Voting in the 2020 Election is took a number of different forms. From early in-person voting to voting by mail, states offered people various ways to do their civic duty."In many ways you can see that as a blessing or a curse of the American election system, that we have 50 different forms of election administration and within each state, counties have a lot of discretion of how they want to run their elections and design their ballots," said Seth Masket, a professor of Political Science and Director of the Center on American Politics at the University of Denver. Masket says each state having a different election process actually strengthens the security of American elections from foreign hackers. But it can also make it harder for some people to vote depending on what state or county they live in."For the most part, Election Day is not a holiday in the United States and if people are going to vote, they need to take time off work or make some sort of arrangements for child care. There’s a level of inconvenience to it and not every state and city is very accommodating of that," said Masket.A number of states across the country have been 100% mail-in ballots for quite some time, others have joined on recently. "I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. VISTA, Calif. (KGTV) - Several North County residents want their money back from a failed Tiny Home community.  Vista resident Greg Dutton said he and a handful of others simply want their ,000 investments back from Janet Ashforth, the brains behind Habitats Tiny Homes, which was planned for a plot of land between Escondido and Poway.“Sounded like a great idea,” said Dutton.  “A whole bunch of tiny homes.  Community garden.  Community clubhouse.”His excitement turned to frustration when he didn’t like the property Ashforth secured.“Really hard to get to.  Hardly any access roads,” he said.Dutton said Ashforth promised to refund his money if he didn’t like the property. However, Dutton requested the refund after Ashforth went into escrow for the property. He showed an email apparently from Ashforth saying he was too late to ask for the refund but she’d return the money anyway.Dutton still hasn’t received his refund. He and several other investors have filed claims at the Courthouse in Vista.10News spoke with Ashforth by phone. She said the project failed “when 30 people didn’t follow through and now they’re expecting their money back.”  She explained none of her investors ordered their tiny homes or took the next steps to keep the project alive.She argued, “The receipt clearly says you can get your deposit back until we open escrow on the property.”  Ashforth said Dutton requested after escrow opened.“I apologize,” she continued. “However, you should take responsibility for the receipt. I don’t have the money to give back because it was invested in the 0,000 property we’re now trying to sell.”Ashforth said she’ll gladly appear in court but admits the money is wrapped up in an empty plot of land. 1826

(KGTV) — Firefighters made short work of a fire that tore through a Vista home and set nearby vegetation ablaze Saturday evening.Vista Fire Department responded to reports of a fire in the area of Robelini Drive and El Valle Opulento just before 7 p.m. Firefighters arrived to find a brush fire extending into a home at 110 El Valle Opulento.As firefighters battled back the brush fire, other fire crews tackled flames shooting our of the home. Firefighters say that because of the "rapidly deteriorating conditions inside the home," crews were forced to get out of the home and fire the fire from outside.The fire was fully extinguished within about an hour, VFD said. One person was displaced from the home. No injuries were reported. It's not clear how the fire began. The fire is currently under investigation.Firefighters reminded homeowners to have working smoke alarms in their home and clear vegetation away from any structure. 957

VISTA, Calif. (KGTV) -- Californians are getting ready for a new set of businesses to reopen after June 12, 2020. Last Friday, the state released specific COVID-19 guidelines for several industries, including gyms, bars, and hotels. Vista Fitness owner Brian Belasco is setting up cones in his parking lot to create social distancing spots for his patrons. He's doing this well in advance of the state's gym reopenings on June 12."Being able to reopen means the world to us," Belasco said. Last Friday, Gov. Gavin Newsom released specific guidelines for the next group of industries allowed to reopen with modifications, no sooner than June 12, 2020. They include gyms, schools, film production, professional sports, bars and wineries, hotels, cardrooms, family entertainment, museums, and zoos. Since mid-March, Belasco said his trainers have been successfully teaching online workout classes. "We just finished a virtual challenge," Belasco said. "We had members losing up to 30 pounds in 28 days."But he said he is ready to see his members in person. "It's the camaraderie, especially times like right now, bringing people together that is our specialty," Belasco said. That is why he says he is implementing many of the State's new gym guidelines, which include:Limiting the number of members insideConducting temperature and health screenings upon entryStaggering lockers and machinesProviding disinfecting wipes or gel for hands and equipment No sharing water bottles or towelsWearing masksFor weeks, Belasco has been practicing these guidelines already with his coaches and volunteers. VISTA (CNS) - An Oceanside man convicted of abusing his neighbors' dogs, including gouging out the eye of a Siberian Husky, was sentenced to nearly 10 years in custody Friday.Jurors last summer found 37-year-old David C.
