BEIJING, March. 4 (Xinhua) -- Anti-corruption authorities of the Chinese government and the Communist Party of China (CPC) have been ordered to make sweeping investigations of all major state-funded construction projects begun since 2008.The order was issued at a conference on Thursday on cleaning up the construction sector in 2010.The investigations would cover the bidding and tendering processes, land use rights, construction quality and transparency of the entire process, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection, the CPC's anti-graft body, at the meeting.He, also head of the national team to stop corruption in construction projects, said 2010 would be a crucial year in stepping up the fight against corruption and misconduct in the construction sector.He warned anti-corruption authorities to take the investigations seriously."Those who are merely going through the motions will be held accountable," He said, according to a statement issued after the conference.The fight against corruption and misconduct in the construction sector would contribute to steady and relatively fast economic growth, he said.Since the initiation of a nationwide two-year campaign against the corruption and misconduct in construction sector in July last year, the country's discipline inspection authorities had investigated 5,803 cases linked to the construction sector, and had penalized 3,374 people, said the statement.

BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

TAIPEI, Feb. 22 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that negotiating and signing a wide-ranging economic pact with the Chinese mainland was "absolutely necessary" and "needs to be done quickly."Ma made the remarks here when attending a gathering for Taiwan business people with business on the mainland. SEOUL, Feb. 17 (Xinhua) -- South Korea plans to launch a joint research with China and Japan on the feasibility of a free trade agreement (FTA) among the three Northeast Asian countries, South Korea's foreign ministry said Wednesday.According to a report by the ministry, the country, which has been seeking an economic integration of the Northeast Asian region by creating favorable conditions for FTAs, will kick off a joint study with the countries, in which government officials, scholars and business representatives will participate.Along with the trilateral FTA, the country will also continue to push for settling separate bilateral trade agreements with China and Japan, the ministry said in the report.Currently, South Korea has free trade agreements with Chile, Singapore and the European Free Trade Association, as well as a similar pact with the Association of Southeast Asian Nations.Recently reaching a free trade deal with the European Union, the country also wrapped up its free trade talks with India, settling the so-called comprehensive economic partnership agreement (CEPA) in August.With respect to the free trade deal with the United States, signed in June 2007, both countries are waiting for legislative approval.South Korea is also seeking similar trade deals with Australia, Canada, and Mexico.
