LANZHOU, Dec. 6 (Xinhua) -- Nitric acid that spilled from a crashed truck in a northwest Chinese city Monday has caused no contamination of the Yellow River -- China's second longest river, local officials said.Workers had cleaned up tons of acid that entered a roadside drain in a four-hour operation after the accident in Lanzhou, Gansu Province, said a spokesman of a work crew tasked to clean up the chemical.Tests show the spill did not pollute the environment near the Yellow River, he said.Officials with the city environmental protection bureau said they would keep monitoring the water quality of the Yellow River.A truck carrying 14 tonnes of nitric acid overturned and caught fire on Liuzhong Highway near Lanzhou at noon on Monday. One driver was killed while the other was seriously injured.

CANCUN, Mexico, Dec. 11 (Xinhua) -- The outcome of the UN climate change conference in Cancun sent "positive" signals to the international community, the Chinese delegation said Saturday.Conference delegates finally reached a deal to fight global warming early Saturday after an all-night session, overruling an objection from Bolivia."As for the outcome of this conference, first of all, it adheres to the (UN) Convention (on climate change), the Kyoto Protocol and the Bali Roadmap, as well as the principle of common but differentiated responsibilities, which ensures that next year's negotiation will continue along the two tracks decided by the Bali Roadmap," the Chinese delegation said in a statement."Second, progress has been made at different levels in the areas where developing countries have concerns, such as adaptation, technology transfer, finance and capacity building, and the negotiation process will move on, which sends positive signals to the international community," the delegation said.It said the conference failed to conclude the negotiation of the Bali Roadmap and this indicated next year's negotiation task would be "extremely difficult."The delegation expected all parties to display strong political will and conclude the negotiation on the second commitment period of the Kyoto Protocol at the next conference, to be held in Durban, South Africa. BEIJING, Nov. 10 (Xinhua)-- China will issue new judicial rules governing sentencing standards for cyber attack crimes by the end of this year, an official of the Ministry of Public Security (MPS) told Xinhua Wednesday.China has become a major victim of online crimes such as hacker attacks, with eight out of every ten computers in the country having suffered botnet attacks, said Gu Jian, vice director of the Internet security bureau of the MPS.Botnet is a network of computers that have had malicious software installed in them and are under the control of criminals, while the owners of the computers remain unaware of the computer hacking.China criminalized attacks on computer systems in 1997, and made specific provisions on hacker attacks, such as outlawing the illegal control of another computer, in its seventh amendment to the Criminal Law in 2009.In most botnet cases in China, the controllers were found to be located abroad, Gu said.Moreover, more than 80 percent of the cyber attacks targeting websites of China's government agencies came from overseas, Gu said.Gu called for more international cooperation in fighting transnational online crimes at the fourth U.S.-China Internet Industry Forum which concluded Tuesday in Beijing.At the forum, China and the U.S. agreed to strengthen international law enforcement in combating cyber crimes, improve international cooperation mechanisms in this regard, and enhance communication on fighting cyber crimes.In addition to cyber attacks, other kinds of major online crimes included online pornography, online gambling and online fraud, Gu added.
