And green energy is the fastest growing sector. The race to develop the new technologies the world will one day rely on is a race that this nation and all developed nations must engage in," Locke told reporters at a press conference Wednesday.The top U.S. trade official said the increased trade with China, especially cooperation on clean energy sector, benefited both countries."Every American should know that when a U.S. clean energy company finds success abroad, it creates more jobs here at home in the United States," Locke said. "In fact, some of the companies on this trip produce over 90 percent of the components for the products that they sell overseas right here in the United States."The trade mission was an opportunity for win-win scenarios for American companies, American workers and the people and the governments of China, he said.ECONOMIC AND TRADE FRICTIONS TO CONTINUE AS COOPERATION DEEPENSAccording to statistics released by the Chinese government, bilateral trade between China and the United States grew 9 percent a year in the past five years.Currently, the U.S. stands as China's second largest trading partner, the second largest export market and the sixth largest source of imports. China is the second largest trading partner of the U.S., its third biggest export market and its number one source of imports.While the two countries enjoy enormous cooperation opportunities in many areas, the U.S. Commerce Department has imposed a series of tariffs on Chinese products and many Chinese companies complain they have been affected by the rising protectionist measures taken by U.S. government.Locke rebuffed these complaints, saying he had explained to Chinese officials it was not the United States government that brought the cases."It's not the policy of the United States government to file these cases. These cases are filed by companies within the United States who feel that the actions of a company from another country (were affecting them)," he told Xinhua.He also noted that less than 3 percent of all goods sold from China into the United States were subject to duties in question."So 97 percent of all the goods coming from China are without any type of penalties or dumping duties or counter-veiling subsidies," Locke said. "We should not focus on the number of complaints."Many Chinese officials have argued the U.S. export control against China has already limited their access to the Chinese market.They believe the achievement of trade balance between the two countries rests not with restricting China's exports to the U.S., but with increasing U.S. exports to China.Secretary Locke echoed the opinion.While he insisted that national security should be the U.S.'s overriding objective, he also admitted "there are so many things now that are on the various control lists that really should not be on the control list."He also told reporters the U.S. government was reviewing its high-tech control systems and the result would be announced in the next few months.He said the current system had strong protections for both sophisticated technologies that could affect U.S. national security, and technologies that were readily available from around the world, which really made no sense?"So we need to reduce those restrictions and make it easier for those items to be exported," Locke said.

BEIJING, May 23 (Xinhua) -- Chinese Premier Wen Jiabao has called on authorities to ensure earthquake survivors in Qinghai Province receive adequate food and financial assistance to maintain their livelihoods. Rebuilding projects should be finished within three years, with a priority on residential buildings and public facilities such as schools and hospitals, Wen said.Wen made the call in a speech, which was published Sunday by the State Council General Office, at a meeting to discuss relief work on May 1 during his second visit to the quake zone in Yushu prefecture.Wen said supplies of food, cooking oil, vegetables, fuel and relief allowances should be provided to ensure living standards, and schools should resume as soon as possible in tents or temporary buildings.Debris should be cleared quickly, and the disposal of garbage, human waste and livestock carcases must be properly carried out, Wen said.Adequate disinfectant chemicals and equipment should be prepared, and authorities should be alert for outbreaks of disease, Wen said.Damaged roads and bridges should be repaired and airport operations should be guaranteed to maintain efficient transport. Water and power supplies should also be restored rapidly, Wen said.Agricultural production should be restored, and the government must help farmers buy seed and fertilizers. Markets should be rebuilt and goods supplies and prices stabilized, Wen said.Psychological assistance should be provided to people suffering from trauma problems.Reconstruction planning should be scientifically evaluated on the basis of the surveys of the area's geological, hydrological and ecological conditions, and reconstruction sites should avoid earthquake fault lines, Wen said.He urged authorities to take into consideration the environment, economic and social development, poverty alleviation and livelihood promotion in the reconstruction.The work should also be carried out with concern for the prefecture's distinctive ethnic characteristics and geological conditions.Wen stressed in particular the protection of Tibetan culture during reconstruction work, and he promised the government would support the repair of damaged temples and protect key cultural relics.Because Yushu's ecosystem is fragile and sensitive to human activities, rebuilding work must be environmentally friendly, with a high recycling rate of building materials, he said.The reconstruction fund would be provided by the central government and supported by public donations. Favorable taxation, employment, finance and land use policies would also be enacted, Wen said.The premier praised ethnic and religious groups who had played important role in relief work. SHANGHAI, June 5 (Xinhua) -- Cities should facilitate interaction and provide spaces so people can bond, says Chui Huili, director of the Taiwan Pavilion at the Shanghai World Expo.The Taiwan Pavilion, a transparent cube with a huge globe suspended in its center, consists of three layers: a dome-screen cinema showcasing scenes from Taiwan, a platform to "fly lanterns" -- a traditional way to pray for luck, and a huge tree made of bamboo, providing shade for people to sit, chat, taste Kung Fu tea and listen to folk music."Though the Taiwan Pavilion is relatively small, what makes us stand out is that the whole trip is accompanied by guides and we allow in only 40 visitors at most each time, making it possible for each visitor to enjoy their time and space the fullest, in the 20-minute tour," Chiu says.The pavilion, 650 meters wide and about 24 meters high, is mainly made of steel and glass, with the outlines of the island's iconic mountains painted on the facade and water from Taiwan's Sun Moon Lake forming a pool, Chiu says.An elevator first takes you to the third floor for a dome-screen film showcasing tourist attractions in Taiwan including Sun Moon Lake, Ali Mountain and Jade Mountain. Chiu calls it their "future cinema" as spectators could watch three-dimensional images without wearing 3D glasses and get the feeling they were walking in a film.The second floor provides a multimedia lantern-flying ceremony for at most 40 visitors. They can select "wishes" through touching screens and trigger off LED lanterns that light up the center globe. The wishes favored by visitors include "love and peace," "best wishes come true" and "happiness and health."Spiraling down the pavilion, you come to the last stop: a huge banyan tree made of bamboo knitted together. The second floor is about cities' application of technology or the connection between technology and cities. But all these should serve the most important things in cities: people's hearts," Chiu says.Chiu believes cities should facilitate interaction between people. "Most villagers keep a big tree in front of their houses in traditional rural Taiwan, providing places for villagers to drink tea, chat and sing or listen to folk songs," Chiu says."Similar places are necessary in cities to bond people together," he says.Zhao Qiang, a visitor from Kaifeng in Henan Province, says, "I felt like I was really walking through Taiwan's sceneries in the dome-screen film ... It was terrific. I will definitely take my family to go sight-seeing in Taiwan after the visit."Zeng Heng, a visitor from Taiwan, queued for almost three hours before entering the Taiwan Pavilion. "The Taiwan Pavilion is small and the most exquisite of all 12 pavilions I've visited. The sky lantern allows visitors to interact with the culture," Zeng says.Chiu believes the Taiwan Pavilion can boost tourism in Taiwan and serve as a remarkable platform for cross-Strait peoples to understand each other better through interaction and exchanges.The Shanghai Expo, opening on May 1, had received 10 million visitors as of midday Saturday, the event's organizers said.
