A federal judge ruled on Thursday in favor of journalists and legal observers as part of a temporary restraining order involving the response of federal agents in Portland.The ruling comes less than one day after federal agents protecting a federal courthouse in the Oregon city deployed tear gas at protesters.Among those who was tear gassed was Portland Mayor Ted Wheeler, who objected to the presence of federal agents in the city.The ruling says that federal agents cannot detain legal observers and journalists, nor can federal agents confiscate equipment used by journalists.President Donald Trump ordered federal agents to guard federal buildings and courthouses in major cities. Trump said he blames Democratic mayors for not getting a handle on the unrest that at times has become violent.“We can solve the problem very easily,” Trump said. “We're equipped with the best equipment, the best people. And you see what we're doing. I mean, Portland was coming down. It was busting at the seams and we went into protected all the federal buildings, those federal buildings that totally protected.”But the ACLU of Oregon has pushed back on the administration's response to the unrest, calling the deployment of federal agents an “escalation.”“This is a fight to save our democracy,” said Kelly Simon, interim legal director with the ACLU of Oregon. “Under the direction of the Trump administration, federal agents are terrorizing the community, risking lives, and brutally attacking protesters demonstrating against police brutality. This is police escalation on top of police escalation. These federal agents must be stopped and removed from our city. We will continue to bring the full fire power of the ACLU to bear until this lawless policing ends.”Thursday’s ruling comes after the ACLU and others claimed that the rights of journalists and legal observers were being violated. Oman law requires all foreign nationals to pay all debt before leaving the country.When Bral was flying from Rwanda to Bahrain, he made a stop in Oman to change planes and was immediately arrested upon landing on March 8."You can't help but just think 'what's going to happen?'" his son, Nolan Bral said."It's a small cell and there's six men in that cell, and they have concrete floor and nothing else. That is where they sleep and eat. They eat in a circle on the floor with their hands," Cheri Bral, Steven's first wife, said.Bral has been ordered to pay ,600 to be released."He does not have that money in savings," Cheri Bral said. A horse and donkey rescue shelter in Glennwood, IA is feeling the pain of the cold winter months.Genea Stoops, the owner of Hooves and Paws Rescue says they've been hit with a shortage of space and increase in hay prices.The shelter currently cares for 31 horses and donkeys, including seven mini horses that have sicknesses or injuries and are being rehabilitated. After a tough winter, Stoops said more horses are in need of rescue."We're starting to deal with a lot of neglect cases coming out of winter. It was a hard winter for us," said Stoops. With the bitter cold, Stoops said extra hay and straw was needed to feed the horses and keep the minis warm in their stalls. With the demand in hay, the feed costs increased."Now we're cutting into spring, and nobody's cut their hay so we're using last year's hay, which is not unusual but there's a lot of high prices on the hay and not everyone can afford it," added Stoops.Stoops says in Nebraska and Iowa, hay typically costs to a bale, but with the demand, prices have gone up to - per bale."There are neglect cases, and then there's people who are trying really hard and can't get hay. A historically active Atlantic Hurricane season is nearing a close, but there appears to be at least one more threat looming in the Caribbean Sea.Hurricane Zeta is currently churning just south of the Yucatan Peninsula with maximum sustained winds of 80 mph — and is currently projected to make landfall on the Louisiana coast later this week.The National Hurricane Center issued a hurricane watch for portions of the Louisiana and Mississippi coasts on Monday. The hurricane watch runs from Morgan City, Louisiana to the Alabama/Mississippi border. The hurricane gained hurricane status Monday afternoon after Hurricane Hunters flew through the storm. In addition to gustier winds, the Hurricane Hunters found Zeta's pressure has dropped. According to the National Hurricane Center's latest update, Zeta is projected to make landfall on the eastern part of the Louisiana coastline on Wednesday evening or early Thursday morning. At that point, officials believe the system will be "at or near hurricane strength."Zeta is the 28th named storm of 2020 — the second-most all-time in a single year. And no region has been targeted more by tropical storms this year than the Louisiana coast.The Louisiana coastline has already been targeted by four major storms this year — Cristobal, Laura, Marco and Delta. The strongest of those storms, Laura, reached category 4 status and caused extensive damage to the Lake Charles area, contributing to 17 deaths in the U.S.According to one NOAA researcher, the Louisiana coast has spent more than three whole weeks in NHC forecast cones this year, by far the most of any region. 1624
