SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. "No one is interested in buying that. So the proper thing to do is rip the box, give me the top and throw away the bottom."  2052

  

SAN MARCOS, Calif. (KGTV) – Authorities have identified the victim and suspect after a man and a woman were found dead in a San Marcos home Monday. The Medical Examiner identified the victim as Michelle Johnson, 43, as the victim and Tiko Leal, 49, as the suspect. Deputies were called to the home on the 1000 block of Lanza Court early Monday morning after receiving reports of unknown trouble. Neighbors told deputies that two children, ages 10 and 11, were inside the home and afraid to come out. After entering the home, Johnson and Leal were found unresponsive with trauma to their bodies, according to the department.
