An early analysis of census data shows California and New York may lose a seat in the House, while Florida would gain two. This could mean Florida in the near future would have more electoral votes than New York.The analysis was done by William Frey, a senior fellow at the Brookings Institute, a nonprofit public policy organization, based on population estimates from mid-2020 released by the Census Bureau.Frey said the estimates released by the Census Bureau show that between July 2019 and July 2020, the population in the U.S. grew by .35%. That’s the lowest annual population growth rate since the turn of the last century, and that could mean the decade 2010-2020 may have the lowest decade growth rate in centuries.This low rate of growth and some “educated estimates” from Frey on new state-level data, could mean that seven states gain representatives in Congress and ten states lose some.One result of the Census is calculating the number of seats in the House of Representatives a state should have. Every decade, the Census Bureau adjusts the number of seats each state receives based on changes in population, the process is called reapportionment.Frey estimates that Texas will gain three representatives in the House, Florida wil gain two, and Arizona, Montana, Colorado, North Carolina and Oregon will gain one. Meanwhile, Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, West Virginia and Rhode Island could all lose one representative, according to Frey’s estimates.Changing the number of seats in the House also changes how many votes the state gets in the Electoral College; electoral votes are the number of seats a state has in the House plus two senators.California currently has 55 electoral votes, with the next highest as Texas with 38 votes currently. New York and Florida are next, with 29 each; if New York were to lose one and Florida gain two, it would be the first time Florida had more votes than New York and would make Florida the third most represented state in the House.“This reapportionment will also affect the Electoral College in future presidential elections. There are a mix of “red” and “blue” states among those gaining and losing seats. Thus, it is difficult to predict how these changes will benefit future Republican and Democratic presidential candidates,” Frey wrote in his analysis.Frey’s estimates are based on early data shared by the Census Bureau. An unauthorized vehicle drove onto Travis Air Force Base in Northern California, crashed and erupted into flames, killing the driver, authorities said.There were no other fatalities in the security breach Wednesday night, the base said in a statement. It did not identify the driver, but said the car "gained unauthorized access" through the main gate."Travis AFB security forces immediately responded," the statement said. "Additionally, the base's explosive ordnance disposal team, office of special investigations and other responders were on scene."It's unclear whether the crash was deliberate. The Air Force and the FBI are investigating."The investigation is ongoing and there are no current known threats to the base or community," the base said. " The main gate has reopened and all other facilities are operating as normal."Travis Air Force Base is home to 10,000 military personnel, and a major hub for logistics and military cargo in the Pacific. Dr. G says if schools have the secure, virtual platforms for live classroom learning, students should turn their cameras on so teachers and other students can see them.As for whether having your camera on or off during class can be appropriate depending on a child's age, Dr G says "parents are experts of their own kids and there may be individual instances where it would be valuable for a child in certain situations to leave their camera off."Dr. G says parents and teachers have a lot more to fear from kids disengaging than engaging uncomfortably. "Middle school is an uncomfortable experience for almost everyone. And I don't mean to diminish that at all but uncomfortable is not the same as unsafe. Helping our kids navigate more uncomfortable situations is often more valuable than protecting them from uncomfortable situations," said Dr. G.At Sanger Unified School District in California, administrators recommend their 12,000 students leave their cameras on when in their virtual classrooms but it's not required."The students do have somewhat of a choice to do that and we know some of our low socio-economic status students, sometimes they're just a little concerned with the background or there’s a lot going on they don't want to show. Or it could be, I don't want someone looking into my bedroom," said Tim Lopez, the Associate Superintendent of Educational Services at Sanger Unified. Lopez says the district is moving to a new virtual learning platform that will allow students to create a virtual background. He believes that and the optional cameras helps level the playing field among students while they're learning from home."There's other things like bandwidth. I've noticed even in my own meetings with adults, they're going on and off and it's like, 'Hey, turn your camera off so we can just listen to what you have to say,'" said Lopez. Whether students' cameras are on or off, both Sanger Unified and Dr. G say teachers will be prepared to ensure students are paying attention in class."I think that our teachers have learned a ton in the last six months about virtual classroom management, just like they spent a lot of time at school learning about in-person classroom management.
