Police in southwest England say two people are in critical condition and are being treated "for suspected exposure to an unknown substance." PENSACOLA, Fla. — Rivers swollen by Hurricane Sally's rains could mean more problems for parts of south Alabama and the Florida Panhandle. Sally has diminished to a tropical depression. But it's still a rainmaker as it has moved Thursday into Georgia, on a path to the Carolinas. At least one person was killed on Wednesday in Alabama and one other person was reported missing. Hundreds of people were rescued on Wednesday by first responders. The storm flipped boats and cars and even caused significant damage to a bridge outside of Pensacola, Florida.Authorities warned that rain from the storm could swell eight waterways in Florida and Alabama to record levels. Florida Gov. Ron DeSantis warned residents and visitors of possible river flooding in the coming days. The National Weather Service says the small city of Brewton, Alabama, can expect moderate to major flooding. 886

Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. Patrick Quinn, a co-founder of the popular Ice Bucket Challenge, died at the age of 37.The ALS Association announced the news on social media Sunday.Quinn was diagnosed with amyotrophic lateral sclerosis (ALS) shortly after his 30th birthday, according to the association. Since his diagnosis, Quinn raised awareness for the disease, co-creating the widely popular Ice Bucket Challenge.ALS posted the following message of Quinn following his passing:"We are deeply sorry to share that Pat Quinn passed away today.
