SAN DIEGO — It appears the Congressional seat vacated by Republican Duncan Hunter will remain in Republican hands, according a new scientific poll.The ABC-10 Union-Tribune scientific poll shows Republican Darrell Issa leading Democrat Ammar Campa-Najjar 51 percent to 40 percent, with 9 percent undecided. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. "I think my 18 years of support for pro-business, pro-50th type voting has allowed me to whether some pretty egregious claims of, somehow, corruptness and so on," he said. SAN DIEGO — Governor's Gavin Newsom's order on Monday shutting down indoor operations at San Diego County gyms, hair salons, and malls set off a mad scramble. On Wednesday, owner Frank Koll and a few of his staffers moved equipment out onto Iowa Street. It was the only way to survive - because Koll exhausted all of his Paycheck Protection Program funds that got him through the first shutdown."Closed again is something physically, financially and mentally something I can't do, and I won't do, so I will be like a chameleon and adapt to anything that this governor throws my way," Koll said. The gym moved the equipment on the sidewalk and also has an interior outdoor space to utilize. By Wednesday just after 12 p.m., a half-dozen people were working out on the sidewalk, including Felicia Brown, a regular who drives all the way from Spring Valley. "I think it's just businesses being creative and saying - 'You know what? We can't afford another shutdown for two, three, four months,'" she said. The county says impacted businesses are able to operate outside or under well-ventilated tents. That rule, however, doesn't apply to salons due to state regulation, which says they can only cut hair inside. SACRAMENTO, Calif. (KGTV) – The new year is right around the corner and with it comes a list of new laws going into effect on the roads. Some of the new California laws include gender identity on drivers licenses, new fees related to smog checks and rule changes for motorized scooters. The new laws take effect on January 1, 2019. Check out the list below for the new laws going into effect in 2019: Gender identity laws – The law allows people applying for a California drivers license or ID card to self-certify their chosen gender category of male, female or non-binary. Applicants who choose non-binary will receive an X in the gender category. Motorized Scooters – This law no longer requires helmets for riders who are at least 18-years-old on motorized scooters. It also prohibits people from operating the scooters on a highway with a speed limit over 25 miles per hour unless within a class IV or class II bikeway. Smog check changes and new abatement fees - The law expands smog check exemptions to vehicles that are up to eight model years old. During the additional two years, the vehicles will pay an annual smog abatement fee. Temporary license plate program – The law requires dealers to attach a temporary paper license plate on a vehicle at the time of sale unless the vehicle has a previously-issued license plate. The intent of the new law is to reduce the number of toll violations. Driving under the influence, ignition interlock device – From January 1, 2019 through January 1, 2026, the law mandates that repeat offenders for DUI and first DUI offenders whose violations result in injury to install an ignition interlock device for a period ranging between 12 and 48 months. Driving privilege for minors – The law repeals a juvenile court’s authority to suspend, restrict or delay the issuance of a drivers license of a habitual truant or ward of the state for up to one year. The law clarifies that any suspensions or delays reported prior to January 1, 2019, remain in effect.Unsafe, unsecured loads on vehicles – The law requires the DMV to include at least one question addressing laws on driving with an unsafe, unsecured load in at least 20 percent of the knowledge tests.
