Team that will provide assistance to businesses and residents not in compliance with public health orders. The team's exact powers were not immediately clear."This is a carrot approach, not a stick," Cox said Wednesday. "But we still have the stick and other tools to ensure compliance."Supervisor Nathan Fletcher said the team would enable the county to step up enforcement on "egregious violations" -- but the details on that enforcement were also unclear. Officials were reaching out to the various cities and communities in the county to collaborate on solutions."This is out of an effort to keep our businesses open, not to close them," Fletcher said.Three new community outbreak was identified Friday, bringing the total in the past seven days to 13. The number of community outbreaks -- defined as three or more COVID-19 cases in a setting and in people of different households -- remains higher than the state threshold of seven or more in seven days.The new outbreaks were reported in a restaurant/bar, a gym and a church.Of the total positive cases, 2,330 -- or 8.9% -- have been hospitalized and 602 -- or 2.3% -- have been admitted to an intensive care unit. As of Wednesday, 485 people with COVID-19 were hospitalized, 166 of them in intensive care units.From July 13 to July 19, the county also reported its most hospitalizations, 163, and the most deaths, 56, in any one-week span since COVID-19 began spreading in the United States in March."We implore you to not wait for someone you care about to lose the fight against COVID-19 before you take action," Dr. Wilma Wooten, the county's public health officer, said Monday. She said the recent spike in cases began to occur after bars, hotels and gyms reopened June 12.According to Wooten, 95% of the county's COVID-19 deaths have had underlying medical conditions.The percentage of San Diegans testing positive rose to 158.5 per 100,000 residents as of Thursday's data, well above the state's criterion of 100 per 100,000.The last metric the county has failed to maintain is the percentage of cases that have been handled by a contact investigator within 24 hours of being reported. There are more than 500 investigators employed by the county, and although 98% of all cases had been investigated in that time frame as recently as June 25, that rate had dropped to 9% as of Wednesday.Wooten said that in response, the county is attempting to hire more contact investigators, with 97 set to come on board Friday and another 212 are in the hiring process. 3827

  

SAN DIEGO (CNS) - San Diego County students' performance on standardized tests in English and math mostly held steady from the previous year, according to scores released Wednesday by the California Department of Education.The performance of San Diego County students on the California Assessment of Student Performance and Progress tests generally surpassed that of students statewide, according to the department. The CAASPP tests were administered in the spring to more than 3 million students across the state in grades 3-8 and 11. In San Diego County, 26.45% of the more than 250,000 students who took the tests exceeded the state standard in English, up slightly from 25.79 percent the previous year. According to the state, 30.1% met the standard, down slightly from 30.46% last year; 20.89% ``nearly'' met the standard, down slightly from 20.93% last year; and 22.55% failed to meet it, down from 22.82% the previous year. In math, 23.45% exceeded the standard, 21.6% met it, 24.84% nearly met it and 30.12% failed to meet it. The percentages from the previous year were 22.52%, 21.76%, 25.37% and 30.36%, respectively. Statewide, 22.23% exceeded the standard in English, while 28.64% met it, 22.4% nearly met it and 26.73% failed to meet it. In math, 19.69% exceeded the standard, 20.04% met it, 25.41% nearly met it and 34.86% failed to meet it. The statewide scores were all also moderately improved from the previous year. State Superintendent of Public Instruction Tony Thurmond acknowledged the overall improvement, but said he was concerned that gains were less consistent in later grades of 7, 8 and 11, while performance continues to lag among some students of color. ``Disparities between students of color and their white and Asian peers continue from year to year and demonstrate the importance of our priority initiative of closing the achievement gap,'' Thurmond said in a statement. ``Education equity should mean equity for all students and right now, we are not there. All students should have an equal opportunity to succeed academically and enter the workforce prepared with the needed skills to compete in the industries that drive our state forward.'' 2188
