Tacked onto the coronavirus stimulus bill is new legislation tackling one of the most controversial practices in health care – surprise medical bills.That's when you go to the hospital or have an elective procedure and then later find out some of the doctors or facilities were out of network, meaning you could owe tens or hundreds of thousands of dollars.The most impactful part about the legislation is that patients would no longer get those surprise out-of-network bills for emergency care or for a planned procedure. They will instead be billed an in-network rate.Out-of-network providers would have to give patients a heads up on estimated charges, at least three days.Air ambulance companies would also not be able to charge more than in-network costs. Ground ambulances were not included.Insurance and providers have to go to arbitration to work out the final payment. It's a complex solution advocates say could end up costing Americans more in the long run.“So, a mediation process that some states have put in place, but research has shown that it increases the likelihood that consumers face higher premium costs on the back end,” said Clare Krusing with the Coalition Against Surprise Medical Billing.That Coalition had been pushing for policies that, in their simplest form, would have essentially made in and out-of-network rates the same. Houston may wind up losing one or more of its free agents, but it shouldn't be a mass exodus.The Astros' returning stars aren't due to decline in 2019, either. Jose Altuve and George Springer are the elder statesmen yet are only 28 and 29, respectively. Alex Bregman, who enjoyed a breakout in 2018, will turn 25 in March. Carlos Correa turned 24 last month.Regarding the rotation, Gerrit Cole averaged a career-high 12.4 strikeouts per nine innings and saw his FIP fall from 4.08 in 2017 to 2.70, per Baseball Reference. A free agent in 2020, Cole could well repeat that success next season.And the 35-year-old Verlander continues to defy the aging curve. Maybe he'll fall off in 2019, but it feels like that has been a possibility for the last three or four years.Luck is a factor in determining a team's fate. But strictly from a roster point of view, the pieces are there for the Astros to play in October next season.Red Sox Offense Looks Unstoppable Heading into World SeriesThe Astros surrendered eight combined runs in their first four playoff wins. Texas Governor Greg Abbott issued an executive order on Friday limiting certain businesses and services as part of the state’s effort to contain the spread of COVID-19.This decision comes as the number of people testing positive for COVID-19 and the number of hospitalizations have increased and the positivity rate in Texas increased above 10%, which the Governor previously stated would lead to further preventative action.“As I said from the start if the positivity rate rose above 10%, the State of Texas would take further action to mitigate the spread of COVID-19,” Governor Abbott said. “At this time, it is clear that the rise in cases is largely driven by certain types of activities, including Texans congregating in bars. The actions in this executive order are essential to our mission to swiftly contain this virus and protect public health. We want this to be as limited in duration as possible. However, we can only slow the spread if everyone in Texas does their part. Every Texan has a responsibility to themselves and their loved ones to wear a mask, wash their hands, stay six feet apart from others in public, and stay home if they can. TAMPA, Florida — Police said they got a big win Friday night after they were able to arrest a man wanted in connection to installing credit card skimming devices across the Tampa Bay area.Police on scene told ABC Action News they were able to take the skimmer into evidence after a customer at the Chase Bank at 2001 N. Dale Mabry pulled it off the drive-up ATM while getting cash out.That customer flagged an officer down and showed him the skimmer. What that customer didn’t know is that undercover officers were already in pursuit of the man. Officers on scene say he was wanted by multiple agencies.The man, who has been identified as Yanier Manso Caballero from Hialeah, ditched his black Mercedes in the McDonald’s parking lot next to the bank, kicked off his flip flops, and took off running as officers tried to make an arrest.The police helicopter was able to lead K-9 officers to a heat signature of a man inside a shed on West Cherry Street, about a quarter mile away from the bank. The man was taken into custody a short time later.The customer that found the skimmer told officers on scene that he saw at least two other customers get cash out before he found the skimming device. There is no information, at this point, about how long the device might have been on the ATM. 1305
