Time is running out with just five days to go before funding expires for several key federal agencies and no deal in sight to avert a partial government shutdown.On Capitol Hill, Republicans and Democrats alike have made clear they don't want a shutdown, but lawmakers left Washington last week without a resolution in an ongoing standoff over funding for President Donald Trump's long-promised border wall. The administration and congressional Democrats appeared to be no closer to reaching an agreement over the weekend.White House senior adviser Stephen Miller said on Sunday the administration would do "whatever is necessary to build the border wall," saying "if it comes to it, absolutely," when asked on CBS's "Face the Nation" if that would mean a partial shutdown. But Senate Democratic Leader Chuck Schumer insisted on NBC's "Meet the Press" on Sunday that the President is "not going to get the wall in any form," saying the votes aren't there in the House or the Senate.The window is narrow this week for Congress to take action. The Senate will be back on Monday, but the House of Representatives isn't expected to return until Wednesday evening. That leaves little time before funding runs out at midnight on Friday for a number of federal agencies, including the Department of Homeland Security, the Justice Department, and other parts of the government.Trump wants billion in wall funding, but that number is a non-starter for Democrats. Any spending legislation would need to pass with at least some Democratic votes since it would have to clear a 60-vote threshold in the Senate where Republicans only have a 51-seat majority.Some congressional Republicans were talking openly at the end of last week about the possibility that lawmakers could punt the border fight by passing a temporary, stopgap spending measure. If Congress and the White House agree to a short-term funding patch that could leave the issue for the new, incoming Congress to resolve in January.Outgoing Republican Rep. Jeff Denham of California told CNN's Kate Bolduan on Friday, "At this late in the game, I think a short-term resolution is in order, something that would allow the next Congress to actually come in and negotiate a much larger, longer agreement.""The question is ... will we kick the can until the day after Christmas, January 2nd or 3rd, or whatever?," Republican Sen. Richard Shelby, the chair of the Senate Appropriations Committee, told CNN on Thursday. "I don't know. There has to be some sort of breakthrough."So far, however, there has been no apparent breakthrough, and the threat of a partial shutdown moves closer to becoming a reality with each passing day.The President defiantly said during a dramatic meeting last week with House Democratic leader Nancy Pelosi and Schumer that he would take responsibility for a partial shutdown if one takes place."I'll tell you what, I am proud to shut down the government for border security, Chuck," Trump told the top Senate Democrat. "So, I will take the mantle. I will be the one to shut it down. I'm not going to blame you for it."If a shutdown takes place, it would be limited in scope. Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown that would start just days before Christmas wouldn't be disruptive.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay. Congress could move to order that furloughed employees be paid retroactively after the shutdown is over, but that is not guaranteed. 3870

They're all sold at Claire's, a store with products aimed toward girls and young women.“It's completely unacceptable to have asbestos in these products,” Katz says. “Asbestos if you inhale it or ingested it can lead to lung cancer it can lead to mesothelioma, which is cancer of the internal organs, and if you apply it over skin over time it can also increase the risk of skin cancer."Asbestos is a naturally occurring mineral that can be found in talc, a common product in many makeup products. But Katz says it's a company's responsibility to make sure the talc it uses hasn't been contaminated.“We need Claire's to remove these products from the shelves and we need them to figure out how asbestos got in their products to begin with,” Katz says. “We need Congress and the FDA to take action. We need to ban asbestos from beauty care products and makeup.”Right now, Katz and U.S. PIRG are urging us to avoid products with talc until federal laws change.It's not the first time Claire's has come under scrutiny for this. Transportation officials are warning of what they call a "death spiral" if public transit does not get the federal funding it needs to stay afloat.Ridership has fallen by 90 percent since the pandemic as departments find themselves strapped for cash.“Without transit, there is no economic recovery,” said Corinne Kisner, executive director of the National Association of Transportation Officials (NACTO).The American Public Transportation Association estimates 36 million Americans relied on public transportation in 2019, with about 36 percent of that servicing essential workers, according to the advocacy group TransitCenter.“The reality is that transit agencies are in an existential crisis,” said Kisner.Once ridership dropped across the country, public transportation departments saw their revenues plummet. Beth Osborne with Transportation for America, a public advocacy group, says aside from ride fares most transit money comes from sales tax, which also took a hit when the economy shut down.“It really does have tentacles that affect so much of our economy, of our health, of recovery and getting through this,” said Osborne.In San Francisco, the revenue drop has led to Bay Area Rapid Transit dropping more than 50 percent of its service. It doesn't matter if you get dirty."Fifteen seconds later, the mother and daughter from Honduras were together in the U.S. And soon a U.S. Border Protection agent approached on an all-terrain vehicle to take them away in custody.U.S. Customs and Border Protection said Tuesday that the San Diego sector has experienced a "slight uptick" in families entering the U.S. illegally and turning themselves in to agents since the caravan of Central American migrants arrived in Tijuana two weeks ago.Thousands of migrants on the Mexico side of the border are living in crowded tent cities in Tijuana after a grueling weekslong journey through Mexico on foot and hitching rides with the goal of applying for asylum in the U.S. Frustrated with the long wait to apply, with the U.S. processing 100 requests at most each day, some migrants are trying to cross over clandestinely.Rachel Rivera, 19, told The Associated Press that Honduras had become unlivable. Moments before flattening herself under the fence, she said she was slipping through to the U.S. in an attempt to "give a better life" to her daughter Charlot.An AP video journalist also witnessed more than two dozen migrants scale a fence between Mexico and the U.S. on Monday evening. Once across, entire families raised their hands before border patrol agents who arrived swiftly in white trucks.It's unclear where the families were taken from there.On a typical day before the caravan arrived in Tijuana, U.S. border patrol agents in the San Diego area detained about 120 or so people trying to cross the border illegally from Mexico.President Donald Trump issued a proclamation in November suspending asylum rights for people who try to cross into the U.S. illegally. Rights groups question the legality of that proclamation.U.S. Customs and Border Protection spokesman Ralph DeSio said the U.S. was trying to deter illegal crossings by issuing the proclamation.The U.S. has an established process for asylum seekers to present themselves in an "orderly" manner at a port of entry, DeSio told AP via email.
