SAN DIEGO (KGTV) - Cockatiels rescued from unsanitary conditions in a Rancho Bernardo apartment are now available for adoption, the San Diego Humane society announced Tuesday. Humane Society Law Enforcement Officers seized more than 80 birds from one unit Jan. 23. They were flying freely through the home, creating an unhealthy situation, shelter officials said.Veterinarians cleared the birds for adoption. The cockatiels will need socialization and time to adjust to their new homes, according to the Humane Society. SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) - Border officials say the man shot and killed on Friday night by a Border Patrol agent behind the Las Americas Premium Outlets mall was trying to enter the U.S. illegally.A statement from Aaron Heitke, Chief Patrol Agent for the U.S. Border Patrol, San Diego Sector reads:“On Friday, October 23, 2020, at approximately 5:45 p.m., a United States Border Patrol agent responded to apprehend a man illegally entering the United States immediately west of the port of entry in San Ysidro, California. During the arrest, an altercation ensued and the agent discharged his firearm, wounding the man, who was later identified as an adult Mexican national. Nearby agents and law enforcement personnel responded immediately and initiated lifesaving efforts until emergency medical services arrived. At approximately 6:25 p.m. the man was pronounced deceased at the scene. The investigation is currently being led by the San Diego Police Department. Customs and Border Protection will continue to fully cooperate with the ongoing investigation. The specifics of this incident have also been shared with FBI, DHS OIG and CBP Office of Professional Responsibility. Additional updates will be provided by the San Diego Police Department, inquiries should be directed to them.”SDPD added Saturday that the 30-year-old man was shot once in the torso by the agent after he fought the agent, who sustained minor injuries.Social justice leaders with the American Friends Service Committee and Alliance San Diego have sent a letter to SDPD calling in part for an independent investigation to be handled only by police, not border officials or unions. SAN DIEGO (KGTV) - Cal Trans closed down a section of southbound I-5 Thursday night.The closer started at 9:30 p.m. from the I-805 split to La Jolla Village Drive.The closure is expected to last until 5 a.m. Friday.Crews shut down the section of freeway due to necessary work on the construction of a trolley overpass over the interstate. Teams needed to bring heavy equipment onto the freeway to pour concrete onto the structure.Overnight and early morning commuters that take I-5 SB is being rerouted to I-805 SB and will need to use Highway 52 or I-8 to cut over.Crews say they will need to do follow up work within on the overpass in the next few weeks, so drivers should expect the same closure again. 716
