BEIJING, Dec. 14 (Xinhua) -- The People's Bank of China, the country's central bank, said Wednesday that China will continue its prudent monetary policy next year while making the policy more targeted, flexible and forward-looking.The announcement came after the conclusion of the annual central economic work conference Wednesday morning, which has set economic policy guidelines for the coming year.The central bank will maintain control over the intensity, pace and focus of macroeconomic regulation, make full use of monetary tools, tune up credit supply and promote reasonable growth in social financing, according to a statement posted on its website.The bank will improve credit structure, increase support to key sectors and weak areas, especially to agriculture, small and medium-sized enterprises and affordable housing construction, as well as better serve the real economy.It will continue to perfect its yuan exchange rate formation mechanism, and keep the yuan exchange rates basically stable at a reasonable and balanced level.Meanwhile, the bank will strengthen and improve its foreign exchange management, deepen financial system reforms, prevent and solve financial risks, the statement said.

RIYADH, Jan. 15 (Xinhua) -- Visiting Chinese Premier Wen Jiabao and Saudi Arabia's King and Prime Minister Abdullah bin Abdul-Aziz agreed on Sunday to make concerted efforts to enhance bilateral relations under a strategic framework.In their meeting, Premier Wen said Saudi Arabia is a major country in the Arab and Islamic world, which plays a significant role in regional and international affairs.He said China respects Saudi Arabia's political system, development mode as well as its culture and traditions, and is grateful for Saudi Arabia's understanding of and support for China regarding the latter's core interests and major concerns.As the world is undergoing profound changes, China is willing to strengthen coordination with Saudi Arabia on major issues, develop an all-around cooperative partnership in the energy sector, expand cooperation in trade, investment, infrastructure, high-tech, finance, security and law enforcement, so as to enrich the contents of the bilateral relations, he added.King Abdullah said that the government and people of Saudi Arabia cherish friendly feelings for China, and that he believes the strengthening of bilateral cooperation will benefit peoples of both countries.The Saudi king proposed setting up a Saudi Arabia-China high level committee to supervise the two countries' cooperation in the political, economic, cultural and security sectors. BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Dec. 31 (Xinhua) -- The Red Cross Society of China (RCSC) has decided to shut down one of its fund-raising groups due to serious management flaws, as the group's alleged misuse of donations sparked public mistrust in charities.The China Business System Red Cross Society has been repealed for failing to establish a sound internal management system, maintaining a benefit-based relationship with a consulting company, and committing violations in financial and legal management, an investigation report said Saturday.The China Business System Red Cross Society, a group founded in 2001 by the China General Chamber of Commerce (CGCC) with the approval of the RCSC, engaged in charity fund raising in the commercial sector. Funds raised by the group are channeled directly to the RCSC.The group faced accusations earlier this year of misusing charity money after a young woman calling herself "Guo Meimei" claimed online to be a general manager of "Red Cross Commerce" and posted pictures on her tweets detailing her lavish lifestyle.Netizens related "Red Cross Commerce" to the China Business System Red Cross Society, and speculated that Guo might have funded her purchases by embezzling money from the Red Cross.In July, the RCSC suspended all operations of the China Business System Red Cross Society and started an investigation along with officials and experts from the Ministry of Supervision, the Chinese Academy of Social Sciences, a law firm and the CGCC.According to the investigation report, "Red Cross Commerce" does not exist, and Guo Meimei is not employed by the China Business System Red Cross Society or its cooperative enterprises.The RCSC says it is preparing to set up a public supervision committee, and it plans to invite people from all walks of life, including influential figures, to supervise its use of donations as a third party.Meanwhile, the RCSC is also building up an online service that will publicize information about all donations made to the Red Cross system nationwide, in a move to safeguard the rights of the public, including donors, and supervise the charity group's operations.The website is expected to be launched by the end of 2012, the RCSC said.The RCSC has also vowed to strengthen the supervision and management of its subsidiaries and promote transparency in donations, financial management, tendering and procurement, and fund distribution and use.
