SAN DIEGO (KGTV) — The San Diego Police Departments K9 officers and their handlers were honored at the unveiling of the new K9 Memorial Dedication Ceremony Wednesday afternoon. They don’t carry weapons. Often times, they are the weapon.“We’ve had several dogs injured, stabbed, and shot,” Lt. Tony Lessa of the San Diego Police K9 Unit said. “Fortunately, only one was killed in the line of duty.”Since 1984, ninety-two San Diego Police K9’s have served alongside their handlers. They enter themselves into dangerous situations for the good of the community. Many said their value is immeasurable. “They improve officer safety for out officers in a way that they reduce the use of force we have to use,” Lt. Lessa said. “You can’t put a number on that.”That is why a new Memorial wall was built for the specialized unit. Sitting at the helm is a bronze statue of German Shepard Bando, who was struck by a car and killed in the line of duty in 1994. Underneath his statue are the names of several K9’s and their handlers.Patsy Samson was the main donor for the San Diego Police Foundation. She worked with the organization for eight months until finally unveiling the memorial today.“They love their K9’s,” Samson said. “They take care of their K9’s. They just want to do the best you can do for the community that they protect and serve, every single day.”Whether it’s their cuteness on their time off, or their fierce abilities to bring down criminals, the K9’s officers have a special place in hearts. SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. However, more people may soon feel the change. Many departments and agencies are running out of carryover cash, Politico reports. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes.
