SAN DIEGO, Calif. (KGTV) - Street racing could return to SDCCU Stadium, after just a couple month's hiatus.RaceLegal, a non-profit that has run drag races in the stadium parking lot for 21 years, says they have new leadership and new funding. They hope to resume racing soon.But, organizers say they're having trouble getting permission from the City of San Diego to use the venue."This is really important for the community," says Lydia Denecochea, RaceLegal's Executive Director. "It saves lives."RaceLegal started in the late 1990s as a response to a rash of street racing crashes and deaths. Denecochea says giving people a safe, controlled environment to race has made the roads safer across the city."It's a human characteristic that we are competitive, and many of us love speed. It'll never go away," she says.The non-profit group joined forces with city leaders, the San Diego Police Department and the San Diego Sheriff to give drivers an alternative. People could even volunteer at events to satisfy community service requirements from traffic tickets.The number of deaths from street racing fell from 16 in 2000 to just two in 2018. Injuries also saw a drastic drop-off in the same time frame, from 39 to only one."It works," says Denecochea. "In 2000, we had carnage on our roads."But a lack of funding led the non-profit to close in early 2019. A message on their website told supporters that the budget deficit, "renders the program not viable to continue service to our community."RELATED: RaceLegal stops drag races after more than two decades in Mission ValleyThey held what many thought would be their final race on March 1.Since then, interest from a private investor has Denecochea looking into holding more races. She's now asking supporters to send a letter to the Mayor's office and to other city leaders urging them to let RaceLegal use SDCCU Stadium again.A spokesperson from the city told 10News they're looking into the issue. In a statement, they said, "The City is in communication with RaceLegal on the potential resumption of legal racing at the stadium. However, concurrently the City is in discussions with other race producers to ensure that legal racing at the stadium continues to provide a safe option for the San Diego community."Councilmember Scott Sherman's office says they've also been in touch with RaceLegal and with the stadium to resolve the issue.One potential roadblock is the pending sale of SDCCU Stadium and the land around it to San Diego State University. In November, voters passed Measure G, which authorized the deal to create an SDSU West campus and build a new stadium for the Aztec football program.Denecochea says she wants the city to let RaceLegal keep racing until construction starts. SAN DIEGO (KGTV) -- Dozens of civilian police officers working on San Diego County military bases continue to worry about how they will pay back thousands of dollars the federal government says they owe after a payroll glitch resulted in them being overpaid. Michael Neil, a retired Brigadier General and attorney who also served as commander at Camp Pendleton, says if the officers were indeed paid what they were initially offered they had no reason to suspect anything was wrong. "To me, it's an offer and acceptance and I have a real difficult time seeing the federal government being entitled to get any of the money back," he said. According to the Department of Defense Finance and Accounting services, the Navy mistakenly paid the officers the rate for San Diego  "city" instead of "county". The error began in 2008 but wasn't caught until 2016.Last year, thousands of National Guard soldiers who mistakenly received bonuses and other payments had their debts forgiven. Neil thinks these officers have a stronger case.  In the meantime, Neil also thinks the officers should reach out to lawmakers.Congressman Darrell Issa's office sent this statement to 10News.  1223

SAN FRANCISCO — Firefighters say they hope dying winds will allow them to bear down on a wildfire that's exploded in the Northern California wine country.The Glass Fire, which was sparked on Sunday, tripled in size Monday and the San Jose Mercury News says some two dozen homes have burned.On Monday night, Cal Fire reported that the blaze was still 0% contained.About 70,000 people are under evacuation orders, including the entire town of Calistoga.Reports indicate that several iconic resorts in Napa County have been damaged or destroyed by the wildfire. 566

SAN DIEGO COUNTY (CNS) - Seven "cool zones" are scheduled to open at noon Monday in San Diego County to provide relief from high temperatures.The cool zones are air-conditioned locations throughout the hottest areas of the county:-- Borrego Springs Library, 2580 Country Club Road;-- Fallbrook Community Center, 341 Heald Lane;-- Lakeside Community Center, 9841 Vine St.;-- Potrero Branch Library, 24883 Potrero Valley Road;-- Santa Ysabel Nature Center, 22135 CA-79;-- Spring Valley Community Center, 8735 Jamacha Blvd.; and-- Valley Center Branch Library, 29200 Cole Grade Road.All sites will be open from noon to 5 p.m. Monday through Friday.COVID-19 safety measures will be in place. Anyone entering a cool zone will have their temperature taken and all visitors and staff must wear face coverings and practice social distancing.The libraries are cooling sites only; no library services are being offered.Animals, except service animals, are not permitted in cooling zones."Although we need to take steps to keep seniors safe, it still remains important to also keep them cool," said Supervisor Dianne Jacob. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs.
