(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours. (KGTV) — San Marcos City Council leaders Tuesday approved a temporary moratorium against evictions during the coronavirus pandemic.Under the measure, landlords will not be able to evict tenants who have experienced personal or business income loss caused by layoffs or loss of hours, or out-of-pocket medical expenses due to the COVID-19. SAN MARCOS, Calif. (KGTV) -- Cell phone video reportedly taken Wednesday morning shows San Diego County Sheriff's deputies at a San Marcos home that's been at the center of an ongoing battle. When Team10 arrived, there was an eviction resolution notice taped to a window on the property. Neighbors tell us that they're thrilled the eviction process is finally underway. This is a story that Team10 has been following since May - when we spoke with a local hopeful home buyer, John Masnica. He says Julie Frisino and her family unlawfully moved into the house while Masnica was in the process of closing escrow on the bank-owned foreclosure. Wednesday, he told us, "She's just a deadbeat from a family of deadbeats that take advantage of the system." He went on to say, "I hope that now that they're out of this house that there aren't any other available houses for them to try to break into."Frisino took the situation to court, claiming she had rights to be there. This summer, a judge said the bank trustee, not Frisino, had rights to the home.Masnica and his wife are due with their fourth child.
