In a rare move, the Senate on Wednesday night voted to change longstanding rules to allow newborns?-- for the first time -- onto the Senate floor during votes.The rule change, voted through by unanimous consent, was done to accommodate senators with newborn babies, allowing them now to be able to bring a child under 1 year old onto the Senate floor and breastfeed them during votes.Illinois Sen. Tammy Duckworth, who gave birth this month to her second child, becoming the first US Senator to do so while in office, spearheaded the push for the rule change and applauded her fellow lawmakers who she says helped to "bring the Senate into the 21st Century by recognizing that sometimes new parents also have responsibilities at work.""By ensuring that no Senator will be prevented from performing their constitutional responsibilities simply because they have a young child, the Senate is leading by example and sending the important message that working parents everywhere deserve family-friendly workplace policies," Duckworth said in a statement after the vote.Duckworth decided to take her maternity leave in Washington, DC, rather than in Illinois, to be able to be on hand and available to cast her vote in the Senate if needed. But she expressed concern about the complex and strict Senate rules, which might impact her ability to do so while caring for -- and breastfeeding -- her newborn.There are a whole host of Senate rules that would make voting difficult for a senator while caring for her baby -- being unable to hand the baby off to a staffer, being unable to bring a child onto the floor and being unable to vote via proxy.Duckworth has been working behind the scenes for months to change the rules -- the likes of which have not been changed for quite some time. The last time the Senate granted additional floor privileges was in 1977 when it voted to change Senate rules to allow service dogs.The change was not done without some concern from some senators.Congressional aides tell CNN that there were many real questions from senators, expressing concern about the impact of opening the floor up to newborns. Amy Klobuchar, a Minnesota Democrat, said that the questions from other senators varied, from asking whether diapers will be changed on the Senate floor to questions if there should be a dress code for the baby on the floor."It's been quite a journey," Klobuchar told CNN of her help as the top Democratic member of the Senate Rules Committee, working with Chairman Roy Blunt of Missouri to get this out of quickly and onto the Senate floor."The Senate is steeped in tradition and just like the rest of the country, sometimes things have to change," she said.After the rule change passed this evening Sen. (KGTV) -- A local woman has a warning about a man she says is a real charmer with a hidden agenda.Elizabeth, 23, says the man is a good-looking guy in his late 20s who was a Facebook friend for two years.  They had mutual friends in common but had never met.He messaged her recently, asking her out to a sushi lunch. She agreed, but during the drive, she says he fidgeted with his blinkers and asked her to exit the SUV to make sure they were working. She agreed, and that's when he took off, with her purse, wallet, and sunglasses.When she posted his photo on Facebook, she says she got a flood of responses: dozens of other women with similar stories of theft."One woman said, 'He told me he had a gift for me in the trunk, and as soon as I got out, he drove off with my purse and several hundred dollars,'" Elizabeth recalls. She says none of the women called police because the man told them he had friends in a cartel. She's hoping some of them will now come forward to stop the thief.    "He's not going to stop," Elizabeth said. (KGTV) — Though it stands nearly 20-feet tall, The Spirit of Imperial Beach eludes some residents.  The 18-foot tall statue of a bronze surfer holding a longboard at his side stands tall just north of Imperial Beach Pier. At the foot of the statue, two children building sandcastles.The statue, designed by artist A. Wasil, was dedicated on Jan. 3, 2009, and aims to honor the IB community's cherished surfing and sandcastle history.Many consider IB one of the birthplaces of surfing.SURFINGImperial Beach has continued to provide both challenging and easy-going waves for surfers. Not only those who take to the waves, but those who design and shape boards have called IB home.According to the city, pioneers of surfing came to the Tijuana Sloughs as early as 1937 to shape their sport. While at times the waters in IB close to Mexico are in no condition to swim, the city remains proud of its place in surfing history.Not only does the statue commemorate surfing culture, but IB's outdoor surfboard museum also honors 25 prominent surfboard shapers, nine of which are local.SAND CASTLESSandcastles played a prominent role at Imperial Beach for more than 30 years. Castles, sea animals, and more were carefully crafted on the shoreline during the U.S. Open Sandcastle Competition.The event was canceled in 2011, due to increasing costs and a lack of volunteers.This gave rise to IB's Sun & Sea Festival, which has given a home for sand sculptors to continue their creative work. 1554

In a fleeting moment, life can change dramatically. Two summers ago, Fred Quin was celebrating the 4th of July at his family’s lake cottage near Grand Rapids, Michigan. They loaded up the boat and headed to the sand bar.“I decided to go off the front of the boat, and that’s when it gets fuzzy,” Quin siad.Quin's girlfriend, Meghan Anderson, noticed Fred was acting strangely. She walked over to him and grabbed his shoulder.  He didn’t move.The group grabbed a raft, put it under Fred, called 911 and floated him to shore.  They were met by an ambulance.Within four hours, Fred was in surgery.  He'd shattered his C-6 vertebrae, causing his body to become motionless. "The surgery was to remove those pieces, put a donor bone in, put a plate in the front side, and on the back side put two rods going down my spine. And they fused my C-5 to C-7 vertebras," Quin said.The trauma doctor told Fred he would never walk again, and he would be in a wheelchair for the rest of his life.“It was devastating,” Anderson said.Quin wasn't giving up on his hope to walk someday, so he spent every day in therapy. With Anderson always by his side and after months of rehab, there was a sign of progress. Eventually, he began to regain feeling in his leg.“My first moment was my big toe on my left foot,” Quin said.Quin moved back home and started intense workouts at Detroit Medical Center's Rehabilitation Institute of Michigan (RIM).“Fred’s determination is what makes you make it enjoyable to come to work,” RIM Physical Therapist Kyle Weishaupt said.They have been putting Fred in a wearable motorized machine that helps increase strength and endurance during workouts.“With the robot, the Exoskeleton, and me, we can get him up, and we can do over 1,000 steps in one session,” Weishaupt said.As the steps progressed, so did Quin and Anderson’s relationship. On their eight-year dating anniversary, they returned to the water for a pontoon ride, and Quin proposed.“The next goal is to walk down the aisle with Meghan with just with one crutch,” he said.On May 12, Meghan became Fred’s bride, and he accomplished his biggest goal.He walked down the aisle on his wedding day — fulfilling his dream and sharing his special day with family and friends. “Whether it’s exactly how we wanted it to happen or not, that’s not what matters. It's that we’re doing it together, and we’re happy," Meghan Quin said. After the honeymoon, the Quins plan on getting back to their life and setting new goals for their future. His next big challenge is to master walking in the grocery store.  2673
