SAN DIEGO (KGTV) - The coronavirus pandemic has brought the historic Balboa Park Carousel to a halt. Still, it hasn't halted plans to upgrade the 100-year old attraction."We did make lemonade out of lemons here," says John Bolthouse, the Executive Director of the Friends of Balboa Park.The group started a capital campaign fundraiser three years ago, hoping to raise million to overhaul the carousel. When the coronavirus pandemic hit, they saw an opportunity in the closure."We did the best to take advantage of it," Bolthouse says. "People stepped up, and they saw that there was a need and an opportunity to get these things done."A fundraising push brought in 0,000 in 30 days, bringing the total amount raised to .4 million. With the extra cash on hand, the Friends of Balboa Park accelerated the schedule for remaking the ride.They've repainted several of the animals, restoring them to the original design. The group also rewired the entire carousel lighting system. That included changing over every bulb to safer energy-efficient LED bulbs.It also allowed them to bring back some light fixtures that had been removed for safety reasons."100 years ago carousels were burning down due to electrical fires," says Manager Bill Brown. "It's going to be a huge improvement. I think people are going to notice when we reopen."Brown hired a contractor to help with big projects. He also has a team of four people who help work on the carousel every Tuesday.One of the animals that Brown just finished painting is a Golden Retriever, which has a special meaning to one of the donors."We named the dog Goldie George," says Julie Cowan Novak. "Goldie in honor of my three-year-old granddaughter and George in honor of my hundred-year-old uncle."Cowan Novak's family donated ,000 to adopt the animal. She says seeing the work continue has been a silver lining to the Pandemic."I think the carousel is really a balance for what we've all gone through," says Cowan Novak. "It's just sort of a bright light."The Pandemic has also brought some challenges to the ride.The Friends of Balboa Park had to furlough most of their staff from the loss of ride revenue. They've also put bigger plans to revamp the carousel plaza on hold.Bolthouse also says he doesn't know when they'll be able to reopen. Like other theme parks and ride operators, the carousel is still waiting on the state and county to release guidelines for reopening.But, when they get the green light, they plan to have as much of the restoration work as possible finished."We did the best to take advantage of it," Bolthouse says. SAN DIEGO (KGTV) -- Technical problems at the state level impacted the California Department of Public Health's ability to accurately report COVID-19 cases."We are committed to the medium- and long-term to address these foundational data issues so that we can approve our importance and our customer service," California Gov. Gavin Newsom said on Monday.According to the state, the data system they use failed, and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, such as contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days."Just thanking all Californians for their patience as we continue to make sure we're sharing this accurate COVID-19 data," said Secretary of California Health and Human Services Dr. Mark Ghaly. "We know how critical it is for planning at the local level for all Californians to feel confident about the trends and where we're heading."Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision-making.But are counties having any issues with the numbers at the local level?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted for positive COVID-19 tests."That answer would be no…we do get cases that we hear that their addresses are mismatched, they've been counted in another county, they were tested and are in another county, and we are still waiting for that information to flow through so I'm not comfortable saying that we're 100% sure that we aren't duplicating any cases," Kern County Public Health Department Lead Epidemiologist Kim Hernandez said.Public health said less than 18.4 cases were reported inaccurately.Kern County Chief Administrative Officer Ryan Alsop told 23ABC News, "The data and duplication that you are asking about is not a reason we are on the state’s monitoring list."With questions about accuracy at the state level and those raised in Kern County, reporter Adam Racusin asked officials in San Diego and San Luis Obispo counties how confident they are in the daily numbers they report to the public."I'm quite confident our numbers are accurate," said San Diego County Public Health Officer Dr. Wilma Wooten. "We have web CMR, and our tests are not all phoned through CalREDIE system. Our test results are reported directly to the county. The only issue which you already know about is the glitch with Quest."A spokesperson for San Luis Obispo County said they are confident in the number of positive cases reported.A spokesperson for the county said, "When it comes to duplicates, they regularly run data queries on positive case results to search for duplicates. On occasion duplicates have been detected and counts adjusted appropriately."The spokesperson also noted, "With regard to the total number of tests (positive and negative), some individuals may receive multiple tests over time. We do not classify those as duplicates but rather they are counted as distinct testing events. That is to say, if one is tested five times, that will show with five distinct test results. All that said, some locations/labs are not reporting ALL their test results (both negative and positive) through our reporting system. Some are only reporting positive tests. So, there may be some under-reporting of negative tests. Consequently, we are confident that the number of positive case reports is correct, although the number of negative results (and by extension) the number of total tests run, may be somewhat under reported."The California Department of Public Health did not respond to multiple requests for comment about data accuracy and duplicate counting. 4011

SAN DIEGO (KGTV) - The hospital patient who brutally beat a San Diego nurse faced a judge on Friday for his sentencing. 10News was in the courtroom, where the nurse described how she fought for her life while 41 year-old Geoffrey Brizzolara attacked her.“I stood in his doorway and I said, ‘How may I help you, sir?’ His response was to lift a 25-pound chair over his head and throw it at me,” nursing supervisor Mary Prehoden told the courtroom. “Mr. Brizzolara beat me with his fists. He kicked me and then scratched me and he pulled a handful of hair straight out of my head,” she went on to say.The attack happened last summer at Scripps Mercy Hospital in Hillcrest. He was a patient at the hospital and apparently has a history of mental health issues. He did not know Nurse Preholden.“His actions were deliberate and vicious. I was defenseless,” she told the courtroom.She was joined by other nurses who say that patient violence against nurses is a constant concern across the country. Nurse Trish Mcauliffe told us, “The resources have to be increased- mental health resources.” Mcauliffe described how she was once attacked by a different patient at another hospital. “I ended up with a split lip [and] loose teeth and then he stood in the doorway, laughing.”Friday, Brizzolara was sentenced to one year behind bars, with an option for early-release to a mental health treatment facility.“Every single one of us who chooses to do this for a living is under threat every day in every hospital in this country,” added Prehoden. 1542

SAN DIEGO (KGTV) -- The first new hospital tower in 40 years in the South Bay could have a major impact addressing a shortage of beds in the region, officials say. Sharp Health Care is set to open its 106 bed Ocean View Tower this week in central Chula Vista. It is adjacent to the 243 bed Sharp Chula Vista original tower, which has seen an overflow due to a growing South Bay with too much demand for health care. "There's about 4,000 new homes in this area that have been built, so more and more we are going to have to provide health care for that population," said Pablo Velez, the hospital's chief executive. While the South Bay has experienced rapid growth, most of the new hospitals have been constructed in North San Diego, where there are higher paying patients, Velez said. At an open house Saturday, more than one thousand South Bay residents got a first look inside the hospital. Each room will be private, with big screen high definition televisions, large bathrooms, USB ports in beds, and local art. The hospital boasts a top floor cafeteria and large family waiting rooms. "I always go to Sharp, and my dad already knows the doctors here and the nurses because he's been in and out a lot of times since early last year," said Cesar Gonzales, an Eastlake resident who came to the open house with his 92-year-old father, a Sharp Chula Vista patient. SAN DIEGO (KGTV) -- The man accused of killing his parents and sister in a Logan Heights house fire pleaded not guilty in court Tuesday. Wilber Romero, 26, is facing charges that include first-degree murder and arson in the October 13 blaze. The fire started around 4:30 a.m. on the 3100 block of Clay Street. 44-year-old Jose Romero died at the scene while his wife and daughter, Nicolasa Maya-Romero, 46, and Iris Romero, 21, died at the hospital in the days following the blaze.The family’s 23-year-old daughter remains hospitalized. A 16-year-old son, who was injured when he escaped out a window, was released following treatment. Wilber is being held on million bail and faces life in prison if convicted. Court documents show the fire wasn’t the first time he allegedly targeted his family. Wilber reportedly attacked his father with a brick and rocks and damaged his car in September of 2018.The incident prompted a police standoff that ended when police shot bean bags at Wilber and released a police dog, documents show.The documents go on to state Wilber was in a car accident when he was 6-years-old and that he has suffered from a learning disability since the crash.According to the documents, Wilber also struggled with drug addiction. 1461
